ORDINANCE NO. 684

AN ORDINANCE OF THE CITY OF VERNON ESTABLISHING RATES FOR
3 THE FURNISHING OF WATER THROUGH TEMPORARY CONNECTIONS.
4 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

SECTION 1:
The Water Department of the City of Verncn
6 shall make a minimum charge of twenty-five dollars ($25.00) for each
7 temporary installation for water service and $15.00 for each relocation
8 of said service.

SECTION 2:
The water furnished through said temporary
connections shall be charged at the rate of one and one-half (1-1/2) times
the water rate set forth in Ordinance No. 562 of the City of Vernon.

SECTION 3:
Before temporary water service is connected,

the applicant for such service shall deposit with the City Clerk the sum of
five hundred dollars ($500.00) in cash or a surety bond, approved by the
City, for the sum of five hundred dollars ($500.00) for each connection
made. Said deposit and/ or bond deposited with the City is to guarantee
the paYment of all water charged through said connections and the return to

the City Water Department in good condition. usual wear and tear excepted,
of all materials furnished by the City of Vernon in making said connection,

together with all labor costs in connection therewith.

SECTION 4:
Neither the applicant for the temporary installa-
tion. nor his agents or employees. shall in any manner r.emove or alter the
installations as made by the City of Vernon Water Department.

SECTION 5:
Each applicant for a temporary water permit
25 shall sign an application on a form approved and prepared by the City of

SECTION 6:
Any person. firm or corporation violating
any of the provisions of this Ordinance shall be deemed guilty of a mis-
demeanor and upon conviction thereof shall be fined in an amount not
4
exceeding five hundred dollars ($500.00) or be imprisoned in the County
Jail of the County of Los Angeles. .or in the City Jail of the City of Vernon.
as the committing magistrate may direct. for not more than one hundred

eighty (180) days. or by both such fine and imprisonment in the discretion
8 of the Court. Each day such violation is committed or permitted to con-
9 tinue. shall constitute a separate offense and shall be punishable as such
10 hereunder.

SECTION 7:
There being no newspaper printed. published
12 and circulated in the City of Vernon. the City Clerk is hereby directed to
13 certify to the passage of this Ordinance and shall post same. or cause
14 same to be posted. in three of the most public places in the City of Vernon.
15 to wit: The northwest corner of 38th Street and Santa Fe Avenue; the
16
northeast corner of Leonis Boulevard and Pacific Boulevard; and on the
17
bulletin board in the lobby of the City Hall of said City. located at 4305
18
Santa Fe Avenue. all in the City of Vernon. Los Angeles County. California;
19
that this ordinance shall be in full force and effect thirty (30) days from
and after the date of posting. . ...-d.

Gentlemen :;
It has long been the practice during the construction o~
buildings, street improvements, and the like, for the Water Depart-
ment to connect to a fire hydrant, for contractor's use, a 3-inch
HD Hersey water meter, together with a pressure regulator, and
incidental ~ittings. The contractor pays for the water consumed
at the prevailing rate.
For installation and removal of the temporary service, the
City makes a charge of $5.00. In case the consumer wants the service
moved to another part of his work, as is frequently done, the City
charges $2.00 for such relocation.
Attached hereto is an estimate prepared from a typical
recent temporary installation, showing the net cost for material
and labor, with a 10% overhead charge, to be $323.18. The material,
of course, is returned to storage and used again for the same
purpose. Over a period of time there is some deterioration in the
material.
The meter of one such recent installation on fire hydrant
on Soto St. for contractor on storm drain for Los Angeles County
Flood Control District disappeared, and apparently was stolen. The
value of the meter is $123.150 and connection for fire hose $2.00,
or a total value of stolen material amounting to $125.60. Under
present methods of handling, this represents a direct loss to the
Water Department.
On January 12, 1955, a meter disappeared from a similar
installation on 44th St., placed for Wm. P. Neil Co., Ltd., contrac-
tors.

Both of these losses were reported to the Vernon Police
Department and to the Hersey Mfg. Co., but the missing property
has not been recovered.
There were several similar losses prior to 1954, but
specific records are not readily available.
From attached estimate, the following cost of installation
and removal of a temporary service appears:

I take this opportunity of making the following three
recommendations for consideration by the City Council:
1. That arrangements be made for City of Vernon to be pro-
tected by insurance against loss by theft and also by loss from
damage caused by trucks or other such equipment running into the
installation.
2. Tbat effective as soon as possible a charge of $15.00,
instead of i5.00, be made by the City to cover cost of installing
and removing a temporary service connecting to a fire hydrant.
3. That a charge of $10.00, instead of $2.00, be made by the
City to cover cost of relocating such a temporary installation.
After it has been determined what charge should be made
against an individual installation for insurance, it can be decided
whether the charge of $15.00 as described above is sufficient, and
if not what the total charge for installation should be.
