ORDINANCE NO. 82l
2 AN ORDINANCE OF THE CITY OF' VERNON AMENDING ORDINANCE
791, AND ADOPTING BY REFERENCE THE NATIONAL ELECTRICAL CODE, 1968
;3 EDITION, AS APPROVED BY THE UNITED STATES OF AMERICA STANDARD
INSTITUTE.
THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLOWS:
SECTION 1: Ordinance 79l shall be amended or added
thereto as fo~lows:
The first paragraph of Section 10 of Ordinance 791 shall
be deleted and the following substituted therefor:
itA fee for each electrical permit shall be paid as
set forth by Resolution of the City Council.1t
Section 11 of Ordinance 791 shall be deleted in its
entirety.
Section 12 of Ordinance 791 shall be deleted in its
entirety.
Section l3 of Ordinance 791 shall be deleted in its
entirety, and the following shall be substituted therefor:
ItSection l3(a) All electrical installations in the
18 City of Vernon shall be in conformity with the provisions
of this Ord. and with the National Electrical Code, 1968
19 Edition, as approved by the United States of America
Standards Institute.

Three copies of each of the hereinbefore specified
documents are on file at the office of the City Clerk of
the City of Vernon, and are hereby incorporated by reference
and made a part of this Ordinance in accordance with the laws
of the State of California.
It (b) The maker's name, trademark, or other identifi-
cation symbol shall be placed on all electrical materials,
devices, appliances and equipment used or installed under
this Ordinance,and they shall be of a type approved by the
Superintendent of Building.
It (c) The provisions of this Ordinance shall take
precedence when they conflict with any of the provisions
of the codes as set forth in the first paragraph of this
Section. In all other cases of conflict, those provisions
resulting in the greatest safety to the public shall be
applicable.

H(d) The Superintendent of Building is granted the
power by the City Council to make slight modifications
for individual cases in the provisions of this ordinance,
provided that in each of said modification the Superin-
tendent of BUilding shall first find that a special
individual reason makes the strict letter of the Ordinance
impractical and that the modification is in conformity
with the spirit and purpose of the Ordinance involved."
Section 16 of Ordinance 791 shall be deleted in its
entirety, and the following substituted therefor:
ttSection 16. (a) All service entrance conductors
shall be thr~e wires, not less in size than No. 8 copper
or equivalent. Where an installation has been wired and
arranged for three-wire service entrance conductors, no
two-wire energy supply or two-wire drop shall be connected
thereto.
H(b) Service entrance conductors from overhead service
drops shall l:i>e installed in rigid metal raceway 1" minimum in
size. Underground services from the serving utility's over-
head or underground systems shall be installed to conform
to the utility's requirements and standards. Underground
services may be installed in rigid non-metallic conduit.
H(C) No other conductors shall be placed in the service
raceway, box or other fitting with the service wires unless
separated therefrom by an approved and permanent means
forming a permanent compartment. This shall not apply to
the service switch box or to the grounding conductor.
"(d) A single fusible switch or automatic circuit
breaker shall be provided to disconnect all ungrounded
conductors s~pplying each separately metered occupancy.
Meters and metering equipment shall be installed as required
by the serving utility.
"(e) underground and overhead services shall be in
accordance with good engineering practices and in compliance
with the requirements of the serving agency, together with
all applicable laws, ordinances, rules and regulations and
orders, including those governing clearance, at the point
of attachment.

"The point of service drop attachment for industrial and
25 commercial services shall not be less than 12' above the
ground and need not be more than 16' over a private driveway.
26 Service heads for dwellings need not be located on the wall
nearest the pole from which the service drops are to be
27 run, but shall be so located that the service drop may be
installed with only one point of attachment without crossing
28 over adjacent premises. All points of attachment will be co-
ordinated with the serving utility. The point of service
29 drop attachmelnt for dwellings shall not be less than 10'
above the ground and need not be more than 12' over a
30 private driveway."
51 Section 19 of Ordinance 791 shall be deleted in its
32 entirety, and in lieu thereof is inserted the following:

"The Superintendent of Building or any employee
charged with the enforcement of this Code acting in
good faith and without malice for the City in the
discharge of his duties shall not thereby render himself
liable personally and he is hereby relieved from all
personal liability for any damages that may accrue to
persons or property as the result of any act required, or
by reason of any act or omission in the discharge of his
duties. Any suit brought against the Superintendent of
Building or the employee because of the act or omission
performed by him in the enforcement of any provisions of
this Code shall be defended by the legal department of
the City of Vernon until final determination of the
proceedings.
SECTION 2: Every violation of this Ordinance is hereby
10 declared to be a public nuisance.

SECTION 3- Any person, firm, or corporation violating
12 any of the provisions of this Ordinance shall be deemed guilty of
13 a misdemeanor and upon conviction thereof shall be fined in an
14 amount not exceeding Three Hundred Dollars ($300.00), or be
15 imprisoned in the County Jail of the County of Los Angeles, or the
16 City Jail of the City of Vernon, as the committing magistrate may
17 direct, for not more than ninety (90) days, or by both such fine
18 and imprisonment, in the discretion of the court. Each day such
19 violation is committed or permitted to continue shall constitute
21
20 a separate offense and shall be punishable as such hereunder.
SECTION 4: All other ordinances or part thereof in
~2 conflict with this Ordinance are hereby repealed.

SECTION 5: There being no newspaper printed, published
24 and circulated in the City of Vernon, the City Clerk is hereby
25 directed to certify to the passage of this Ordinance and shall
26 post the same, or cause the same to be posted, in three of the
27 most public places in the City of Vernon, to wit: The northwest
28 corner of 38th Street and Santa Fe Avenue, the northeast corner
2-9 of Leonis Boulevard and Pacific Boulevard, and on the bulletin
30 board in the lobby of the City Hall of said City, located at
51 4305 Santa Fe Avenue, all in the City of Vernon, County of Los
32 Angeles, california; that this Ordinance shall be in full force
