I}'HE CI'I'Y COUNCIL OF' THE CrI.'Y OF' VERNON DOES ORDAIN AS }i'OLLOwS:

Section 1: '1'he City Council hereby determines that it

is necessary for the efficient functioning of the City of Vernon
that the office of Administrative Assistant to the City Council
be, and the same is hereby created.
Section 2: The Administrative Assistant to the City
Council shall have power and be required to:
(a) Attend all meetings of the City Council with the
duty of reporting on any matter concerning the affairs of the
City which is referred to him by the City Council for investiga-
tion and report.
(b) Assist the Council in coordinating the administra-
tive functions and operations of the various departments and
services of the City government, and in this connection cooperate
fully with and assist all department heads and officers of the
City in the carrying on of their respective departments and
responsibilities.
(c) Serve as public relations officer of the City govern-
ment under the direction of the Mayor and the City Council.
Attend all civic meetings at which the City should be represented,
as directed by the City Council.
(d) Cooperate with all community orp;anizations whose
aim and purpose is to advance the civic affairs of the City.
(e) Make any investigations or studies required of him
by the City Council and submit his reports thereon to the
Council.
(f) Prepare the agenda for all meetings of the City
Council in cooperation with the City Clerk.

Section 3: The A&ninistrative Assistant to the City
Council shall act as the agent of the City Council in the dis-

charge of administrative functions, but shall not exercise any

policy-making or legislative functions whatsoever, nor attempt
to commit or bind the Councilor any member thereof to any
action, plan or program requiring official councilmanic action.

It is not intended by this ordinance to grant any authority to,

or impose any duty upon said Administrative Assistant which is
vested in or imposed by general law in any other City board,
10
officer, department, or employeeo

The Administrative Assistant shall exert his best efforts
to establish and maintain a harmonious relationship between all
personnel employed in the government of the City, to the end that
the highest possible standards of public service be continuously

maintained.

Section 4~ There being no newspaper of general circula-
tion printed, published and circulated in the City of Vernon,

the City Clerk is hereby directed to certify to the passage of

this ordinance, and shall post the same, or cause the same to be
posted, in three of the most public places in said city, to wit:
The northwest corner of 38th Street and Santa Fe Avenue; the
northwest corner of 37th Street and Santa Fe Avenue, and on the
bulletin board in the lobby of the City Hall of the City of
Vernon, looated at 4305 Santa Fe Avenue, in said City;

ordinance shall be in full force and effect from and after thirty
