ORDINANCE NO. 669

AN ORDINANCE OF THE CITY OF VERNON PROHIBITING THE LOADING OR
3 UNLOADING OF VEHICLES ON THE PUBLIC S'rREErS OF THE CITY OF
VERNON BETWEEN THE HOURS HEREIN SPECIFIED.

5 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

Section 1:
The stopping, standing, or parking of
7 vehicles, any portion of which vehicle is upon the public streets
8 of the City of Vernon, for the purpose of loading or unloading
9 cargo between the hours of 7:00 o'clock a.m. and 9:00 o'clock a.m.
10 and between the hours of 4:00 o'clock p.mo and 6:00 o'clock p.m.
11 is hereby prohibited.

Section 2:
The prohibition set forth in Section 1
hereof does not apply to vehicles taking on or discharging
passengers from private or public carriers, provided said acts
are expedited as much as conditions at the time will permit, with
due regard to the safety of passengers and traffic using said
public streets.
Section 3:
The prohibition set forth in this
Ordinance applies to parking and loading zones during the hours

set forth in Section 1 hereof, and to that extent, and no other,
repeals Ordinance 642 of the City of Vernon.

Section 4:
If any provision of this Ordinance, or

the application thereof to any person or circumstance is held to
be unconstitutional, the remainder of this Ordinance and the
25
application of such provisions to other persons and circumstances
shall not be effected thereby.
Section 5:
Every person violating any of the pro-
visions of this Ordinance is guilty of a misdemeanor and punishable
by a fine of not more than five hundred dollars ($500.00) or by
imprisonment in the County Jail of the County of Los Angeles or in
the City Jail of the City of Vernon, as the committing magistrate

1 may direct, for not more than six (6) months, or by both such
2 fine and imprisonment in the discretion of the Court.

Section 6:
In addition to marking loading zones as
4 required by Section 13 (b) of Ordinance No. 642 of the City of
5 Vernon~ all yellow marked curbs shall be marked on the top of
6 said curb "NO LOADING OR UNLOADING BETWEEN HOURS OF 7 a.m. AND
7
9 a.m. OR BETWEEN HOURS OF 4 p.m. TO 6 'p.m.H
In the event there
8 is no curb erected along said loading zone, then in lieu of paint-
9 ing, said Police Department of the City of Vernon is hereby
10 authorized and required to place and maintain at all loading zones
11 signs giving notice of no loading or unloading between the hours
12 of 7:00 o'clock a.m. and 9:00 o'clock a.m. and between the hours
13 of 4:00 o'clock p.mo and 6:00 o'clock p.mo

Section 7:
There being no newspaper printed, pub-
15 lished and circulated in the City of Vernon, the City Clerk is
16 hereby directed to certify to the passage of this Ordinance and
17 shall post same, or cause same to be posted, in three of the
18 most public places in the Cit~ of Vernon, to wit: The northwest
19 corner of 38th Street and Santa Fe Avenue; the northeast corner
20

of Leonis Boulevard and Pacific Boulevard; and on the bulletin
22 4305 Santa Fe Avenue, all in the City of Vernon; that this Ordi-
board in the lobby of the City Hall of said City, located at
