WHEREAS, the City Council of the City of Vernon,
California, at an adjourned regular meeting held June 25, 1946,
13
14
by a vote of more than two-thirds of its members, duly passed
15
and adopted a resolution determining that the public interest
16
and necessity demand the acquisition, construction and comple-
17
18
tion of a certain municipal improvement, namely, a building
for municipal purposes, to wit: a fire engine station house,
19
20
including the acquisition of furnishings therefor and fire
apparatus for the prevention and extinguisrunent of fires, and
21
vffiEREAS, said resolution was duly signed by the Mayor
22
23
of said City, and duly attested by the City Clerk thereof, on
the said 25th day of June, 1946, and entered in the Book of
24
Resolutions of said City, and a minute of the passage and
25
adoption thereof made on the minutes of the meeting at which
the same was passed and adopted, and
WHEREAS, on the 9th day of July, 1946, the City
Council of the said city, at a regular adjourned meeting, by
a two-thirds vote of its members, duly passed and adopted
an ordinance calling a Special Election to be held in said

the sum of One Hundred Thousand Dollars ($100,000000) for the
purpose of the acquisition, construction and completion of a

certain municipal improvement, na...'TIely, a building for municipal

purposes, to wit: a fire engine station house, including the

acquisition of furnishings therefor and fire apparatus for the

prevention and extinguishment of fires, which said ordinance was
10
approved by the Executive of said city, to wit:
the Hayor,

thereof, on the 9th day of July, 1946, and was duly posted in
said city on the 9th day of July, 1946, and for two succeeding
12
13
weeks thereafter, in three public places in the City of Vernon,
14
to "Jit: at the entrance to the City Hall of the City of 'Vernon,
15
4305 Santa Fe Avenue;
at the Northwest corner of 3eth Street and
16
Santa Fe Avenue; and at the Northwest corner of 37th Street and
17
Santa Fe Avenue, and
18

WHEREAS, said election was held on the 30th day of
20
July, 1946, as provided for by said ordinance calling said
21
election and by law for holding municipal elections in said city,
22
23
and the proposition of incurring the bonded debt, hereinbefore
mentioned, received rnore than two-thirds of the votes of the
24
qualified electors of said city voting at said election, and
25
WHEREAS, all and singular the proviSions of the Act
26
of the Legislature of the State of California, entitled "An Act
27
Authorizing the Incurring of Indebtedness by Cities, Towns and
28
11unicipal Corporations for Municipal Improvements and Regulating
29
the Acquisition, Construction, or Completion thereof" which
became a law February 25th, 1901, and the acts amendatory thereof
31
and supplementary thereto, including the Government Code as
32
a...'TIended, and the general laws of the State of California relating

1 to cities of the sixth class and the laws and ordinances of the
2 City of Vernon, have been fully complied with so as to authorize
3 the is suing of said bonds; and
4 WHEREAS, the public interest and necessity demand that
5 all of said bonds be issued and sold at the earliest practicable
6 date;
7 NOW, 1~EREFORE, the City Council of the City of Vernon
8 does ordain as follows:

Section 1.
That bonds of the said City of Vernon in
10
the sum of One Hundred Thous and Dollars (:WIOO, 000 0 00) be is sued

in accordance with the provisions of the Act of tho Legislature
of the State of California, entitled "An Act Authorizing the

Incurring of Indebtedness by Cities, Towns and f1unicipal Corpora-

tions for Municipal Improvements and Regulating the Acquisition,

Cons truction or Completion thereoflJ, which becarne a law February
16
25th, 1901, and all acts, or parts of acts, amendator~' thereof or
17
supplementary thereto, including the Government Code as amended,

and in accordance with the laws of the State of California and
19

the ordinances and laws of the said City of Vernon, for the pur-
pose of acquiring, constructing and completing a certain municipal
improvement, namely, a building for municipal purposes, to wit:

1 Towns and Municipal Corporations for Municipal Improvements,
2 and Regulating the Acquisition, Construction or Completion
3 thereof" which became a law F'ebruary 25, 1901, and all Acts,
4 or parts of Acts amendatory thereof or supplementary thereto,
5 including the Government Code as amended.
6 It is further certified that all requirements of the
7 Constitution and laws of the State of California and of all
8 Ordinances of the said City of Vernon, have been fully complied
9 with by the proper officers in the issuing of this bond; that
10 this issue of bonds has been authorized by the vote of two-thirds
11 of the duly qualified electors of said city voting on the question
12 of such issue at a special election duly and regularly called and
13 held in said city on the 30th day of July, 1946, and that the
14 total amount of this issue, together with all other indebtedness
15 of said city, does not exceed the limit prescribed by the Con-
16 stitution and hws of the State of California; that before or at
17
the time of incurring the indebtedness evidenced hereby provision
18
has been made for the collection of an annual tax sufficient to
19
pay the interest on such indebtedness as it falls due and also
20
provision to constitute a sinking fund for the payment of the
21
principal thereof on or before maturity.

IN WITNESS WHEREOF, the said City of Vernon has caused
23

this bond to be signed by the Executive of the said municipality,
25
to wit: The Mayor of said City, and also by the Treasurer of
said City, and to be countersigned by the Clerk of said City, and
the corporate seal of said city to be hereto affixed and the said
City has also caused the coupons hereto attached to be numbered

That the Nayor of said City, and the

all of said bonds, and the City Clerk of said City is hereby

said City is hereby autl10rized and directed to sign the interest

coupons of said bonds and said bonds shall be delivered by said

City Clerk to the said City Treasurer in such maounts as the City

3 purpose mentioned in this Ordinance, to wit: to the purpose of
4 the acquisition, construction and completion of a certain munici-

Section 40
That for the purpose of securing and pro-

viding f~ the payment of the principal and interest of said bonds,
11
there is hereby created a fund to be known as "Fire Engine Station
12

House Bonds, Election 1946, Interest and Sinking Fundll;
that all
the _money which, from time to time, shall be placed in said fund
14
15
shall be and is hereby set apart exclusively for the purpose of
meeting all swns coming due for principal and interest on all the
16
aforesaid bonds which may be issued under the proceedings herein-

before recited.
That for the purpose of paying the principal and

interest of said bonds, the City Council of said City shall, at
19

the time of fixing the general tax levy, and in the manner for such
general tax levy provided, levy and collect annually each year
until such bonds are paid, or until there shall be a swn in the
Treasury of said City set apart for that purpose, a tax sufficient
to pay the interest on such bonded indebtedness as it falls due,

and also to constitute a sinking fund for the payment of the
principal thereof on or before maturity. Said tax shall be in
addition to all other taxes levied i'or municipal purposes, and
shall be collected at the same time and in the same malli"ler as
other municipal taxes are collected, and forthwith, as collected,
shall be turned over to and paid into said t1Pire Engine Station
House Bonds, Election 19~_6, Interest and Sinking Fund", and be

to be posted in three public places in the City of Vernon, to wit:
at the entrance of the City Hall of the City of Vernon, 4305 Santa
Pe Avenue; at the Northwest corner of 38th Street and Santa .fi'e
Avenue; and at the Northeast corner of Leonis Boulevard and Pacific
Boulevard, and thereupon and thereafter the same shall be in full
force and effecto
Passed and adopted by the City Council of the City of
Vernon, California, and approved by the l'1ayor of said City, this
