ORDINANCE NO. 694
AN ORDINANCE OF THE CITY OF VERNON REGULATING THE
DISPOSING OF REFUSE IN SANITARY SEWERS OF THE CITY OF
VERNON# REPEALING ORDINANCE NO. 268 OF SAID CITY AND
ALL ORDINANCES IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
SECTION 1:
It shall be unlawful for any personl firm
8 or corporation to place. throw or deposit. or cause or permit to be
9 placed. thrown or deposited. in any sanitary sewer in the City of Vernon
10 any dead animal, offal. or garbage, or to place, throw. deposit or dis-
11 charge. or cause or permit to be placed. thrown, deposited or discharged
12 in any such sanitary sewer any fish. fruit or vegetable waste or other
13 solid matter or material. or obstruction of any kind whatever. of such
14 nature or in such quantities as shall clog. obstruct or fill such sanitary
15 sewer or which shall interfere with or prevent the effective use or
16 operation thereof.

SECTION 2:
It shall be unlawful for any person, firm
or corporation to cause or permit to be deposited or discharged into any
sanitary sewer any water or sewage or liquid matter of any kind con-
taining chemicals. grease, oil, tar. or other matters or solutions which
shall. by reason of precipitation thereof, clog. obstruct or fill the same,
or which shall, by reason thereof. interfere with or prevent the effective
use thereof. or which shall necessitate or require frequent repairing.
cleaning out or flushing of such sewer to render the same operative.
SECTION 3:
(a) Garbage resulting from the preparation of any food or
drink properly ground to such fineness, by such methods and in such
amounts as will not obstruct or interfere with the effective operation or
maintenance of any sewer may be discharged into a sewer. provided
that such fineness. methods and amounts are approved by the City
Engineering Department.

1 I demonstration of garbage grinding units by the manufacturer of such
2 units at the manufacturer's own place of business. properly ground to
3 such fineness by such methods and in such amounts as will not obstruct
4 or interfere with the effective operation or maintenance of any sewer.
5 may be discharged into a sewer. provided that such fineness. methods
6 and amounts are approved by the City Engineering Department.

(c) Food plant waste and market refuse shall not under any
8 circumstances be discharged into any sewer.

(d) "Garbage" as used in this section shall mean all animal
10 and vegetable refuse from kitchens and household waste that shall have
11 been prepared for or shall have resulted from the preparation of food or
12 drink to be consumed on the premises.

(e) "Food plant waste" shall mean all animal and vegetable
14 refuse from commercial establishments resulting from the manufacture
15 of food or drink to be consumed elsewhere than on the premises.

(f) "Market refuse" shall mean and include decayed and
17 unsound meat. fishl fruit and vegetables. from meat. fish. fruit or
18 vegetable markets and animal and vegetable refuse from such markets.

SECTION IV:
The installation and operation of garbage
20 grinders shall comply with all standards and requirements placed upon
21 the disposal of ground garbage by any system through which the City of
22 Vernon disposes of garbage when said City is obligated to so comply.

SECTION V:
The City Engineer is hereby empowered to
24 enact such administrative regulations as are necessary to insure that
25 no obstruction or interference with the effective operation or maintenance

of any sewer will result due to the discharge of ground or pulverized
garbage into the sewerage system of the City of Vernon.
SECTION VI: That Ordinance No. 268 of the City of
Vernon is hereby repealed. All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
SECTION VII:
Any person. firm or corporation violating
32 any of the provisions of this ordinance shall be deemed guilty of a mis-

demeanor and. upon conviction thereof. shall be punishable by a fine
of not to exceed Five Hundred Dollars ($500.00) or be committed to the
City Jail of the City of Vernon. or the County Jail. as the committing
magistrate directs. for a period of not exceeding six (6) months. or by
both such fine and imprisonment. Each day such violation is committed
or permitted to continue. shall constitute a separate offense and shall be
punishable as such hereunder.
SECTION VIII:
There being no newspaper of general cir-
culation printed, published and circulated in the City of Vernon. the City
Clerk is hereby directed to certify to the passage of this Ordinance, and
shall post same. or cause same to be posted. in three of the most public
places in said City. to wit: The northwest corner of 38th Street and
Santa Fe Avenue; the northeast corner of Leonis Boulevard and Pacific
Boulevard; and on the bulletin board in the lobby of the City Hall of said
City. located at 4305 Santa Fe Avenue. all in the City of Vernon. Los
Angeles County. California.
This Ordinance shall be in full force and effect thirty (30) days
from and after the date of posting.

The Vernon City Council has recently enacted Ordinance 694
which has the effect of allowing the use of garbage grinder
units in eating establishments, residences and certain
industries. As you may know, in the past, the use of garbage
disposal units has not been permitted.
Enclosed, you will find a copy of the ordinance as well as
a set of administrative regulations covering the installation
and use of garbage grinders. Please note that it is necessary
to obtain permits before any such device may be installed. If
you wish to place a garbage disposal unit in an eating
establishment, please contact the Health Department for recom-
mended installation practices that will help you gain maximum
benefits from your unit.
If you have any questions concerning this letter, please

ADMINISTRATIVE REGULATIONS
Pertaining to the Use of
Garbage Grinder Units
A. Garbage Grinder Units
(1) Garbage discharged from any garbage grinder unit must conform to
the following requirements for fineness of grinding:
At least 40% by weight shall pass a No.8 sieve; at least
65% by weight shall pass a No.3 sieve; at least 100% by
weight shall pass a ~-inch screen. (Sieves shall be
United States Standard, and weights shall be based upon a
wet drain condition.)
(2) Garbage grinder units must be tested and certified as to
compliance with the above standards by a recognized competent
testing laboratory acceptable to the City Engineering
Department. This department will accept the list of approved
garbage grinders published by the City of Los Angeles Board
of Public Works.
B. Permits
Before installation of any garbage grinder units, the following permits
must be obtained:
(1) A pluInbing permit from the City Building Inspector must be
secured for any garbage grinder installation.
(2) A sewer connection or additional facility permit from the City
Engineering Department must also be secured for any commercial
garbage grinder installation.
C. Installation and Operation
The following conditions are required for all garbage grinder
installations:
(1) The original manufacturer's name and model number must be
available for inspection at aLl times, regardless of what trade
name, label or decal is attached.
(2) An interlocking water switch must be installed on all
commercial installations in a manner suitable to the City
Building Inspector.
(3) No potable water piping may be connected directly to the garbage
grinder unit under any circumstances. For commercial instal-
lations requiring an interlocking water switclt, the water supply
inlet should be at least one inch above the flood-level rim of

the installation. Where this is not practical, as in restaurant
pre-rinse/garbage grinder combinations, water inlets may be
installed below the flood-level rim, provided that such inlets
are protected by an approved vacuum breaker with the critical
level not less than six inches above the flood-level rim of
the installation.
(4) Garbage grinder installations will not be permitted when, in
the opinion of the City Engineer, such installations will
introduce interference or obstructions into the City sewer. In
no case will garbage grinders be permitted to discharge into
sewers which, in the opinion of the City Engineer, are currently
operating at peak capacities.
(5) The amount of garbage discharged from grinder units being tested
or demonstrated by the manufacturer of such units shall not
exceed 200 pounds per day total for the entire establishment.
When specifically approved by the Engineering Department, amounts
in excess of the above figure may be discharged for the purpose
of conducting special or unusual tests. Approval for such
special tests will be subject to flow conditicas or available
capacities of the particular sewer in question at the proposed
time of the test.

The diag~am above depicts a typical garbage grinder installation,
combined with a pre-rinse spray, placed in the soil~d dish table for
an efficent dishwashing operation. Minor variationS in this design
may be permitted when n~cessitated by individual problems. Please
note the following points:
1. An interlocking wate~ switch must be provided. This device
automatically provides water for flushing whenever the garbage
grinder is turned on.
2. A vacuum breaker must be installed on the water flushing line
at least six inches above the over-flow rim of the unit. This
prevents any possible back-flow of contaminated water into the
water system of the establishment.
3. The pre-rinse spray is recommended as an easy, efficient means
of scrapping utensils and for aiding in soil removal during the
subsequent washing operation.
4. The soiled dish table must be sloped to drain into the garbage
grinder unit, or must be provided with a trough-type table
drain, in order to prevent excessive drainage of soiled water
into the dishwashing machine or sink.
5. PERMITS MUST BE OBTAINED from the City Engineering Department
and from the City Building Inspector for all garbage grinder
installations in eating establishments. Please contact the
Health Department prior to installing any garbage grinder unit.
