Ordinance No. 744 I II 1 2 3 4 I 5 61 ORDINANCE NO. 744 AN ORDINANCE OF THE CITY OF VERNON AMENDING ORDINANCES NOS. 740 and 741 OF THE CITY OF VERNON, FIXING THE RATES TO BE CHARGED :F'OR ELECTRICAL ENERGY DISTRIBUTED AND SUPPLIED BY THE SAID CITY OF VERNON WITHIN ITS BOUNDARIES. 7 8 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN 9 AS FOLLOWS: 10 SECTION I 11 The said City Council hereby finds that the immediate 12 preservation of the public health and safety requires this 13 ordinance to be passed as an urgency measure and as such shall 14 take effect immediately upon the passage thereof by the City 15 I Council. The following is a declaration of the facts con- 16 stituting the urgency. 17 The City of Vernon is the owner of a retail electrical 18 distribution system within its boundaries, which system has been 19 and now is operated by Southern California Edison Company pursuant 20 to a written agreement. 21 The City of Vernon has been informed that Southern 22 California Edison Company intends to make certain changes in its 23 retail rate structure as shown in its Schedule No. A-8 entitled 24 "GlmERAL SERVICE - LARGE", which changes will result in the 25 charging of rates to certain retail customers of Edison outside 26 the boundaries of the City of Vernon, which are different from 27 rates charged to like or similar customers by the City of Vernon 28 within its boundaries; that the making of said changes in the 29 rates applicable to the customers of Edison affected thereby, 30 will result in incompatibility with rates being presently charged 31 by the City of Vernon, which incompatibility will result in 32 either losses of net revenue to the City of Vernon from the 1 i ;I 1 2 3 4/ 51; 6 7 8 9': I ! 10 i 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 I II II 1\ I opera.tion of its electric system, or deprive consumers within said city of the benefits of such rates. Said electrical distribution system and its orderly operation are vital to the health and safety of the City of Vernon, its inhabitants and the places of business therein. It is there- fore urgent and necessary that the rates to be charged and collected, and the terms, provisions, conditions, rules and regulations respecting the distribution of electrical energy be amended effective Janua.ry 5, 1963, as more particularly set forth hereafter. SECTION II The rates to be charged and collected, and the terms, provisions, conditions, rules and regulations respecting the distribution of electrical energy supplied by the City of Vernon for meter readings made on and after January 5, 1963, are hereby fixed as, and shall be those rates, terms, provisions, conditions, rules and regulations set forth in a certain document entitled "Tariff Schedules Applicable to Electric Service of Southern California Edison Companytt filed with the City Clerk of the City of Vernon on December 27, 1961, as amended and supplemented by new schedule designated "Schedule No. A-8 GENERAL SERVICE - LARGE", which latter schedule is hereby ordered filed in the office of the City Clerk of the City of Vernon, and said City Clerk shall keep and maintain three (3) copies of said last-mentioned schedule on file in his office and make the same available on request for examination in said office. SECTION III Except as expressly amended herein, Ordinances Nos. 740 and 741 of the City of Vernon shall remain in full force and effect. SECTION IV There being no newspaper printed, published, and 2 3/ 4 5 6 7 8 91 10 I 11 12 13 14 15 16 17 18 19 1 2 circulated in the City of Vernon, the City Clerk is hereby directed to certify to the passage of this Ordinance and shall post the same, or cause same to be posted, in three of the most public places in the City of Vernon, to wit: the northwest corner of 38th Street and Santa Fe Avenue; the northeast corner of Leonis Boule- vard and Pacific Boulevard; and on the bulletin board in the lobby of the City Hall of said City, located at 4305 Santa Fe Avenue, all in the City of Vernon, Los Angeles County, California; that this Ordinance shall be in full force and effect from and after the date of post~ng.
