'" c( '" - 0 m> z 5 ~ ~ m~oUlU Ii> 28 .. ::::l a: ~ ' . z oJ:o"'o:,: c '" 1->~lI:g !:!ail-"IIl~.J 29 ~ Of( 0 U III oz>~!!;z~ o!:iju 0 :r IIlU : ~ ~ 30 a: III Z ~ c( o_~ U "'I- co Z 31 ::l J: 32 ORDINANCE NO. 679 AN ORDINANCE OF THE CITY OF VERNON ESTABLISIDNG REQUIRE- MENTS FOR THE ISSUANCE OF BUILDING PERMITS OR OCCUPANCY PERMITS AND FIXING A PENALTY FOR VIOLATION THEREOF, WHEREAS, the City Council of the City of Vernon finds it necessary to establish building and occupancy regulations to promote the public health, safety and general welfare of the City of Vernon; NOW1 THEREFORE, the City Council of the City of Vernon does Ordain as follows: SECTION 1: Before any building permit or occupancy per- mit may be issued for the construction or occupancy of any structure, within the City of Vernon. it must appear: (a) That all laws of the City of Vernon pertaining to zoning, subdivisionJ set-back lines. fire, and other laws, rules and regulations, applicable to the property for which the permit is sought, have been com- plied with, and that the granting of said permit will not result in a con- travention of any such law, rule or regulation of the City of Vernon; (b) That the lot, parcel or unit of land for which the permit is sought has a minimum frontage of not less than fifty feet (50') on a dedicated street with a width of not less than sixty feet (60 I). Said dedicated street shall be suitably improved to the satisfaction of the City Council or the City Engineer of the City of Vernon, when empowered by the City Council to act, in accordance with standards and specifications now or hereafter approved by said City Council, as adequate in respect to the public health, safety and general welfare for the special circumstances of the particular street or highway. Improvements in addition to any others shall include water. sewers and reasonable public access. (c) That the lot, parcel or unit of land for which the permit is sought has drainage in accordance with good engineering principles, has installed sewer service line and water service line adequate for the particular structure and intended use. CI .J II( ~~~ U '" I- "z 31 ::l J: 32 materially increase the danger of fire or flood, or the results of fire or flood, and will not be detrimental to health or sanitation. SECTION 2: The provisions of Section 1 hereinabove shall not apply to minor repairs or remodeling of an existing structure. SECTION 3: Where the enforcement of the provisions of Section 1 hereinabove would entail practical difficulty or unnecessary hardship, or where the circumstances of the case do not require the structure to be related to existing or proposed streets or highways, the applicant for such a permit may appeal from the decision of the adminis- trative officer having charge of the issuance of permits to the City Council, and the City Council in passing on such appeal may make any reasonable exception and issue the permit subject to such conditions as it feels neces- sary and proper, in view of the circumstances of the particular case, and the public health, safety and welfare of the City of Vernon. The decision of the City Council in all such matters shall be final. SECTION 4: Every violation of this ordinance is hereby declared to be a public nuisance. SECTION 5: Any person, firm or corporation violating any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in an amount not exceeding five hundred dollars ($500.00) or be imprisoned in the County Jail of the County of Los Angeles, or in the City Jail of the City of Vernon, as the committing magistrate may direct, for not more than one hundred eighty (180) days, or by both such fine and imprisonment in the discretion of the Court. Each day such violation is committed or permitted to continue, shall constitute a separate offense and shall be punishable as such hereunder. SECTION 6: There being no newspaper printed, published and circulated in the City of Vernon, the City Clerk is hereby directed to certify to the passage of this Ordinance and shall post same, or cause same to be posted, in three of the most public places in the City of Vernon, to wit: The northwest corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis Boulevard and Pacific Boulevard; and on the -2- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 < 26 z c ... a: NO 27 a: ., II.
