Except as otherwise provided herein.. purchases and contracts for supplies, services, equip- ment and the sale of personal property of estimated value greater than $2,500.00 shall be by written contract with the lowest or highest responsible bidder, as the case may be, pursuant to the procedure prescribed herein. " SECT ION 2: Section 10 of Ordinance No. 722 is hereby l7 amended to read as follows: "SECTION 10: OPEN MARKET PROCEDURE. Purchases of supplies. equipment. contractual ser- vices. and sales of personal property of an estimated value in the amount of $2,500.00 or less may be made by the Purchasing Agent in the open market without observing the procedure prescribed in Section 9. II SECT ION 3: That all sub-sections of Sections 9 and 10. and all other provisions of Ordinance No. 722 shall remain in full force and effect. SECT ION 4: There being no newspaper printed, published and circulated in the City of Vernon, the City Clerk is hereby directed to certify to the passage of this Ordinance and shall post same. or cause same to be posted, in three of the most public places in the City of Vernon, to wit: -1- 9 10 l 1 The northwest corner of 38th Street and Santa Fe Avenue; the northeast 2 corner of Leonis Boulevard and Pacific Boulevard; and on the bulletin 3 board in the lobby of the City Hall of said City. located at 4305 Santa Fe 4 Avenue. all in the City of Vernon, Los Angeles County, California; that 5 this ordinance shall be in full force and effect thirty (30) days from and 6 after the date of posting. 7 S 1959. Section 9 of Ordinance No. 722 reads as follows: "Formal Contract Procedure. Except as otherwise provided herein, purchases and contracts for supplies, services, equipment and the sale of personal property of estimated value greater than $2,000.00 shall be by written contract with the lowest or highest responsible bidder, as the case may be, pursuant to the procedure described herein.1! Section 10 of Ordinance No. 722 reads as follows: llOpen Market Procedure. Purchases of supplies, equipment, contractual services, and sales of personal property of an estimated value in the amount of $2,000.00 or less may be made by the Purchasing Agent in the open market without observing the procedure prescribed in Section 9." It is recommended that Sections 9 and lO of Ordinance No. 722 and Rule III, subparagraph 3 of Resolution No. 2224, as amended by Resolution No. 2292, be amended to increase the amount from $2,000.00, as it now reads, to $2,500.00.
