miEREAS, the City Council of the City of Vernon,
California, at an adjourned regular meeting held June 25, 1946,

by a vote of more than two-thirds of its members, duly passed
and adopted a resolution determining that the public interest
and necessity demand the acquisition, construction and completion
16

of a certain revenue-producing municipal improvement, to wit:
waterworks for supplying said city and its inhabitants with
19
water, including the acquisition and construction of water mains,
20
conduits, wells, pumping plants, pumps, tanks, and all other
21
22
works necessary therefor; and
23
24
WHEREAS, said resolution was duly signed by the May.or
of said City, and duly attested by the City Clerk thereof, on
the said 25th day of June, 1946, and entered in the Book of
25
Resolutions of said City, and a minute of the passage and adoption
thereot' made on the minutes of the meeting at which the same vJas
passed and adopted; and
WHEREAS, on the 9th day of July, 1946, the City
Council of the said city, at a regular adjourned meeting, by a
two-thirds vote of its members, duly passed and adopted an

ordinance calling a Special Election to be held in said city on

the 30th day of July, 1946, for the purpose of submitting to the
qualified voters of said city, the proposition of incurring an

indebtedness and issuing bonds of said city in the sum of Two
4

Hundred Sixty Thousand Dollars ($260,000000) .for the purpose of
the acquisition, construction and completion of a certain revenue~
6
producing municipal improvement, to wit: waterworks .for supplying
7
said city and its inhabitants with water, including the acquisi-
8
tion and construction of water mains, conduits, wells, puraping
9
plants, pumps, tanks, and all other works necessary therefor,
10
which said ordinance was approved by the Executive of said city,
11
to wit: the Mayor, thereof, on the 9th day of July, 1946, and was
12
duly pos ted in said ci t,y on the 9th day of July, 1946, and fOl' two
13
succeeding weeks thereafter, in three public places in the City
14
of Vernon, to wit: at the entrance to the City Hall of the City
of Vernon, 4305 Santa Fe Avenue; at the Northwest corner of 38th
15

Street and Santa Fe Avenue; and at the Northwest corner of 37th
17
Street and Santa Fe Avenue; and

illIEREAS, said election was held on tr~ 30th day of
July, 1946, as provided for by said ordinance calling said election

and by law for holding municipal elections in said city, and the

proposition of incurring the bonded debt, hereinbefore mentioned,

to cities of the sixth class and the laws and ordinances of
the City of Vernon, have been fully complied with so as to
authorize the issuing of said bonds; and
WHEREAS, the public interest and necessity demand that
all of' said bonds be issued and sold at the earliest practicable
date;
NOW, THEREFORE, the City Council of the City of Vernon
does ordain as follows:
Section 1.
That bonds of the said City of Vernon in
the sum of Two Hundred Sixty Thousand Dollars ($260,000.00) be
issued in accordance with the provisions of the Act of the Legis-
lature of the State of' California, entitled, ttAn Act Authorizing
the Incurring of Indebtedness by Cities, Towns and Municipal Cor-
porations for Municipal Improvements and Regulating the Acquisition,
Construction or Completion thereof", which became a law February
25th, 1901, and all acts, or parts o.f acts, mnendatory thereof or
supplementary thereto, including the Government Code as amended,
and in accordance with the laws of the State o.f California and
the ordinances and laws of the said City of Vernon, for the pur-
pose o.f acquiring, constructing and completing a certain revenue-
producing municipal improvement, to wit: waterworks .for supplying
said city and its inhabitants with water, including the acquisi-
tion and construction of water mains, conduits, wells, pun1ping
plants, pumps, tanks, and all other works necessar,y therefor.
That such bonds shall be two hundred sixty (260) in nlli~ber and
shall be designated "Waterworks Bonds, Election 194611; said bonds
to be issued in the denominations o.f One Thousand Dollars
($1,000.00) each, and the principal and interest thereof shall be
payable in lavJ.ful money of the United States; that they shall be
dated December 1, 1953, and bear interest at a rate not in excess
o.f five (5) per centwn per annmu, payable semi-annually on the

City of Vernon will pay to the bearer at the office of the City
Treasurer of the City of Vernon, in the City of Vernon, State of
California, or, at the option of the holder hereof, at the bank-
ing house of the National City BanK in the City of New York, State
of New York, the sum of One 'Thousand Dollars with interest thereon
at the rate o.f
per cent per annum, payable semi-annually,
on the first day of December, and the first day of June, of each
year, at the office of the City Treasurer of the City of Vernon,
in Vernon, State o.f California, or, at the option of the holder
hereof, at the banking house of the National City Bank, in the
City o.f New York, State of New York, upon the presentation and
surrender of the interest coupons hereto attached. Principal and

flAn Act Authorizing the Incurring of Indebtedness by Cities,
Towns and Hunicipal Corporations for .fI1unicipal Improvements, and
Regulating the Acquisition, Construction or Completion thereof"
which became a law February 25, 1901, and all Acts, or parts of
Acts amendatory thereof or supplementary thereto, including the
Government Code as amended.
It is .further certified that all requirements of the
Constitution and the laws of the State of California and of all
Ordinances of the said City of Vernon, have been fully cOTIlplied
with by the proper officers in the issuing of this bond; that
this issue of bonds has been authorized by the vote of two-thirds
of the duly qualified electors of said city voting on the question
of such issue at a special election duly and regularly called and
held in said city- on the 30th day of July, 1946, and that the
total amount of this issue, together with all other indebtedness
of said city, does not exceed the limit prescribed by the Con-
stitution and laws of the State of California; that before or at
the time of incurring the indebtedness evidenced hereby provision
has been made for the collection of an annual tax sufficient to
pay the interest on such indebtedness as it falls due and also
provision to constitute a sinking fund for the pa;y-rnent of the
principal thereof on or before maturity.
IN WITNESS ':IHEREOF', the said City of Vernon has caused
this bond to be sic;ned by the Executive of the Gaid municipality,

said bonds representing each instalment of interest to accrue
on said bonds up to the maturity thereo.f, which said interest

and shall be applied exclusively to the purpose mentioned in
this Ordinance, to wit: to tile purpose of the acquisition,
construction, and completion of a certain revenue-producing
municipal improvement, to wit: waterworks .for supplying said
City and its inhabitants with vJater, including the acquisition
and construction o.f water mains, conduits, wells, pumping plants,
pumps, tanks, and all other works necessary therefor.
Section 4.
That for the purpose of securing and pro-
viding for the payment of the principal and interest of said
bonds, there is hereby created a fund to be known as "Waterworks
Bonds, Election 1946, Interest and Sinking Fund"; that all the
money which, from time to time, shall be placed in said fund
shall be and is hereby set apart exclusively for the purpose of
meeting all sums coming due for principal and interest on all
the aforesaid bonds which may be issued under the proceedings
hereinbefore recited. That for the purpose of paying the prin-
cipal and interest of said bonds, the City Council of said City
shall, at the time of .fixinS the general tax levy, and in the
manner for such general tax ler] provided, levy and collect
annually each year until such bonds are paid, or until there
shall be a Slli~ in the Treasury of said City set apart for that
purpose, a tax sufficient to pay the interest on such bonded
indebtedness as it falls due, and also to constitute a sinking
.fund for the paYment o.f the principal thereof on or before
maturity. Said tax shall be in addition to all other taxes
levied .for municipal purposes, and shall be collected at the
same time and in the same manner as other municipal taxes are
collected, and forthwith, as collected, shall be turned over to
and paid into said "Waterworks Bonds, Election 1946, Interest and
Sinking Fundll, and be used .for no other purpose than the payment

7 and Santa Fe Avenue; and at the Northeast corner o.f Leonis

Boulevard and Paci.fic Boulevard, and thereupon and therea.fter

Passed and adopted by the City Council o.f the City
of Vernon, Cali.fornia, and approved by the Mayor of said City,
