AN ORDINANCE OF THE CITY OF VERNON REGULATING THE PRESENT-
3 ING., AUDITING AND PAYMENT OF DEMANDS AGAINST SAID CITY, AND
REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES, AND ALL
4 RESOLUTIONS IN CONFLICT HEREWITH.

THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

7 SECTION 1: That all claims or demands against the City of
8 Vernon, California, shall be .made in :writing and shall set forth. in reasonable
9 detail for what such claim or demand is presented, and incase of materials
10 and supplies shall be accompanied by a written statement or voucher signed
11 by,the pe.rs.on .ordering the materials or supplies for which the claim or
12 demand is made, or state thereon the requisition or purchase .order number,
13 if any, pursuant to which such. claim or demand is made.
14 SECTION 2: That all claims :or demands against said City
15 shall be filed, with the City Clerk. Claims or demands shall be filed with
16 or presented to the City Clerk at least forty-eight hours prior to the
17 regular or adjourned regular meeting of the City Council at which the same
18 are to be presented, and the City Clerk, in his discretion, may withhold
19 the presenting of any claim or demand which is not filed prior to such forty-
20 eight hour period until the second .regular or adjourned regular meeting of
21 the Council held after such filing.
22 SECTION 3:
23 (A) The City Clerk, or his authorized deputy, after receipt of
24 such claims or demands, and before -presenting the same to the City Council,
25 shall-audit the same, giving particular attention to:
a 26 (1) A comparison of the items reflected in such claim or

; 0 27 demand.as compared with the .corresponding items set forth in the requisition,

(3) The accuracy of the mathematical computations and
2 extensions.

(B)
Said City Clerk. or his authorized deputy, shall thereupon
4 prepare a warrant or warrants covering the claims or derra:jds which he
5 finds to be in order after his examination thereof. as above set forth, and
6 shall cause such warrants to be numbered and listed on warrant registers
7 prior to presenting the same to the City Council for its audit and approval;

(C)
There shall be included in or attached to each such warrant
9 register the affidavit of the City Clerk, or his authorized deputy, certifying
10 as to the accuracy of the demands and the availability of funds for payment
11 thereof;

(D)
Provision shall be made at the bottom of each warrant
13 register sheet for indication of audit by the City Council and the approval
14 or disapproval by it of any or all warrants listed on such warrant register
15 sheet;

(E)
Upon the presentation of said warrant or warrants. properly
17 executed and endorsed, the City Treasurer shall pay the same out of the
18 funds in the City Treasury properly applicable to that purpose.

SECTION 4:
That all ordinances or parts of ordinances,
20 and all resolutions or parts of resolutions in conflict herewith are hereby
21 repealed.

SECTION 5:
The City Clerk of the City of Vernon shall
23 certify to the passage of this Ordinance. and shall cause the same to be
24 posted in three of the most public places in the City of Vernon. to wit: at
25 the northwest corner of 38th Street and Santa Fe Avenue; at the northeast

board in the lobby of the City Hall of said City. located at 4305 Santa Fe
Avenue, all in the City of Vernon, Los Angeles County. California;
that
this Ordinance shall be in full force and effect on and after July 1.
