ORDINANCE NO. 843
2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VERNON AUTHORIZING
AN AMEND~mNT TO THE CONTRACT BETWEEN THE CITY COUNCIL OF THE CITY
3 OF VERNON AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC
EMPLOYEES' RETIREMENT SYSTEM.

5 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

SECTION 1: That an amendment to the Contract between the
7 City Council of the City of Vernon and the Board of Administration,
8 California Public Employees' Retirement System is hereby authorized,
9 a copy of said amendment being attached hereto, marked Exhibit "A",
10 and by such reference made a part hereof as though herein set out
11 in full.

SECTION 2: The Mayor of the City Council of the City of
13 Vernon, being the Mayor of the City of Vernon, is hereby authorized,
14 empowered, and directed to execute said amendment for and on behalf
15 of said City of Vernon.

SECTION 3: This Ordinance and the amendment referred to
17 in SECTION 1 shall take effect May 1, 1974.

SECTION 4: There being no newspaper printed, published
19 or circulated in the City of Vernon, the City Clerk is hereby
20 directed to certify to the passage of this Ordinance and shall pos
21 the same, or cause the same to be posted, in three (3) of the most
22 public places in the City of Vernon, to wit: the northwest corner
23 of 38th Street and Santa Fe Avenue; the northeast corner of Leonis
24 Boulevard and Pacific Boulevard; and on the bulletin board in the
25 lobby of the City Hall of said City, located at 4305 Santa Fe
26 Avenue, all in the City of Vernon, County of Los Angeles, State of
27 Californiao

The Board of Administration, Public Employees' Retirement System, hereinafter
re:ferred to as Board and the CITY COUITCIIj of the CITY OF VERlWn, hereinafter referred
to as Public Agency having entered into a contract under date of October 23, 1948,
effective !Jovember 1, 1948, &~d as amended effective April 1, 1956, October 1, 1960,
July 1, 1966, and October 1, 1972, and as provided by C~2pters 170 and 316, Statutes
of 1971, which provide :for participation of PU.b1ic Agency in said System, Board fu'1d
Public Agency hereby agree as :follows:

A. Paragraphs 1 through 10 are hereby stricken from said contract as executed
effective NoYember 1, 1948, and are hereby replaced by the following para-
graphs numbered 1 through 8 inclusive:
1. All words and terms used herein which are defined in the Public Employ-
ees I Retirement Law shall have the meaning as defined therein unless
otherwise specifically provided. "Norrnal retirement age'l shall nean
age 60 for miscellaneous members, age 55 for local policemen, and age
50 for local firemen.
2. Public Agency shall participate in the Public Employees' Retirement
System froa and after November 1, 1948, making its employees as here-
~ter prOVided, members of said system subject to all provisions
of t..i1e Public Employees' Retirement Law except such as EPply only on
election of a contracting agency and are not provided for herein and.
to all amendments to said Law hereafter enacted except such as by
express provision thereof apply only on the election of contracting
agencies.
3. Employees of Public Agency in the following classes shall become mem-
bers of said Retirement System. except such in each such class as are
excluded by law or this agreement:
a. Local firemen (here~ referred to as local safety members);
b. Local policemen (herein referred to as local safety members);
c. Employees other than local safety members (herein referred to
as miscellaneous members).
The follovdng employees shall be excluded from membership in said
Retirement System:

4. The fraction of final conDensation to be provided for each Y8ur of
credited prior and current sery~ce ~s a miscellaneous member upon
retirement at normal retir22ent age shall be tx...at provided i!l
Section 21251.13 of said Retirement Law.
5. The foll01dng additional p~)\~sions of the ?Ltblic E~ployeesl Retire-
ment Law which apply only uyon election of a contrar::t:ing agency shall
apply to the Public Agency end its employees:
a. The traction of final compensation to be provided for each year
of credited prior and current service as a local safety me~ber
shall be that provided in Section 21252.1 of said Retirement Law
for local policemen and Section 21252.01 for local firemen.
b. Section 21380-7 (providL~g for allowances for ~urYivors of members
covered under the program upon death before retirement).
c. Sectio~ 21263 (providing upon death of a local miscellaneous ~~d
safety member vmo retired for service or disability for the con-
tinuation o~ one-half the retirement allo7mllce to certain survivors).
6. Public Agency shall contribute to said Retirement Sys.tem as follows:
a. With respect to miscellaneous members, the agency shall contri-
bute the following percentages 01' monthly salari.es earned as
miscellaneous members of said System:
(1) 0.40 percent until June 30, 2000 on account of the liability
~or prior service benefits.
(2) 10.21 percent on account of the liability for current service
benefi ts.
(3) 1.39 percent on account of the liability for the 1959 Survivor
p.ro gram.
b. With respect to local safe~J members, the agency shall contribute
the follOwing percentages of monthly sala.."'"ies earned as local
safety members of sl?..id System:
(1) 0.546 percent until June 30, 2000 on account of the liability
for prior service benefits.
(2) 20.297 percent on account of the liability for current service
benefits.
(3) 0.145 percent on account of the liabj_lity for the 1959 Su..""'Yivor
program.
c. A reasonable amount per annum, as fixed by Board to cover the costs
of administering said System as i 1; affects the employees or Public
Agency, not including t.he costs of special valuations or OI' t...i1.e

7. Contributions required of Public Agency and its 2mployees shall be

Retirement System, as de~cr2Qned by tile periodical lllvestigation and
valuat'ion required by said Het.irement Law.
8. Contribu.tions required of ?u.blic Agency and its eDlployees shall be
paid by Public Agency to -r:.he Retirement System ',vi thin thirty days
after the end of the period to which scid contributions refe:c. If
more or less than the correct ar.:.ount of contribu.tions is paid for
any period, proper adjusto.ent shall be ma.de in connection with sub-
sequent repi tt&'1ces, or adjustments on account of errors in contrj.-
bunons required of any employee 8...'1d Board. Payments by Public Agency
to Board may be made in the form of 'i7e.rr.mts, bank checks, bar2\: drafts,
certified checks, ffiOney orders, or cash.
B. This amendment shall be attached to said contract and shall become effective
on the day of .
