Ordinance No. 829 1, ORDINANCE NO. 829 2 AN ORDINANCE OF THE CITY OF VERNON, AMENDING SECTION 3.23 OF CHAPTER 3 OF THE CODE OF THE CITY OF VERNON, CALIFORNIA, 1959. 3 4 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS: 5 SECTION 1: That Section 3.23 of Chapter 3, of the Code 6 of the City of Vernon, California, 1959, is hereby amended to 7 read as follows: 8 "Every person owning or having custody or control of any 9 dog or dogs over the age of four (4) months in the City, not 10 covered by the provisions of Section 3.22, shall first 11 obtain an annual license from the County Clerk for each of 12 said dogs, and at the same time obtain a dog license tag, 13 and for the license or licenses, in addition to the $1.00 14 fee for the dog license tag, shall pay $4.00, a total of 15 $5.00 in all." 16 SECTION 2: There being no newspaper printed, published 17 or circulated in the City of Vernon, the City Clerk is hereby 18 directed to certify to the passage of this Ordinance and shall 19 post the same, or cause the same to be posted, in three (3) 20 of the most public places in the City of Vernon, to wit: The 21 northwest corner of 38th Street and Santa Fe Avenue; the 22 northeast corner of Leonis Boulevard and Pacific Boulevard; and 23 on the bulletin board in the lobby of the City Hall of said 24 Cith, located at 4305 Santa Fe Avenue, all in the City of Vernon, 25 County of Los Angeles, State of California; that this Ordinance 26 shall be in full force and effect thirty (30) days from and after 27 the final passage of the same. MAYOR ATTEST: CITY CLERK ORDINANCE NO. 10.3~ An Ordinance amending Section 411 of Ordinance No. 4729, the Animal Control Ordinance of the County of Los Angeles, to take immediate effect. The Board of Supervisors of the County of Los Angeles do ordain as follows: Section L Sect:i:on 411 of Ordinance No. 4729, entitled "Animal Control Ordinance", adopted July 23, 1946, is amended to read as follows: Sec. 411. Every person owning or having custody or control of any dog over the age of four (4) months in the unincorporated territory of the County of Los Angeles not covered by the provisions of Section 410 shall first obtain an annual license from the Director for each of such degs and at the same time obtain a dog license tag, and fer suoh license or licenses, in addition to the One Dollar ($1.00) fee for the dog license tag, shall pay Four Dollars ($4.00), a total of Five Dollars ($5.00) in all. Section 2. Urgency. License fees required. by said Ordinance No. 4729 require the payment of license fees on a fiscal year basis, that is from July 1, to June 30 of the next calendar year. If this ordinance does not take immediate effect, it cannot be effective prior to July 29, 1971, or later, and in collecting license fees persons paying such fees prior to July 29, 1971 will calim that they pay the tees tees as provided in said Ordinance No. 4729 as it read prior to its amendment by this ordinance. By reasons of the foregoing -1- this ordinance is urgently required for the imnediate preservation of the public health, safety aM public welfare, and shall take effect upon the passage thereof. Our department is no exception to this problem, we too must compete in today's market for employees, services and supplies. Under our City-County contract for Animal Control no direct charge is made to the City for Service. Our revenue, which offsets the cost of operations, is received from the collection of Dog License fees and Center fees. Through the use of strict expenditure controls and prudent and timely management techniques we have been able toprovide a very acceptable level of services, since 1958, without an increase in fees. It is now apparent that we must request a fee increase in order to bring them more in line with those in effect in other jurisdicition and offset our increased cost experience. We have requested the Board of Supervisors to take action in two areas. Review and realign the various Center fees and establish a new rate to be effective early in the fiscal year. Secondly, and the matter which requires immediate attention, to increase the Dog License ~ee, from the present fee of $4.00 to $5.00, an increase of $1.00 each. The change to be effective July 1, 1971 in order to correspond with the new licensing period. These changes are currently in process. Our request would be to your City Council to ratify this change of fee as it applies to your City. In certain instances it will be necessary to amend the City Ordinance, either by reference to the County Ordinance or amend directly the City Ordinance. Mr. F. A.
