ORDINANCE NO. 839
AN ORDINANCE OF THE CITY OF VERNON FIXING CERI'AIN RATES TO BE
CHARGED FOR ELECTRICAL ENERGY DISTRIBUTED AND SUPPLIED BY SAID
CITY OF VERNON, WITHIN ITS BOUNDARIES
THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:
SECTION 1: The rates to be charged and collected and
the terms, provisions, and conditions respecting the distribution
of electrical energy supplied by the City of Vernon for certain
classes of service rendered on and after the effective date of

this Ordinance, shall include a Fuel Clause Adjustment, as set
forth in Southern California Edison Company Advice Letter No. 364-E
dated April 12, 1972, to the Public Utilities Commission of the
State of California, applicable to the following schedules:

SECTION 2: Rate Schedule No. S - Standby, Sheet No.
3598-E, as adopted by Ordinance No. 806, shall remain in effect.
The rates of the following schedules shall remain in effect as
adopted by Ordinance No. 828, except for the addition of a Fuel
Clause Adjustment, as adopted in Section 1 of this Ordinance:

SECTION 3: The rates to be charged and collected
respecting the distribution of energy supplied by the City of
Vernon for certain classes of service rendered on and after the
effective date of this Ordinance, shall include a Fuel Cost
Adjustment Billing Factor as set forth in Edison Company prelimi-
nary statement, Paragraph G, Sheet No. 4392-E, by Advice Letter
No. 377-E (Supplemental), dated July l2, 1973 to the Public
Utilities Commission of the State of California.
A fuel cost adjustment is included in State-
ment M of the Bdison filing with the Federal Power Commission, as
part of an increase in the wholesale power R-2 rate charged Vernon
for purchased power. This increased wholesale rate has been ac-
cepted for filing by an order of the Federal Power Commission,
Docket No. E-8l76 with an effective date of September 7, 1973.
The Fuel Clause Adjustment Billing Factor, adopted by this ordi-
nance will offset part of the increased cost of power to Vernon.
SECTION 4: Changes in the Fuel Cost Adjustment Billing
Factor shall be made from time to time by resolutions of the City
Council, adopting such changes in Edison's Preliminary Statement,
Paragraph G, when in the City Council's opinion such changes are
necessary for the sound financial position of the Light and Power
Operating Funds.
SECTION 5: The rules and regulations respecting the
31 distribution of electrical energy supplied by the City of Vernon
32 shall be those rules and regulations of the Southern California

1 Edison Company applicable to electrical service in the City of
2 Vernon, as adopted by Ordinance No. 828, or any resolution adopted
3 pursuant thereto shall remain in full force and effect.
4 SECTION 6: Any provision of the rules and regulations
5 of the Southern California Edison Company relating to the exercise
6 of jurisdiction by the Public Utilities Commission of the State
7 of California shall be deemed to refer to and mean the City Council
8 of the City of Vernon.
9 SECTION 7: Ordinance No. 749 of the City of Vernon is
10 hereby deemed to still remain in full force and effect, and not to
11 have been repealed by this Ordinance of the City of Vernon, and
12 the allowance or credit given pursuant to Ordinance No. 749, or
13 any resolution adopted pursuant thereto shall remain in full force
14 and effect, and shall be applicable to all the rates as set forth
15 in this Ordinance.
16 SECTION 8: Any other Ordinance or portion thereof in
17 conflict with this Ordinance is hereby repealed, excepting Ordi-
18 nances Nos. 749, 828 and 806, the latter two which are partially
19 repealed as set forth in Section 2 above.
20 SECTION 9: The City Clerk of the City of Vernon is here-
21 by directed to keep and maintain three (3) copies of the above
22 mentioned rate schedules and rules and regulations applicable to
23 electric service in the City of Vernon in the office of the City
24 Clerk of the City of Vernon, and make such tariff schedules avail-
25 able on request for examination in said office.
26 SECTION 10: There being no newspaper printed, published
27 or circulated in the City of Vernon, the City Clerk is hereby
28 directed to certify to the passage of this Ordinance and shall post
29 the same, or cause the same to be posted, in three (3) of the most
30 public places in the City of Vernon, to wit: the northwest corner
31 of 38th Street and Santa Fe Avenue; the northeast corner of Leonis
32 Boulevard and Pacific Boulevard, and on the bulletin board in the

1 lobby of the City Hall of said City, located at 4305 Santa Fe Ave-
2 nue, all in the City of Vernon, County of Los Angeles, State of
3 California; that this Ordinance shall be in full force and effect
4 thirty (30) days from and after the final passage of the same.
