ORDINANCE NO. 734
AN ORDINANCE OF THE CITY OF VERNON REPEALING ORDINANCE
3 NO. 236 OF SAID CITY.

THE CITY COUNCIL OF THE CITY OF VERNON ORDAINS AS FOLLOWS:
SECT ION 1:
That Ordinance No. 236 be, and the same
8 is hereby repealed.

SECT ION 2:
There being no newspaper printed, pub-
10 lished, and circulated in the City of Vernon, the City Clerk is hereby
11 directed to certify to the passage of this Ordinance and shall post same,
12 or cause same to be posted, in three of the most public places in the City
13 of Vernon, to wit: the northwest corner of 38th Street and Santa Fe Avenue;
14 the northeast corner of Leonis Boulevard and Pacific Boulevard; and on
15 the bulletin board in the lobby of the City Hall of said City, located at
16 4305 Santa Fe Avenue, all in the City of Vernon, Los Angeles County,
17 California; that this ordinance shall be in full force and effect thirty (30)
18 days from and after the date of posting thereof.

Honorable Members:
Your request relative to rubbish collection in the City of
Vernon has been relayed to me by the City Clerk, Mr. Ziemer. It
is my understanding that your concern over this matter is prompted by
City Ordinance No. 236, which requires, among other things, that all
persons wishing to convey rubbish or market refuse over the public
streets, first obtain a permit from the City Council.
The Health Department first investigated the entire rubbish
disposal situation in 1955 when a city-wide survey of rubbish
collection practices was conducted. A report of that survey was
presented to the Council in May, 1955. We continued our efforts
along these lines with continuous programs directed toward the sani-
tation aspects of rubbish disposal, such as rodent and fly control.
Surveys of these problems were conducted and reports presented to
the council in July, 1956 and May, 1957. In 1958, the Health
Department, working with an advisory committee composed of Vernon
industry representatives, drafted standards for rodent control and
waste disposal practices which were then incorporated into an
Ordinance, No. 723, which was adopted by the City Council on November
18, 1958.
I feel that Ordinance 723 contains all the requirements relating
to rubbish disposal necessary to maintain adequate sanitary conditions.
I also believe that the sections of Ordinance 236 requiring a permit
for the hauling of rubbish are not required in the interests of

sanitation. Further, the requirements of Ordinance 236 relating
to sanitary construction of rubbish-hauling vehicles and to the
falling or blowing of rubbish from such vehicles are adequately
covered in sections of the State Motor Vehicle Code, which, I am
informed, is used by the Police Department in their enforcement
activities.
I would recommend that Ordinance 236, then, be repealed.
However, should the Council wish to retain any or all of the
provisions of Ordinance 236, I will be glad to re-draft it in order
to bring it up to date.
