2 AN ORDINANCE OF THE CITY OF VERNON, REGULATING AND RESTRICTING
THE PARKING OF VEHICLES ON CITY OWNED PARKING AREAS AND FACILITIES
:3 AND REPEALING ALL ORDINANCES AND RESOLUTIONS OR PARTS THEREOF IN
CONFLICT HEREWITH.

THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
SECTION 1: That this Ordinance is adopted pursuant

to the provisions of Section 22519 of the Vehicle Code of the
State of California.
SECTION 2: That the provisions of this Ordinance shall
10 apply to prohibit public parking in the areas designated in this
12
11 Ordinance and in the manner so designated herein.
SECTION 3: No person, firm, or corporation, except as
13 provided for below, shall park a vehicle on City owned parking
14 areas and facilities within the City of Vernon and described as
15 follows:
16 (a) City Hall grounds and parking areas at 4305 Santa
Fe Avenue;

(b) The parking facilities on grounds bounded by 50th
Street, Downey Road, Fruitland Avenue, and the
West Roadway;
(c) The City owned parking area at 2265 East 38th Street;
(d) The parking areas of City owned housing and pump
house at 3550 East Vernon Avenue;
(e) Parking areas at Fire Station No. 3, at 2800 South
Soto Street;
(f) parking areas at Fire Station No. 4, at 4530
Bandini Boulevard.
SECTION 4: The following persons, firms, or corporation
are excepted from the provisions of this Ordinance:
(a) Officers and employees of the City of Vernon;
(b) Vendors while engaging in business for the benefit
of employees or officers of the City of Vernon;
(c) Persons having specific business with the City
of Vernon while engaged in such business;
(d) Residents of City housing and their guests.

1 SECTION 5: Members of the Police Department are hereby
2 authorized to remove a vehicle from the above described public
:3 property, which is in violation of this Ordinance, to the nearest
4 garage or other place of safety, or to a garage designated or
5 maintained by the Police Department. The Police Officer removing
6 and/or storing said vehicle shall comply with the procedure set
7 forth in Division 11, Chapter 10, Article 3, of the California
8 Vehicle Code.
9 SECTION 6: All resolutions, rules, and regulations of
10 the City of Vernon in conflict with this Ordinance or any portion
11 thereof which may be in conflict with this Ordinance are hereby
12 repealed.
13 SECTION 7: If any subsections, sentence, clause,
14 phrase, or portion of this Ordinance, is for any reason held to
15 be invalid or unconstitutional, by the decision of any courtm
16 competent jurisdiction, such decision shall not affect the validit
17 of the remaining portion or portions of this Ordinance.
18 SECTION 8: Every violation of this Ordinance is hereby
19 declared to be a public nuisance.
20 SECTION 9: Any person, firm or corporation violating
21 any of the provisions of this Ordinance shall be deemed guilty of
22 a misdemeanor, and upon conviction thereof shall be fined in an
23 amount not exceeding five hundred dollars ($500.00), or be
24 imprisoned in the county jail of the County of Los Angeles, or the
25 city jail of the City of Vernon, as the committing magistrate may
26 direct, for not more than six (6) months, or by both such fine
27 and imprisonment, in the discretion of the court. Each day such
28 violation is committed, or permitted to continue, shall constitute
29 a separate offense and shall be punishable as such hereunder.
30 SECTION 10: There being no newspaper printed, published
31 and circulated in the City of Vernon, the City Clerk is hereby
32 directed to certify to the passage of this Ordinance and shall

1 post the same, or cause the same to be posted, in three of the
2 most public places in the City of Vernon, to wit: The Northwest
:3 corner of 38th street and Santa Fe Avenue; the Northeast corner of
4 Leonis Boulevard and Pacific Boulevard; and on the bulletin board
5 in the lobby of the City Hall of said City, located at 4305 Santa
6 Fe Avenue, all in the City of Vernon, County of Los Angeles,
7 California. That this Ordinance shall be in full force and effect
8 thirty (30) days from and after the final passage of the same.

Herewith is a proposed ordinance to exclude unauthorized
parking by the general public in various city owned park-
ing facilities at the City Hall, Boy Scout Hut, Fire
Stations and City Housing. The ordinance is not effective
unless signs are posted. It is comtemplated that signs
will be erected in the various fac'fIities when the need '..~
for such arises.

It is recommended that Ordinance No. 800 be adopted.
