2 AN ORDINANCE OF THE CITY OF VERNON ADOPTING SECTION 16.18-2
3 OF CHAPTER 16 OF THE CODE OF THE CITY OF VERNON, CALIFORNIA, 1959.

5 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS
6 FOLLOWS:
7 SECTION 1: That the City Council of the City of Vernon
8 hereby determines, upon the basis of an engineering and traffic
9 survey, to wit: the Washington Boulevard corridor traffic study
10 by the Los Angeles County Road Department, that a speed greater
11 than 25 miles per hour would facilitate the orderly movement of
12 vehicular traffic and would be reasonable and safe upon Washing-
13 ton Boulevard, within the City of Vernon.
14 SECTION 2: That Section 16.18-2 of the Code of the City
15 of Vernon, California, 1959, is hereby added to Chapter 16 of
16 said Code to read as follows:
17 "The speed permitted and declared to be the
18 prima facie speed limit on Washington
19 Boulevard within the City of Vernon shall
20 be forty (40) miles per houro"
21 SECTION 3: The Traffic Engineer of the City of Vernon is
22 hereby directed to post appropriate signs giving notice of said
23 Maximum Speed Limit.
24 SECTION 4: Every violation of Section 16.18-2, as set
25 forth above, by propelling a vehicle in excess of the speed limit
26 provided for therein, is hereby declared to be a public nuisance.
27 SECTION 5: Any person violating any of the provisions of
28 Section 16.18-2, as set forth above, shall be deemed guilty of
29 a traffic infraction, in accordance with Section 16.19 of the
30 Code of the City of Vernon, California, 1959.
31 SECTION 6: There being no newspaper printed, published or
32 circulated in the City of Vernon, the City Clerk is hereby

directed to certify to the passage of this Ordinance and shall
post the same or cause the same to be posted in three (3) of the
most public places in the City of Vernon, to wit: the north-
west (NW) corner of 38th Street and Santa Fe Avenue; the north-
east (NE) corner of Leonis Boulevard and Pacific Boulevard; and
on the bulletin board in the lobby of the City Hall of said City
located at 4305 Santa Fe Avenue, all in the City of Vernon, Los
Angeles County, State of California; that this Ordinance shall be
in full force and effect thirty (30) days from and after the
final passage of the same.
ADOPTED and APPROVED this -12-day of November , 1971.

A recently completed Washington Boulevard corridor traffic
study by Los Angeles County Road Department personnel con-
cludes that a 40 mph speed limit is the most appropriate
for this facility. The study considered the statutory
elements required for a traffic and engineering survey.
On the basis of the above study, it is recommended that a 40 mph
prima facie speed limit be adopted on Washington Boulevard
within Vernon city limits by an ordinance pursuant to provisions
of Section 22357 of the Vehicle Code.
