3 AN ORDINANCE OF THE CITY OF VERNON AMENDING ORDINANCE NO.
710 OF SAID CITY.

5 THE CITY COUNCIL OF THE CITY OF VERNON ORDAINS AS FOLLOWS:

SE CTION 1:
Ordinance No. 710 is hereby amended by
7 adding to Section 3 the following paragraph:
8 "Any person as defined in Section 1 sub-section (f) may be
9 investigated by the Police Department of the City of Vernon to indicate his
10 good moral character and the fact that his intended activities will not be
11 harmful to the health. safety and welfare of prospective customers. The
12 good moral character of the applicant may be ascertained through any
13 or all of the following means:

(a)
(b)
(c)
Name and description of applicant;
Address (Legal and local);
A brief description of the nature of the business
and the goods to be sold and in the case of products of farm or orchard,J
whether produced or grown by the applicant;
(d)
If employed. the name and address of the employer,J
together with credentials establishing the exact relationship;
(e)
The length of time for which the right to do
business is desired;
(f)
If a vehicle is to be used, a description of the same,
together with license number or other means of identification;
(g)
A photograph of the applicant, taken within 60 days
immediately prior to the date of the filing of the application, which picture
shall be 211 by 2" showing the head and shoulders of the applicant in a clear
and distinguishing manner;
(h) The fingerprints of the applicant and the names of
at least two reliable property owners of the County of Los Angeles, State
of California, who will certify as to the applicant's good character and
business responsibility, or, in lieu of the names of references, any other

1 available evidence as to the good character and business responsibility of
2 the applicant as will enable an investigator to properly evaluate such
3 character and business responsibility.

A statement as to whether or not the applicant has
been convicted of any crimel misdemeanorl or violation of any municipal
ordinancel other . than traffic violations I the nature of the offense and the
punishment or penalty assessed therefor.
SECTION 2:
In all other respects said Ordinance No. 710 shall
9 remain in full force and effect.
SECTION 3:
There being no newspaper printedl published and
circulated in the City of Vernonl the City Clerk is hereby directed to certify
to the passage of this Ordinance and shall post samel or cause same to be
postedl in three of the most public places in the City of Vernon, to wit:
the northwest corner of 38th Street and Santa Fe Avenue; the northeast
corner of Leonis Boulevard and Pacific Boulevard; and on the bulletin
board in the lobby of the City Hall of said CitYI located at 4305 Santa Fe
A~nuel all in the City of Vernonl Los Angeles CountYI California; that this
ordinance shall be in full force and effect thirty (30) days from and after
the date of posting thereof.
