2 M'! ORDINANCE REGULATING SALE, USE AND/OR MANUFACTURE OF FIREV/ORKS
IN THE CITY OF VERNON.

4 THE CITY C01JNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

Section 1. It shall be unlawful for any person to dis-
6 charge, fire or set-off any blank, or loaded shell, or cartridge,
7 fire-cra.cker, or fireworks wlthin the C1 ty of Vernon; provided,
8 however, that the City Council may, in its discretion, grant per-
9 mits for public displays or fireworks. Any such permit shall be
10 In writing and shall designate the person, firm, corporation, or
11 association to whom the same is granted, the time ~nen, the place
12 where, and the hours between which such public display may be made.
13 The provisions of this section shall not apply to any such public
14 display of fireworks given pursuant to any such permit if the same
15 is given at the time and place, between the hours and by the person,
16 firm, corporation, or association named therein.

Section 20 It shall be unlawful for, any person, firm,
-18 or corporation to sell, or to cause or permit to be sold, any blanl{
19 cartridge, fi.recracker, or fireworks within the City of Vernon;
20 Provided, however, that any person, firm or corporation manufactur-
21 ing blank cartridges, firecrackers, or fireworks in the City of
22

Vernon may sell the same to customers for use solely outside of
the said City, subject, however, to such ordinances as are now in
24

force, or that may hereafter be adopted regulati.ng the manufacture,
storage and sale of blank cartridges, firecrackers, firaworks,
and other explosives.
section 3. This Ordinance is urgently required for the
i.mmediate preservation of public health, peace and safety, and
shall be in effect immediately following the passage and posting
thereof. The following is &. specific statement showing the
emergency of this ordinance,

1 There are certain persons desirous of selling fire-
2 works within the city of Vernon prior to the 4th of July,
3 1951, and who insist that the City Council shall issue
4 them a license to operate said salas of fireworks and
5 the exhibition thereof; that said sale and exhibition of
6 fireworks would constitute a material fire hazard within
7 the Ci ty of Vernon and, for the purpose of regulating,
8 it is necessary for imnlediate preservation of public
9 health, peace and safety, that this ordinance be in ef-
10 feet immediately on and after its passage and posting.

Section 3. Any person, firm or corporation, who shall
12 violate any of the provis:lons of this ordinance shall be deemed
13 guilty of a misdemeanor, and upon conviction theroof, shall be
14 punished by a fine not to exceed Five Hundred Dollars (~;500.00)
15 or by imprisonment i.n the City Jail, not to exceed six (6) months,
16 or by both such fine and imprisonment.

section 4. The City Clerk shall certify to the passage
18 and adoption of this ordinance, and shall cause the same to be
19 posted in three of the most conspicuous places within the City of
20 Vernon, to-wit: The Northwest corner of 38th street and Santa Fe
21 Avenue, the Northwest corner of 37th street and Santa Fe Ave~ue,
22 and the Bulletin Board in the lobby of the City Hall of the City
23 of vernon, located at 4305 Santa Fe Avenue; and the same shall be
24 in full force and effect from and after its passage by the City
25 Council and posting.
