Ordinance No. 811 .1 2 3 4 5 ORDINANCE NO. 8ll AN ORDINANCE OF THE CITY COUNCIL OF' THE CITY OF VERNON, PROHIBIT- ING THE BLOCKING OF' SID1:<:WALKS OR THE BLOCKING OF ENTRANCES, EXITS, OR APPROACHES UPON ANY PUBLIC PLACE WITHIN THE CITY OF VERNON. THE CITY COUNCIL OF THE CITY OF' VERNON DOES ORDAIN AS FOLLOWS: SECTION 1: No person shall stand or sit in or upon 6 any street, sidewalk, or crosswalk in any manner so as to hinder, 7 or obstruct the free passage of pedestrians thereon, or to annoy 8 or molest such pedestrians, within the City of Vernon. 9 SECTION 2: No person shall block, impede or obstruct 10 any public place or any entrance, exit or approach to any place 11 of business in or upon any public place in a manner calculated 12 or with the intent to prevent, delay, hinder or interfere with 13 the free passage thexealong or therewith of any person who is 14 entering, occupying, or leaving any place of business, or who is 15 performing any services or labor, or who is seeking or obtaining 16 employment, or who is purchasing, selling, using, delivering, 17 transporting or receiving any goods, wares, merchandise, services, 18 entertainment, accommodations or articles, or who is attempting 19 or seeking to do any of the foregoing, or to prevent, delay, 20 hinder or interfere with the free passage therealong or there- 21 through of any vehicle or conveyance operated by or in the custody 22 of any such other person or in which any such other person is 23 riding or attempting to ride, within the City of Vernon. 24 SECTION 3: Should any section, subsection, clause, or 25 provision of this Ordinance for any reason be held to be invalid 26 or unconstitutional, such invalidity or unconstitutionality shall 27 not affect the validity or constitutionality of the remaining 28 portions of this Ordinance; it being expressly declared that this 29 Ordinance and each section, subsection, sentence, clause, and 30 phrase hereof would have been prepared, proposed, approved, and 31 adopted irrespective of the fact that anyone or more sections, 32 subsections, sentences, clauses or phrases be declared invalid or l. .1 unconsti tutional. 2 SECTION 4- Each violation of this Ordinance is hereby 3 declared to be a public nuisance. 4 SECTION 5: All Ordinances or portions thereof in con- 5 flict herewith are hereby repealed. 6 SECTION 6: Any person, firm, or corporation violating 7 any of the provisions of this Ordinance shall be deemed guilty of 8 a misdemeanor, and upon conviction thereof shall be fined in an 9 amount not exceeding Five Hundred ($500.00) Dollars, or be 10 imprisoned in the County Jail of the County of Los Angeles, or 11 the City Jail of the City of Vernon, as the committing magistrate 12 may direct, for not more than six (6) months, or by both such 13 fine and imprisonment. Each day during any portion of which any 14 violation of any of the provisions of this Ordinance is committed, 15 continued, or permitted makes such violation a separate offense. 16 SECTION 7: There being no newspaper of general circu- 17 lation printed, published and circulated in the City of Vernon, 18 the City Clerk is hereby directed~to certify to the passage of 19 this Ordinance and shall post the same, or cause the same to be 20 posted, in three of the most public places in said City, to wit: 21 The northwest corner of 38th street and Santa Fe Avenue, the 22 northeast corner of Leonis Boulevard and Pacific Boulevard, and 23 on the bulletin board in the lobby of the City Hall of said City, 24 located at 4305 Santa Fe Avenue, all in the City of Vernon, 25 Los Angeles County, California. 26 27 28 29 30 31 32 ADOPTED this 19th day of May , 1970.
