2 AN ORDINANCE OF' THE CITY OF VERNON AMENDING ORDINANCE NO. 793.
3 THE CITY COUNC IL OF TIrE CITY OF VERNON DOES ORDA IN AS FOLLOWS:
4 Ordinance 793 is hereby amended as follows:
5 SECTION I: Section l.l5 of said Ordinance is hereby
6 repealed and in lieu thereof is inserted the following:
7 "Section 1.15. VrJ~LLS DJ:~I'p.ylm. 'i'iater well' or 'well'
8 means any drilled, excavated, jetted, or otherwise con-
9 structed well which is used or intended to be used as a sourc
10 of water for any purpose or any well, pit, hole, or arti-
11 ficial excavation in excess of fifty feet constructed by any
12 method for the purpose of cathodic protection, electrical
13 grounding, wa ter table 0 bserva tion, or for any other purpose ."
14 SECTION 2: Section 2.01 of said Ordinance is hereby
15 repealed and in lieu thereof is inserted the following:
16 ttSection 2.01. \'iI:~LLS - DRILLING, l1EPAIHING, AND
17 DESTROYING. No person shall (I) drill, dig, bore, deepen
18 or excavate any well; (2) perform any work, modification or
19 repair on an existing well whereby the well casing may be
20 entered; or (3) destroy an existing well without first
21 making application and securing a permit from the Health
22 Officer. The application shall be made on a form prepared
23 by the Health Officer which shall include the location of
24 the proposed or existing well, the type of casing, the
25 manner of sealing, and any other data required by the Health
26 Officer.1f
27 SECTION 3: Section 3.11 is hereby repealed, and in
28 lieu thereof is inserted the following:
29 "Section 3.ll. POTABLE 'WATER REC,\UntEn. It shall be
30 unlawful for any person to conduct a business or place 01
31 public gathering unless there be provided on the premises
32 an adequate supply of potable water under pressure for

drinking, washing, and culinary purposes. Drinking water
shall be made available within two-hundred feet walking
distance of any location at which employees are regularly
engaged in work. Drinking fountains or other sanitary
5 I sources of drinking water shall be provided at the ratio of

SECTION 4: Section 5.03 is hereby added to Article V

well which was in existence prior to the effective date of
this ordinance and which was not constructed in conformance
with Section 4.04 and Section 4.05 of this ordinance and
because of the type of construction, use of the well or
damage to the well cannot be destroyed in accordance with
Section 5.02 of this ordinance shall be destroyed in a manner
approved by the Health Officer which effectively prevents
contamination or pollution from entering the destroyed well
or the aquiferJ'
SECTION 5: Section 7.03 of said Ordinance is hereby

HSection 7.03. TOILE'I' ROOMS AND LAVATOIUES. It shall be
unlawful for any person to conduct a business or place of
public gathering unless there be provided on the premises,

sex according to the following table:

Gentlemen:
By its Resolution 70-17, the California Regional Water Quality
Control Board, Los Angeles Region, has directed the County of
Los Angeles and each city within the Central, Hollywood, Santa Monica,
and West Coast basins to adopt ordinances establishing standards of
water well and cathodic protection well construction, maintenance,
abandonment, and destruction.
On May 7, 1968, the City of Vernon passed a City ordinance regulating
the water supply, the drilling, reconstruction, or conversion of water
wells and the closing of the same, and providing for permits for for
the same, and controlling the abandonment and destruction of water
wells, providing for cross-connection controls and control of sewage
within the City of Vernon. It is the intent of the City of Vernon to
amend the Vernon Water and Sewage Ordinance (City Ordinance #793) to
comply with recent requirements of the State of California Water Code.
In compliance with Section 13803 of the State of California Water
Code, the Vernon Department of Public Health and Environmental Control
is hereby notifying all interested parties and furnishing them with a
copy of the proposed amendments to City Ordinance #793. (Attached
hereto.)

PROPOSED AMENDMENTS AND ADDITION TO VERNON CITY ORDINANCE #793
Section 1.15 is hereby repealed. New Section 1.15 is proposed as
follows:
Section 1.15. WELLS DEFINED. "Water well" or "well" means any
drilled, excavated, jetted, or otherwise constructed well, which is
used or intended to be used as a source of water for any purpose or
any well, pit, hole, or artificial excavation in excess of fifty
feet constructed by any method for the purpose of cathodic protection,
electrical grounding, water table observation, or for any other
purpose.
Section 2.01 is ~hereby repealed. New Section 2.01 is proposed as
follows:
Section 2.01. WELLS - DRILLING, REPAIRING, AND DESTROYING.. No
person shall (1) drill, dig, bore, deepen or excavate any well;
(2) perform any work, 'modification or repair on an existing well
whereby the well casing may be entered; or (3) destroy an existing
well without first making application and securing a permit from the
Health Officer. The application shall be made on a form prepared by
the Health Officer which shall include the location of the proposed
or existing well, the type of casing, the manner of sealing, and any
other data required by the Health Officer.
Section 3.11 is hereby repealed. New Section 3.11 is proposed as
follows:
Section 3.11. POTABLE WATER REQUIRED. It shall be unlawful for any
person to conduct a business or place of public gathering unless
there be provided on the premises an adequate supply of potable water
under pressure for drinking, washing, and culinary purposes. Drink-
ing water shall be made available within two-hundred feet walking
distance of any location at which employees are regularly engaged in
work. Drinking fountains or other sanitary sources of drinking water
shall be provided at the ratio of one unit for each fifty employees
or fraction thereof.
A new Section 5.03 is proposed as follows:
Section 5.03. DESTRUCTION OF NON-CONFORMING WELL. A well which was
in existence prior to the effective date of this ordinance and which
was not constructed in conformance with Section 4.04 and Section 4.05
of this ordinance and because of the type of construction, use of the
well or damage to the well cannot be destroyed in accordance with
Section 5.02 of this ordinance shall be destroyed in a manner approved
by the Health Officer which effectively prevents contamination or
po~lution from entering the destroyed well or the aquifer.
Section 7.03 is hereby repealed. New Section 7.03 is proposed as
follows:
Section 7.03. TOILET ROOMS AND LAVATORIES. It shall be unlawful for
any person to conduct a business or place of public gathering unless
there be provided on the premises, conveniently located toilet rooms
and lavatories. Toilet facilities and hand lavatories shall be
provided for each sex according to the following table:

Where 10 or more men are employed at one time and in establishments
which serve alcoholic beverages to be consumed by the public on the
premises, urinals shall be provided in all toilet rooms designated
for men. One water-flush toilet less than the number specified in
the foregoing table may be provided for each urinal installed, except
that the number of toilets may not be reduced to less than two-thirds
of the number specified. A floor drain shall be provided in all
toilet rooms in which urinals are installed.

Due to recent requirements of the Water Quality Control Board and
some inherent weaknesses in this ordinance, the following amendments
are proposed. We welcome your comments.
PROPOSED AMENDMENTS TO CITY ORDINANCE #793
Amend Section 1.15 by adding a sentence -
"Water well" also means any well constructed for the purpose of
cathodic protection and any well that penetrates a usable underground
aquifer for any purpose.
Amend Section 2.01 by amending the first sentence to read -
No person shall (1) drill, dig, bore, deepen or excavate any
water well; (2) perfonn any work, modification or repair on an exist-
ing water well whereby the well casing may be entered; or (3) destroy
an existing water well without first making application and securing
a pennit from the Health Officer.
Amend Section 3.11 by adding sentences -
Drinking water shall be made available within 200 feet walking
distance of any location at which employees are regularly engaged in
work. Drinking fountains or other sanitary sources of drinking water
shall be provided at the ratio of 1 unit for each 50 employees or
fraction thereof.
Amend Section 7003 by adding sentences -
Toilet facilities and hand lavatories shall be provided for each
sex according to the following table:
