1 ORDINANCE NO. 787
2 AN ORDINANCE OF THE CITY OF VERNON, REPEALING ORDINANCE NO. 750
OF THE CITY OF VERNON, ESTABLISHING RATES FOR THE SALE OF WATER
'.3 IN SAID CITY AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH.
4 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

SECTION 1: That the rates to be charged by the Water
6 Department of the City of Vernon, for the sale of water from its
7 municipal water plant for domestic, commercial, industrial, fire
protection purposes, and standby service to be due and payable
to the City monthly, are hereby fixed as follows:
First 20,000 cubic feet per month 229 per 100 cubic feet
for the next 180,000 cubic feet per month 179 per lOO cubic fe t
for allover 200,000 cubic feet per month 139 per 100 cubic fe t
SECTION 2: That the monthly consumption allowance and
the minimum charge to be charged to consumers of water from the
municipal plant shall be as follows:
Any person, firm or corporation receiving water from a
3/4 inch meter 600 cubic feet per month $ 3.20 per month
1 inch meter 800 cubic feet per month 3.60 per month
1 1/2 inch meter 1,300 cubic feet per month 4.60 per month
2 inch meter 1 , 500 cubic feet per month 5.00 per month
3 inch meter 2,000 cubic feet per month 6.00 per month
4 inch meter 4,000 cubic feet per month 10.00 per month
6 inch meter 8,000 cubic feet per month l8.00 per month
8 inch meter 10,000 cubic feet per month 22.00 per month
10 inch meter 10,000 cubic feet per month 22.00 per month
21 The charge for water in excess of the monthly consumption
22 allowance shall be at the rates shown in Section 1.

SECTION 3: That the monthly consumption allowance and

shall be considered the minimum rate for connections to the water
system of the City of Vernon for fire protection purposes, shall

SECTION 5: The Water Department of the City of Vernon
shall make a minimum charge of twenty-five dollars ($25.00) for
each temporary installation for water service, and fifteen dollars
($15.00) for each relocation of said service.
The water furnished through said temporary connections
shall be charged at the rate of one and one-half(1-1/2) times the
water rate set forth in Section 1.
Before temporary water service is connected, the appli-
cant for such service shall deposit with the City Clerk in cash or
a surety bond, approved by the City, the sum of two hundred, fifty
dollars ($250.00) for each connection made. Said deposit and/or
bond deposited with the City is to guarantee the payment of all
water charged through said connections and the return to the City
Water Department in good condition, usual wear and tear excepted,
of all materials furnished by the City of Vernon in making said
connection, together with all labor costs in connection therewith.
SECTION 6: That the rate to be charged by the City of
Vernon for the sale of water from its municipal plant to any
person, firm or corporation conducting a retail water business
shall be, and the same is hereby fixed at l3~ per lOO cubic feet.
(For the definition of "retail water business" see Section 1 of
Rules and Regulations.)

SECTION 7: The applicable rates contained in this
2 Ordinance shall be effective for the first regular water meter
~ reading for monthly billing purposes, in the month of September,
4 1967.

SECTION 8: That the charge for water and water service
6 for all classes of service not named in this Ordinance shall be
7 based upon charges contained herein as determined by the City
8 Council.

SECTION 9: That all ordinances and parts of ordinances
10 in conflict with this Ordinance be and the same hereby are
11 repealed. That Ordinance No. 750 is specifically repealed.
121 SECTION 10: If any Section, Subsection, sentence,
13 clause, phrase or word of this Ordinance is for any reason held to
14 i be void or unconstitutional, such decision shall not affect the

15 validity of the remaining portions of this Ordinance, it being the
16 intention of the City Council of the City of Vernon to adopt and
17 pass this Ordinance, and each Section, Subsection, sentence,
18 \ clause, or phrase thereof irrespective of the fact that one or
19 more of the Sections, Subsections, clauses, sentences or phrases
20 thereof may be declared void or unconstitutional.

SECTION 11: That, there being no newspaper of general
circulation printed, published and circulated in the City of
Vernon, the City Clerk is hereby directed to certify to the passage

of this Ordinance and shall post the same, or cause the same to be
25

posted, in three of the most public places in said City, to wit:
The northwest corner of 38th Street and Santa Fe Avenue, the
northeast corner of Leonis Boulevard and Pacific Boulevard, and

on the bulletin board in the lobby of the City Hall of said City,
located at 4305 Santa Fe Avenue, all in the City of Vernon, Los
Angeles County, California. That this Ordinance shall be in full

force and effect thirty (30) days from and after the final adoption

of this Ordinance.

A rate increase is essential if the Water Department 1/3 to
continue to operate as a financially independent agency and follQw our
existing policy of "pay as you go".
The October 1962 reduction in ground-water pumping l!1as
forced the importation of increasing amounts of our water supply.
Costs of this water annually for the past five years are as follows:

The cost of imported water for this fiscal year is $41.,00 per
acre foot.. On July 1, 1967 this cost will increase to $44.. 00 and by
July 1, 1969 it will be $50.00 per acre foot. It is anticipated that in-
creased costs will continue, but prices have not been fixed beyond the
1969 period..
Funds are available for the proposed 1967-68 budget, includ-
ing the reservoir and pumping plant expansion, and the propos~d
cleaning and cement lining of 20,000 linear feet of water m~.

It is proposed that the cleaning and cement lining of water
mains will be continued until the entire system has been improved.
This will be accomplished in a six-year program at a cost of approxim-
ately $100,000 per year.
It is recommended that: (1) the price of water be increased
to 22~, 17~ and 13~ per hundred cubic feet and that the rate-blocks
remain at 20,000, 180,000 and over 200,000 cubic feet; (2) the min-
imum monthly charges for regular customers remain the same; (3)
the minimum monthly charge for stand-by service shall be the cost
of the monthly consumption allowance; (4) the deposit for a temporary
service shall be reduced to two-hundred fifty dollars ($250.00); (5)
the rate for water sold to any person, firm, or corporation conducting
a retail water business shall be 13~ per 100 cubic feet; (6) the applicable
rates, as recommended, shall be effective for the first regular water
meter reading for monthly billing purposes, in the month of September,
1967.
