ORDINANCE NO. 642
AN ORDINANCE OF THE CITY OF VERNON REGULATING TRAVEL AND TRAFFIC
OF VEHICLES IN AND UPON THE PUBLIC S TR± TS OF THE CITY OF VERNON
AND PROVIDING A PENALTY THEREFOR AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE.
THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
Section 1: DEFINITIONS. WHENEVER in this Ordinance
the following terms are used, they shall be deemed and construed
to have the meaning described in this Section.
STREET OR HIGHWAY. Street or Highway is a way or
place of whatever nature publicly maintained and opened to the
use of the public for the purpose of vehicle travel.
PRIVATE ROAD OR DRIVEWAY. Private road or driveway
is a way or place in private ownership and use for vehicular
travel by the owner and those having express or implied permis-
sion from the owner, but not by other members of the public.
THROUGH HIGHWAY. A Through Highway is a highway or
portion thereof at the entrance to which vehicular traffic from
intersecting highway is required by law to stop before entering
or crossing the same, and when stop signs are erected as pro-
vided in this Ordinance.
ROADWAY. A Roadway is that portion of a highway im-
proved, designed or ordinarily used for vehicular traffic.
SIDEWALK. A Sidewalk is that portion of a highway
other than the roadway set apart for pedestrian travel.
CROSSWALK. A Crosswalk is either:
(a) That portion of a roadway ordinarily
included within the prolongation or connection of the boundary
lines of sidewalks at intersections where the intersecting
roadways meet at approximately right angles, except the pro-
longation of any such lines from an alley across a street.
(b) Any portion of a roadway distinctly
indicated for pedestrial crossing by lines or other markings
on the surface,

INTERSECTION'. An Intersection is the area embraced
within the prolongation of the lateral curb lines, or, if none,
then the lateral boundary line of the roadway or two highways
which join one another at approximately right angles, or an area
within which vehicles traveling upon different highways joining
at any other angle may come in conflict.
RIGHT OF WAY. Right of Way is the privilege of the
immediate use of the highway.
SAFETY ZONE. Safety Zone is the area or space law-
fully set apart within a roadway for the exclusive use of pe-
destrians and which is protected or which is marked or indi-
cated by vertical signs, raised markers or raised buttons, in
order to make such area or space plainly visible at all times
while the same is set apart as a safety zone.
VEHICLE. A Vehicle is a device in, upon or by which
any person or property is or may be propelled, moved or drawn
upon a highway, excepting a device moved by human power or used
exclusively upon stationary rails or tracks.
MOTOR VEHICLE. A Motor Vehicle is a vehicle which is
self propelled.
LOADING ZONE. That space adjacent to a curb, reserved
for the exclusive use of vehicles engaged in the loading or un-
loading of materials or passengers from a public vehicle or from
a private vehicle, when said loading zone is established in front
of an established place of business.
PEDESTRIAN. Any person afoot.
PARK. To stand a vehicle for a period of time greater
than is reasonably necessary for the actual loading or unloading
of persons or materials.
TRAFFIC. The lawful and orderly use of the streets
for the purposes of travel by pedestrians, vehicles and street
cars, both singly and together.

DRIVER. A driver is a person who drives or is in
actual physical control of a vehicle.
OPERATOR. An operator is a person other than a chauf-
feur who drives or is in actual physical control of a motor ve-
hicle upon the highway.
CHAUFFEUR. A chauffeur is a person who drives a
motor vehicle for hire.
Section 2: AUTHORITY OF POLICE
OBEDIENCE TO POLICE. Officers of the Police Depart-
ment of said City shall, by voice, hand, semaphores, or other
traffic control signal devices, direct all traffic and it shall
be unlawful for any person to refuse or fail to comply with any
lawful order, signal or other lawful direction of a police Offi-
cer, and further provided, it shall be unlawful for any person
other than an officer of said City police Department or a person
deputized by the Chief of Police of said City to direct or at-
tempt to direct traffic by voice, hand or other signals.
Section 3: SIGNS.
It shall be the duty of the police Department of said
City to place and maintain signs for the designation of the pro-
visions of this Ordinance, and no provision of this Ordinance for
which signs are required shall be enforceable against an alleged
violator, if at the time of the alleged violation the signs are
unauthorized, are missing, effaced, mutilated or defaced so
that an ordinarily observant person cannot be apprised of or
aware of the existence of such provision and it shall be unlawful
for any person, firm or corporation, except as otherwise herein
provided, to erect, place or maintain any signs or markers for
the designation of the provisions of this Ordinance.
Section 4: OBEDIENCE TO TRAFFIC SIGNALS
It shall be unlawful for any person to disobey the
instructions of any mechanical traffic signal, lettered traffic

signs or paint marks placed upon the surface of the roadway, or
upon the curb adjacent to said roadway, in accordance with the
provisions of this Ordinance, or any barrier or sign erected by
the Street Superintendent, or the police or Fire Departments.
Section 5: USE OF SIDEWALKS, CROSSWALKS, AND SAFETY
ZONES.
It shall be unlawful for the operator or driver of
any vehicle to drive into a safety zone or to drive into any
sidewalk or crosswalk area, except at a regularly established
driveway or roadway.
Section 6: PEDESTRIAN CROSSINGS.
The City Council of the City of Vernon shall mark,
or cause to be marked, with white paint, crosswalks approxi-
mately fifteen (15) feet wide on the roadway of any public
highway in the city of Vernon when, in the opinion of the City
Council, such crosswalks are advisable. The City Council shall
mark, or cause to be marked, with white paint, an arrow on the
surface of the roadway pointing in the direction of said cross-
ing, together with the words "SCHOOL CROSSING" or "PEDESTRIAN
CROSSING ", either or both, one hundred (100) feet distant from
each crosswalk established as above provided, and it shall be
unlawful for the driver or operator of any vehicle to drive
into a crosswalk where there is displayed a sign with the words
"SCHOOL CROSSING" or "PEDESTRIAN CROSSING" when there is in said
crosswalk, upon the side of the roadway, upon which the said ve-
hicle is traveling, any pedestrian crossing the street.
Section 7: STOPPING, STANDING AND PARKING. STANDING
PROHIBITED IN SPECIFIED PLACES.
Except to avoid conflict with other traffic, or in
compliance with the direction of a police officer or a traffic
signal, it shall be unlawful for the operator or driver of a
vehicle to stand in the following places:

1, At any curb on Alameda Street from the north
boundary line of the City of Vernon to the South boundary line
of said City;
2. At the curb on 25th Street between Alameda Street
and the first railroad crossing, crossing 25th Street east of
Alameda Street;
3. On the West curb of Santa Fe Avenue between the
City Hall and the North line of Vernon Avenue;
4o At any curb along any street in the City of Vernon
where the City Council has ordered the same to be painted red
and stenciled with white letters "NO STANDING," or "NO PARKING,"
upon the top of all said curbs so ordered by the City Council
to be painted red, and in the event there are no curbs along the
street wherein the City Council prohibits parking, signs giving
notice of "NO PARKING," shall be posted in the manner provided
in this Ordinance.
The Police Department of the City of Vernon is hereby
required to paint and maintain a red line stenciled with white
letters "NO STANDING" or "NO PARKING" upon the top of all curbs
indicated in paragraphs 1, 2, 3 and 4 of this section. In the
event there is no curb erected along said streets, then in lieu
of painting, said Police Department of said City is hereby au-
thorized and required to place and maintain at all entrances to
all streets or parts of streets affected by this Ordinance, signs
giving notice of the "PARKING TIME," or "NO PARKING," as the case
may be, and all signs shall comply with the California State Ve-
hicle Code.
Section 8; STOPPING ON PUBLIC HIGHWAY.
It shall be unlawful for the driver or operator of a
vehicle to stop said vehicle for a period of longer time than
is necessary for the loading of or unloading of passengers or

materials, providing that the loading or unloading of passengers
shall not consume more than five (5) minutes, nor the loading or
unloading of material more than thirty (30) minutes, in the fol-
lowing designated places:
1. In any bus stop not exceeding fifty (50) feet in
length when so designated by the Police Department at places
established as such by the City Council; and it shall in no
event establish any bus stop adjacent to a safety zone at a regu-
larly established street car stop.
The said police Department is hereby required to deter-
mine the exact location of loading zones, provided that no more
than one- fourth of the total length of any curb between street
intersections in any business district shall be reserved for
loading zones. Said police Department is hereby further required
to paint and maintain a yellow line stenciled in black letters:
"LOADING ONLY," upon the tops of all curbs and places specified
in this section.
Section 9: PARKING TIME LIMIT IN SPECIFIED PLACES.
Subject to the provisions of Sections 7 and 8 of this
Ordinance, it snail be unlawful for any driver or operator of
any vehicle at any time to park for a longer period of time than
one hour at any curb upon the public streets in the City of
Vernon where said curb is painted green and stenciled in white
letters "ONE HOUR PARKING," or where there is no curb, and signs
are posted by the City Council stating thereon "ONE HOUR PARKING,"
and it shall be unlawful for any driver or operator of any ve-
hicle at any time to park for a longer period of time than thirty
(minutes where said curb is painted green and stenciled in white
letters "THIRTY MINUTE PARKING," or where there are no curbs,
and signs are posted by the City Council stating thereon "THIRTY
MINUTE PARKING." It shall be unlawful for any driver or operator

of any vehicle at any time to park for a longer period of time
than twenty minutes where said curb is painted green and sten-
ciled in white letters "TWENTY MINUTE PARKING," or whore there
are no curbs, and signs posted by the City Council stating
thereon "TWENTY MIN UTh PARKING."
It shall be unlawful for any person to park over a
water meter within the City of Vernon where the curb is painted
red, stenciled in white letters, "NO PARKING," or where no curb
exists and signs posted by the City Council stating "NO PARKING,"
at any time.
The Police Department of the City of Vernon is hereby
authorized and required to place and maintain at all entrances
to all streets, or parts of streets, affected by this Ordinance,
signs giving notice of the parking time under Section 9 of this
Ordinance, and all signs shall comply with the California State
Vehicle Code.
Section 10: THROUGH STREETS AND BOULEVARD STOPS.
The following streets are hereby designated as through
highways:
THROUGH HIGHWAYS:
(a) Alameda Street from the north boundary line of
the City of Vernon to the south boundary line thereof;
(b) Santa Fe Avenue from the north boundary line of
the City of Vernon to the south boundary thereof;
(c) Pacific Boulevard from Santa Fe Avenue to the
south city limits;
(d) Soto Street from the north boundary line of the
City of Vernon to the south boundary line thereof;
(e) Boyle Avenue from the north boundary line of
the City of Vernon to the south boundary line thereof;
(f) Alcoa Avenue from Vernon Avenue to the south
City Limits;

(g) Downey Road from the north boundary line of the
City of Vernon to the south boundary line thereof;
(h) Thirty-seventh Street from Alameda Street to
Soto Street;
(i) Thirty-eighth Street from the west city limits
to Santa Fe Avenue;
(j) Vernon Avenue from the east line of Santa Fe
Avenue easterly to the east line of Downey Road;
(k) Seville Avenue from Vernon Avenue to Fruitland
Road;
(1) Twenty sixth Street from Santa Fe Avenue to the
East City Limits;
(m) Leonis Boulevard from pacific Boulevard easterly
to the east city limits of the City of Vernon;
(n) Fiftieth Street from. Seville Avenue to Downey
Road;
(o) Slauson Avenue from Boyle Avenue to Downey Road;
BOULEVARD STOPS:
(1) On Alameda Street where the same intersects
25th Street, 37th Street, 38th Street, Vernon Avenue, 48th
Street, 49th Street, 51st Street, 52nd Street, 55th Street and
57th Street;
(2) On Santa Fe Avenue where the same intersects
25th Street, 26th Street, 27th Street, 28th Street, 30th Street,
37th Street, 38th Street, Vernon Avenue, Pacific Blvd., 48th
Street, 49th Street, East of Santa Fe Avenue and 49th Street
west of Santa Fe Avenue, 51st Street, Fruitland Road, 52nd
Street west of Santa Fe Avenue and 52nd Street, east of Santa
Fe Avenue, 53rd Street, 54th Street, 55th Street, 56th Street

Section 11: It shall be unlawful for the operator of
any vehicle or street car traveling along any street intersect-
ing with any such through highway to fail to stop such vehicle
or street car at the place where such street meets the nearest
property line of the through highway before entering such through
highway; PROVIDED the property line is clearly marked or a sign
posted as required by this Ordinance, and PROVIDED, HOWEVER,
that when the intersection is controlled by a police officer
or a traffic signal no vehicle shall be stopped as above pro-
vided when the signal to proceed has been given.
The Police Department of the City of Vernon is hereby

authorized and required to place and maintain, or cause to be
placed and maintained, upon each and every street intersect-
ing a through highway at or near the property line of the
through highway, appropriate signs upon the street, or device
or mark in the roadway, such sign, device or mark to bear the
word "STOP," ar the words "BOULEVARD STOP," in such position
and with letters of a size to be clearly legible for a distance
of fifty (50) feet, along the street intersecting such through
highway.
Section 12: Ordinance No. 565 and all ordinances
and parts of ordinances in conflict with this ordinance are
hereby repealed.
Section 13: Where paint is used on the curb to indi-
cate parking regulations in this Ordinance, the following
colors indicate as follows:
(a) RED indicates no stopping, standing or parking
whether the vehicle is attended or unattended, except that a
bus may stop in any red zone marked or sign - posted as a bus-
loading zone;
(b) YELLOW indicates stopping only for the purpose
of loading or unloading passengers or freight for such time as
may be specified in this ordinance;
(c) WHITE indicates stopping only for loading or
unloading of passengers for such time as . may be specified in
this ordinance;
(d) GREEN indicates time limit parking specified
by this Ordinance.
Section 14: Any person, firm or corporation violating
any provision or provisions of this Ordinance shall be deemed
guilty of a misdemeanor and, upon conviction therefor, shall be
punishable by a fine of not to exceed Five Hundred Dollars

($500.00) or by imprisonment not to exceed six (6) months, or
by both such fine and imprisonment.
Section 15: There being no newspaper of general cir-
culation printed, published and circulated in the City of Vernon,
the City Clerk is hereby directed to certify to the passage of
this ordinance, and shall post the same, or cause the same to be
posted, in three of the most public places in said city, to -wit:
The northwest corner of 38th Street and Santa Fe Avenue; the
northwest corner of 37th Street and Santa Fe Avenue, and on the
bulletin board in the lobby of the City Hall of the City of
Vernon, located at 4305 Santa Fe Avenue, in said City; that
this ordinance shall be in full force and effect from and after
thirty days from the date of posting.

Re: Request and Petition for Removal
of Parking Restriction - Boyle
and Fruitland Avenue
About the beginning of the year 1943, this company requested that
you enact an ordinance restricting parking on a certain street in
the City of Vernon, namely:
SOUTH BOYLE AVENUE:
both sides, between Fruitland Avenue on
the North and the first railroad crossing
South of 54th Street on the South;
and, we are informed and believe and upon such information and
belief state, that about the same time Aluminum Company of America
likewise requested that you enact an ordinance so restricting park-
ing on certain streets in the City of Vernon, namely:
FRUITLAND AVENUE (ROAD):
both sides, between South Boyle Avenue on
the West and Alcoa Avenue on the East;
SOUTH BOYLE AVENUE:
both sides, between Fruitland Avenue on
the North and the first rAi1road crossing
South of 54th Street on the South.
Shortly thereafter, we are informed, as a result thereof and in
compliance therewith, you passed and there was adopted on May 19,
1943, Ordinance No. 558 of the City of Vernon, in the County of
Los Angeles, State of California, and by Subsections 11 and 12
of Section 13 of said Ordinance, prohibiting parking on both sides
of those portions of South Boyle Avenue and of Fruitland Avenue
(Road) designated above.

That at the same time, by the adoption of said Ordinance 558 of the
City of Vernon, parking was prohibited on certain other streets in
the area and immediate vicinity of those streets covered by said
Subsections 11 and 12 of Section 13 of said Ordinance. Since the
enactment of said Ordinance 558, particularly within about the past
two years, there has been an extensive relaxing and removing of
parking restrictions within this area; for example,
FRUITLAND AVENUE (ROAD):
both sides, between South Soto Street on the West
and South Boyle Avenue on the East,
and on the very streets wherein parking was originally prohibited
by said Subsections 11 and 12 of Section 13 of said Ordinance 558,
namely:
SOUTH BOYLE AVENUE:
west side, a distance of approximately 385 feet South
of Fruitland Avenue (Road) being adjacent to the
office and other property of Fruehauf Trailer Co.
fronting on South Boyle Avenue;
SOUTH BOYLE AVENUE:
both sides, between 54th Street on the North and the
first railroad crossing South of 5th Street on the
South;
FRUITLAND AVENUE (ROAD):
north side, between South Boyle Avenue on the West
and Alcoa Avenue on the East.
Due to the extensive development and building within the area and
the increased amount of employment and business activity, the
availability of space for automobile parking in the area has be-
come a critical problem. There is no longer available sufficient
open private property to meet the automobile parking needs.
In view of the foregoing, we hereby respectfully request and petition
that you remove all remaining restrictions on parking on both streets,
namely;

petitioner, of the property abutting the portions of South Boyle
Avenue and Fruitland Avenue (Road) hereinbefore designated relative
to which we request and petition parking restrictions be removed.

Since increased emp;oyment has developed with the coming
defense program, the parking facilities in this area have
become considerably strained.
It would be very helpful at this time to ourselves as well
as others around us to omit the parking signs at points
designated in above reference, that bounds the property of
the Aluminum Company of America. If the City Council sees
no reason why the restriction need to be continued as far
as we are concerned, this restriction can be lifted.
We would appreciate if this matter could be given attention
at the earliest possible time.

with you a request and petition for the removal of all remain -
ing restrictions on parking on both sides of both streets in
the City of Vernon, California, namely:

on the North and 54th Street on the South,
FRUITLAND AVENUE (ROAD) :
SOUTH side, between South Boyle Avenue on

As owner of the property fronting on a part of said streets,
consent and permission is hereby given for the removal of
parking restrictions as requested and petitioned by Norris
Stamping and Manufacturing Co.
The undersigned is the owner of that certain land located at
the Northwesterly corner of South Boyle Avenue and 5th Street,
City of Vernon, County of Los Angeles, State of California,
approximately fifty -four (54) feet of which actually fronts on
South Boyle Avenue. This property is under lease to said Norris
Stamping and Manufacturing Co.
