ORDINANCE NO. 832
2 AN ORDINANCE OF THE CITY OF VERNON AMENDING CERTAIN PORTIONS OF
CHAPTER 3 OF THE CODE OF THE CITY OF VERNON, CALIFORNIA, 1959.

4 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
5 I SECTION 1: Chapter 3 of the Code of the City of Vernon,
6 California, 1959, is hereby amended as set forth below in this
7 Ordinance:

SECTION 2: Section 3.3 of said Chapter 3 is hereby
9 amended by adding thereto the following:
10 3.3 Approved Canine Rabies Vaccine. A canine rabies
11 vaccine which is approved for use by the State
12 of California, Department of Public Health.
13 SECTION 3: Section 3.24 of said Chapter 3 is hereby
14 amended to read as follows:

Section 3.24. Vaccination requirements for issuance
of license.
The Director shall not issue a dog license unless the
applicant exhibits a certificate signed by a veteri-
narian licensed either by the State of California or
by any other State to practice veterinary medicine
that: (a) The period of time elapsing from the date
of vaccination with approved killed virus vaccine to
the date of expiration of the license being issued does
not exceed eighteen (18) months, or (b) the period
elapsing from the date of vaccination with approved
live virus vaccine to the date of expiration of the
lice~se being issued does not exceed thirty (30) months
or (c) such dog should not be vaccinated with rabies
vaccine because such vaccination would jeopardize the
health of such dog due to infirmity or other disability,
which infirmity or other disability, and the estimated
date of termination thereof, is shown on the face of

.1 the certificate to the satisfaction of the Director.
2 SECTION 4: Section 3.32 of said Chapter 3 is hereby
3 amended to read as follows:
4 3.32 Section 3.32. Required times of vaccination. Every
5 person keeping, harboring or having any dog over four
6 (4) months of age in the City shall cause such dog to
7 be vaccinated with rabies vaccine by a person licensed
8 by the State of California, or other State to practice
9 veterinary medicine, on or before the latest of the
10 following dates: (a) Eighteen (18) months after
11 vaccination with approved killed virus vaccine.
12 (b) Thirty (30) months after vaccination with approved
13 live virus vaccine. (c) Fifteen (15) days after first
14 acquiring such dog. (d) Fifteen (15) days after
15 bringing such dog into the City.
16 SECTION 5: Section 3.33 of said Chapter 3 is hereby
17 amended to read as follows:
18 3.33 Section 3.33. Re-vaccination. Every person keeping,
19 harboring, or having a dog in the City, which has been
20 vaccinated with approved live virus vaccine shall
21 cause such dog to be re-vaccinated within a period of
22 not more than thirty (30) months after such prior
23 vaccination.
24 SECTION 6: Section 3.34 of said Chapter 3 is hereby
25 amended to read as follows:
26 3.34 Section 3.34. Same. Every person keeping, harboring,
27 or having a dog in the City, which has been vaccinated
28 with approved killed virus vaccine shall cause such dog
29 to be re-vaccinated within a period of not more than
30 eighteen (18) months after such prior vaccination.

1 SECTION 7: Section 3.72 of said Chapter 3 is hereby
2 amended to read as follows:
3 3.72 Section 3.72. Fees for holding estray bovine animals,
4 horses. etc.
5 The Director shall hold all estray bovine animals,
6 horses, mules and burros impounded by him as provided
7 in Chapter 7 (commencing with Section 17001) of
8 Division 9 of the Agricultural Code of the State. If
9 any person appears and claims any animal referred to
10 in this section, prior to the time that it is turned
11 over to the California State Department of Agriculture,
12 the Director shall collect the following fees:
13 (a) Impounding fee - Twenty-five Dollars ($25.00)
14 (b) Board and care - Two Dollars ($2.00) for each
15 day or fraction thereof except the day of
16 impoWlding during which the animal is in the
17 animal shelter.
18 (c) Except that the Director shall charge only
19 Fifty per cent (50%) of the above mentioned fees
20 if the impoWlded animal is under three (3)
21 months of age.
22 SECTION 8: Section 3.75 of said Chapter 3 is hereby
23 amended to read as follows:
24 3.75 Section 3.75. Vaccination of ImpoWlded Dog. If the
25 Director finds that any dog impoWlded in a county
26 animal shelter probably can be sold, or that in order
27 to protect the public health such dog should be
28 vaccinated, he may instruct the county veterinarian to
29 vaccinate such dog with approved live virus vaccine
30 or approved killed virus vaccine.

1 SECTION 9: Section 3.79 of said Chapter 3 is hereby
2 amended to read as follows:
3 3.79 Section 3.79. Vaccination requirements for sale or
4 release of impounded dog. The Director shall not sell
5 or release any dog to any person other than an approved
6 research institution Wlless such dog does not have
7 rabies, and:
8 (a) The purchaser exhibits a certificate signed
9 by a veterinarian licensed either by this State
10 or by any other State to practice veterinary
11 medicine that:
12 (l) Such dog has been vaccinated with
13 approved killed virus vaccine less than
14 eighteen (l8) months prior to date of
15 release, or
16 (2) Such dog has been vaccinated with ap-
17 proved live virus vaccine less than thirty
18 (30) months prior to date of release, or
19 (3) Such dog should not be vaccinated with
20 rabies vaccine because such vaccination would
21 jeopardize the health of such dog due to
22 infirmity, or other disability and the esti-
23 mated date of termination thereof is shown on
24 the face of the certificate, or
25 (b) The cOWlty veterinarian has so vaccinated such
26 dog within the times specified in subsection (a)
27 of this section.
28 SECTION lO: Section 3.86 of said Chapter 3 is hereby
29 amended to read as follows:
30 3.86 Section 3.86. Fees for redemption; vacination; etc.,
31 of impounded dogs and cats. For the redeeming of any
32 impoWlded dog, Five Dollars ($5.00); for vaccination

1 by the COWlty Veterinarian if he has vaccinated such,
2 Three Dollars ($3.00); for feeding and caring for any
3 such dog, One Dollar ($loOO) for each day or fraction
4 thereof during which such dog is kept in such shelter
5 except the day on which it is impoWlded, shall be
6 collected.
7 For the redeeming of any impoWlded cat, Two Dollars
8 ($2.00) and for feeding and caring for such cat,
9 fifty cents (SOt) for each day or fraction thereof
10 during which such cat is kept in such shelter except
11 the day on which it is impoWlded, shall be collected.
12 SECTION ll: Section 3.94 of said Chapter 3 is hereby
13 amended to read as follows:
14 3.94 Section 3.94. Vaccination requirements for release
15 of redeemed dog. The Director shall not release any
16 dog which has been redeemed by the owner Wl1ess such
17 dog does not have rabies, and:
18 (a) The owner exhibits a certificate signed by a
19 veterinarian licensed by this State or by any
20 other State to practice veterinary medicine that:
21 (l) Such dog has been vaccinated with ap-
22 proved killed virus vaccine less than eighteen
23 (l8) months prior to date of release, or
24 (2) Such dog has been vaccinated with ap-
25 proved live virus vaccine less than thirty
26 (30) months prior to date of release, or
27 (3) Such dog should not be vaccinated with
28 rabies vaccine because such vaccination
29 would jeopardize the health of such dog due
30 to infirmity or other disability, which in-
31 firmity or disability and the estimated date
32 of termination thereof is shown on the face

of the certificate, or
(b) The cOWlty veterinarian has so vaccinated such
dog within the times specified in subsection
(a) of this section.
SECTION 12: There being no newspaper printed, published
6 or circulated in the City of Vernon, the City Clerk is hereby
7 directed to certify to the passage of this Ordinance and shall
8 post the same or cause the same to be posted in three (3) of the
9 most public places in the City of Vernon, to wit: the northwest
10 corner of 38th Street and Santa Fe Avenue; the northeast corner
11 of Leonis Boulevard and Pacific Boulevard; and on the bulletin
12 board in the lobby of the City Hall of said City, located at 4305
13 Santa Fe Avenue, all in the City of Vernon, Los Angeles County,
14 State of California; that this Ordinance shall be in full force and
thirty (30) days from and after the final passage of the
15 effect

In our letter of June 2~, 1971, wnerein we requested your City to
amend the City Ordinance regarding dog license fees, we made mention
of the fact that other fees were under study to determine if adjust-
ments were necessary. As a result of this study, the County of I,os
,Llngeles amended the Animal Control Ordinance No. 4729, Section 802,
Tmpounding and Board Fees on Large Animals, horses, cattle, etc., and
Section 817, Imp01mding and Board Fees on Dogs, to be effective
July 30, 1971.
Since most cities were in process of adjusting their Ordinance at that
time, it was decided, rather than confuse the two changes, it would
be more sui table to wait and maJ,"e the reouest for change at a more
convenient time.
I would therefore request the City, at this time, to ratify the changes
in impound and board fees by appropriate action, in order to be
consist,ent wi th 1~he County Ordinance.

Subject: Proposed amendments, additions, and/or deletions to the
Vernon City Code pertaining to animals.
Section 3.3 Definitions. Add the following definition:
Approved Canine Rabies Vaccine. A canine rabies vaccine which is

Repeal existing Section 3.24 and insert new Section 3.24.

Section 3.34. Same. Every person keeping, harboring, or having
a dog in the City, which has been vaccinated with approved killed
virus vaccine shall cause such dog to be re-vaccinated within a
period of not more than eighteen (18) months after such prior
vaccination.
Repeal existing Section 3.72 and insert new Section 3.72.

Repeal Section 3.79 and insert new Section 3.79.
Section 3.79. Vaccination requirements for sale or release of
impounded dog. The director shall not sell or release any dog to

the times specified in subsection (a) of this section.
Repeal existing Section 3.86 and insert new Section 3.86.
Section 3.86 Fees for redemption; vaccination, etc., of impounded
dogs and cats. For the redeming of any impounded dog, Five Dollars;
for vaccination by the County Veterinarian if he has vaccinated
such, Three Dollars; for feeding and caring for any such dog, One
Dollar for each day or fraction thereof during which such dog is
kept in such shelter except the day on which it is impounded, shall
be collected.
For the redeeming of any impounded cat, two dollars and for feeding
and caring for such cat, fifty cents for each day or fraction
thereof during which such cat is kept in such shelter except the day
on which it is impounded, shall be collected.
Repeal existing Section 3.94 and insert new Section 3.94.
Section 3.94. Vaccination requirements for release of redeemed dog.
The director shall not release any dog which has been redeemed by
the owner unless such dog does not have rabies, and:
(a) The owner exhibits a certificate signed by a veterinarian
