Mr. Watrous, Vice President and Chiet Engineer oEProteotion
Engineering Oorpont:ton has stated to me that as they "ould be
operating over Pacitic Telephone and Telegraph Company 11nes, a
franohise tor the proposed. servioe would not be neoessary. However,
1t seems that in a.ll taimess to Ame1"ioan Di8tr10t Tele graph Compan,.,
the proposed servioe should be operated under a franChise with
.franchise payments oomparable to those .et forth in Ordinanoe No.
166. There may be a legal point in this oonneotion.
As the F1re Ohlef has no ob ject10n to the proposed service
and as no positions would be necessary on pole lines, it would be
m:1 reconaendation that the request of the Protection EngineerinR
Co~ors.t1on be granted, provided the servloe s operated under a
Franchise with tarms comparable to said Franolse Ordinance lio. 166.
If' there are no legal ob jeotlcms and you cone in the above reoom-
mendation, will you kindl,. p:repape the re d recommendation
