2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VERNON, AUTHORIZING
AN ~ffiNDMENT OF THE CONTRACT BETWEEN THE CITY OF VERNON AND THE
3 BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES' RETIRE-
MENT SYSTEH.

5 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

SECTION 1: That an amendment to the Contract between the
7 City Council of the City of Vernon and the Board of Administration,
8 California Public Employees' Retirement System is hereby author-
9 ized, a copy of said amendment being attached hereto marked
10 Exhibit "A", and by such reference made a part hereof as though
11 herein set out in full.

SECTION 2: The Mayor of the City of Vernon is hereby
13 authorized, empowered, and directed to execute said amendment for
14 and on behalf of said City of Vernon.

SECTION 3: This Ordinance shall take effect July 1, 1971.
SECTION 4: There being no newspaper printed, published, or
17 circulated in the City of Vernon, the City Clerk is hereby
18 directed to certify to the passage of this Ordinance and shall
19 post the same, or cause the same to be posted, in three of the
20 most public places in the City of Vernon, to wit: The northwest
21 corner of 38th Street and Santa Fe Avenue; the northeast corner
22 of Leonis Boulevard and Pacific Boulevard; and on the bulletin
23 board in the lobby of the City Hall of said City, located at 4305
24 Santa Fe Avenue, all in the City of Vernon, County of Los Angeles,
25 State of California.

The Board of Administration, Public Employees' Retireme~t System, hereinafter
referred to as Board and the CITY CO~r:CIL of the CITY OF V.sJ.lmN, hereinafter referred
to as Public As~ncy havinG enter~d into a contract under date of October 23, 1948,
effective .;ovcwber 1, 1948, and as amended effective April 1, 1956, October 1, 1960,
and July 1, 1966, "ltich provides for participation of Public Agency in said System,
Board and ?ublic AGency hereby agree as follows:
A. Paragraphs 1 through 10 are hereby stricken from said contract as executed
effective November 1, 1943, and are hereby replaced by the follo\iing para-
graphs n~mbered 1 through 11 inclusive:
1. All words and terms used herein which are defined in the Public 2T~10y-
ees' Retirement Law shall have the meaninf!; as defined therein unless

inafter provided, me"loers of said system suoject to all provisions of
the Public ~m?loyees' lletiremcnt Law except such .asanply only on

to all amendments to said Law hereafter enacted except such as by
express nrovision thereof apply only on the election of contracting
agencies.
3. Emplo~Tees of Public Agency in the following classes sb.all become ,,\em-
bers of said Retirement System except such in each such class as are
excluded by law or this agreel;lent:
a. Local firemen (herein referred to as local safety members);
b. Local policemen (herein referred to as local safety members);
c. Employees other than loca.l firer.lcn and local policemen (herein
referred to as miscellaneous members).

Retirement System:

4. The fraction of final compc'1sation to be ~)rovirled for, each year of

at normal retirement D.,C:C shall be 1/50 and shall be applied as p1'o-
vided in Section 21251.13 of said Retirement Law.
5. The fraction of final com?ensation to be provided for each year of
credited current service as a local safety member shall be determined
in accordance with Section 21252.1 of said Retirement Lm-T.
6. Benefits on account 'of prior service shall be 100% of the fraction
of final compensation specified for miscellaneous members in Para-
graph 4 above, but computed in accordance with Section 21253 of said
Retirement Law, and for local safety members shall be 100% of the
fraction established in accordance witri Paragraph. 5.
1. Contributions for miscellaneous and local safety members shall be
subject to Sections 20603 and 20602 respectively of said Retirement
Law.
8.. The follouine additional provlslons of the Public Employees' Eetire-
. ment Law .-Thich aT)ply only upon election of a contracting aGency shall
apply to the Public Agency and its employees:
a. Section 20024.01 (defining "final compensation" on the basis of
a period of three co~secutive years).
b. Section 21253.1 (providi:'j;:-~a ;,Llnimum retirement allowance of
;,?1200.00 per year under certain conditions).
c. Section 21367.51 (providing a ~500.00 death benefit upon death
after retirement).
d. Section 20025 (providin~ for inclusion of compensation without
linn t in computations where compensation is a factor).
e. Section 21365.5 (provirling monthly,allowance in lieu of the basic
death benefit for certain survivors of a member who dies in employ-
ment after qualifying for voluntary service retirement).
f. Section 20952.5 (providing for age 50 as the minim~~ voluntary
retirement aEe for local safety rr.embers with benefit pay:r:ents
commencing prior to age 55 subject to actuarial discount).
g. Section 21380-7 (providi!1g for allowances for survivors of mem-
bers covered under the program upon death before retire:ne:1t).
h. Section 21251.3 (providing for increases in allowances payable
for time co~~encing on April 1, 1956, to persons retired prior
to April 1, 1956).
i. Section 21251.6 (providing for increases in allowances payable
for time cc~~encing on July 1, 1966 to persons retired prior to
January 1, 1962).

9. Public Agency shall contribute to said Hetirement System as follo'\ol5:
a. \{i th respect to miscellaneous nembers, the public aGency shall
contribute the follm-ling 'Percenta~;es of monthly salaries earned
as miscellaneous members of said System:
(1) 0.130 .percent until June 30, 2001 on account of the liability
for prior service benefits.
(2) 11.404 percent on account of the liability for current service
benefits.
b. With respect to local safety members, the public agency shall
contribute the following percentages of monthly salaries earned
as local safety members of said System:
(1) 2.202 percent until October 31, 1973 on account of the
liability for prior service benefits.
(2) 9.655 percent on account of the liability for current service
benefits.
c. A reasonable amount per annum, as fixed by Board to cover the
costs of administering said System as it affects the employees
of Public Agency, not including the costs of special valuations
or the periodical investi~ations and valuation required by law,
p:r'ovi(led that said amount stlall becli'tcr'T,il1E:d on the bacis of
the number of employees of ~~ublic Agency who are re[)Qrted as
members on a payroll designated by the System covering one month
of each year, or with respect to the first year of participation,
on the effective date of said participation.
d. A reasonable amount as fixed by the Board, payable in one install-
ment as the occasions arise, to cover costs of special valuations
on account of em~lJyees of Public Agency, and costs of the neriod-
ical investigation and valuation required by law.
10. Contributions required of Public Agency and its employees shall be
subject to adjustment by Board on account of &11endmcnts to the ?ublic
Employees I lletirement La,.;, and on account of experience under the
Retirement System, as determined by the periodical investigation and
valuation ~equired by,said i~tirement Law.
11. Contributions required of Public Agency and its e~)loyees shall be
paid by Public Agency to the lietirement System ',.;i thin thirty days
after the end of the period to Hhich said contributions refer~ If
more or less than the correct amount of contribution is paid for any
period, proper adjusunent shall be made in connection with subsequent

remittances or adjust:-n~mt on account. of errors in contributions re-
quired of a~y employee may be made by direct cash pa;yments between
the employee and Beard. Payments by Public AGency to Board may be
made in the form of warrants, bank checks, bank drafts, certifi~d
checks, money orders, or cash.
