ORDINANCE NO. 820
2 AN ORDINANCE OF THE CITY OF VERNON REGULATING THE INSTALLATION,
ARRANGEMENT, ALTERATION, REPAIR, USE AND OPERATION OF PLUMBING
3 AND DRAINAGE SYSTEMS ON PREMISES WITHIN THE CITY OF VERNON, AND
ADOPTING THE UNIFORM PLUMBING CODE, 1970 EDITION, BY REFERENCE.

5 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

SECTION 1: The Uniform Plumbing Code, 1970 edition, pre-
7 pared and published by the International Association of Plumbing
8 and Mechanical Officials, except as amended by ordinance, is
9 hereby adopted as the Plumbing Code of the City of Vernon.

SECTION 2: Said amendments are as follows:
Section 1.l shall have the words "Superintendent of
Buildingtf inserted at the end of the second line after

paragraph therefrom.
Section 1.10 shall be amended by deleting sub-sec-

therefor:
!tea) Applications for plumbing permits describing
the work to be done shall be made in writing by a plumbi
contractor, maintenance plumber, or their authorized
representative. Where a license is required by the State
of California, a permit shall not be issued unless the
applicant has such a license.
Applications shall give the location where such wor
is to be done, either by street and house number, by

.1 lot, block and tract, or similar description, that will
2 readily identify and definitely locate the proposed work.
3 The application shall be upon a form specified by the
4 Superintendent of Building of the City of Vernon.
5 Each such application shall be accompanied by
6 such plans as may be required by the Superintendent of
7 Building of the City of Vernon.tf
8 Section 1.12 shall be amended by deleting the second,
9 fourth, fifth and last paragraphs and the following shall
10 be substituted for the second paragraph:
11 ttA fee for each plumbing permit shall be paid to the
12 City Clerk as set forth by Resolution of the City Council."
13 PART TWO shall be deleted in its entirety.
14 Section 114 shall be amended by adding thereto the
15 following definition:
16 "(e) Maintenance plumber - any plumber regularly
17 employed in accordance with Section 3 of this Ordinance."
18 SECTION 3: Any person regularly employing one or more
19 plumbers for the purpose of installation, alteration, maintenance
20 or repair on his or its own premises, shall make periodic reports
21 covering all installations, additions or alterations and shall
22 pay for each thereof the permit fees provided for in this Ordinance
23 All such work shall be installed and done in accordance with the
24 provisions of this Ordinance, and such work shall be subject to
25 inspection by the Superintendent of Building, in accordance with
26 Section 318 of the Uniform Plumbing Code.
27 SECTION 4: Where a building or structure, or a portion
28 thereof, has its occupancy changed to a different group, or a
29 different division of the same group, as defined in the Uniform
30 Building Code as adopted by ordinance of the City of Vernon, the
31 plumbing installation in the affected building or structure or
32 portion thereof shall be made to comply with the requirements of
this Ordinance.

SECTION 5: If any section, sentence, clause, phrase, or
2 portion of this Ordinance is for any reason held to be invalid
3 or unconstitutional by the decision of any court of competent
4 jurisdiction, such decisions shall not affect the validity of the
5 remaining portion or portions of this Ordinance.

SECTION 6: Every violation of this Ordinance is hereby
7 declared to be a public nuisance.

SECTION 7: Any person, firm or corporation violating any
9 of the provisions of this Ordinance shall be deemed guilty of a
10 misdemeanor, and upon conviction thereof shall be fined in an
11 amount not exceeding $300.00, or be imprisoned in the county jail
12 of the County of Los Angeles, or the city jail of the City of
13 vernon, as the committing magistrate may direct, for not more
14 than ninety (90) days, or by both such fine and imprisonment, in
15 the discretion of the court. Each day such violation is committed,
16 or permitted to continue, shall constitute a separate offense and
17 shall be punishable as such hereunder.

SECTION 8- There being no newspaper printed, published and
19 circulated in the City of Vernon, the City Clerk is hereby directe
20 to certify to the passage of this Ordinance and shall post the
21 same, or cause the same to be posted, in three of the most public
22 places in the City of Vernon, to wit: The northwest corner of
23 38th street and Santa Fe Avenue; the northeast corner of Leonis
24 Boulevard and Pacific Boulevard; and on the bulletin board in the
25 lobby of the City Hall of said City, located at 4305 Santa Fe
26 Avenue, all in the City of Vernon, County of Los Angeles; that
27 this Ordinance shall be in full force and effect thirty (30) days
28 from and after the final passage of the same.
