Ordinance No. 857 26 27 28 1 2 3 4 5 6 7 8 9 ORDINANCE NO. 857 AN ORDINANCE OF THE CITY OF VERNON AMENDING THE CITY CODE OF THE CITY OF VERNON, CALIFORNIA, 1959 TO REGULATE THE ERECTION, CON- STRUCTION, ENLARGEMENT, ALTERATION, REPAIR, MOVING, REMOVAL, CONVERSION, DEMOLITION, OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA AND MAINTENANCE OF BUILDINGS OR STRUCTURES IN THE CITY OF VERNON. STATE OF CALIFORNIA, AND PROVIDING FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFOR: DECLARING AND ESTABLISHING FIRE DIS- TRICTS, PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND ADOPTIN , IN PART, THE UNIFORM BUILDING CODE, ACCUMULATIVE SUPPlEMENT, 1975 EDITION, AS PROMULGATED BY THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS: SECTION l: The City Code of the City of Vernon, 1959, is 10 hereby amended by adopting a portion of the Uniform Building Code, 11 Accumulative Supplement, 1975 Edition, copyrighted 1975 by the 12 International Conference of Building Officials, 5360 Workman Mill 13 Road, Whittier, California, and inserting appropriate sections of 14 said Uniform Building Code into the City Code of the City of Ver- 15 non as referred to in the title of this Ordinance. 16 SECTION 2: Said City Code is hereby amended as follows: 17 Section l717. (a) General. Foam plastic shall comply with 18 the smoke density and toxicity requirements of Section 52050 19 (b) Specific Requirements. The following requirements 20 shall apply to all uses of foam plastics in or on the walls, 21 ceilings, or both, unless specifically approvedo Such approval 22 shall be based on acceptable diversified tests such as, but not 23 limited to, tunnel tests conducted in accordance with U.B.Co 24 Standard No. 42-1, full scale corner tests and an ignition tem- 25 perature test: 10 Foam plastics having a flame spread of 75 or less may be used in the following locations: A. Within the cavity of a masonry or concrete 29 wall. 30 Bo On the room side surface of conforming 31 walls or ceiling, provided the foam plastic is fully protected 32 from the interior of the building by a thermal barrier of l/2-inch -l- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 gypsum wall board or other approved material having a finish ratin of not less than l5 minutes as determined by UoB.Co Standard No. 43-1. Thermal barriers shall be installed in a manner that will assure they will remain in place for 15 minutes. C. Within the wall cavity of combustible nonfire-resistive wall construction provided the protection is applied as described in Item B. D. Within the cavity of walls classified as combustible fire-resistive construction provided fire tests are conducted in accordance with U.BoC. Standard No. 43-l and the pro- tection from the interior of the building is at least equivalent to that required in Item Bo 20 Foam plastics insulation having a flame spread of 75 or less when tested in a thickness of 4 inches may be used in thicknesses up to lO inches for use in cold storage rooms, food processing rooms, ice plants and similar rooms when the room is protected with automatic sprinklers and the insulation is covere with 1/2inch portland cement, plaster or other approved material having a finish rating of not less than 15 minutes as determined by U.B.C. Standard No. 43-lo Thermal barriers shall be installe in a manner that will assure they remain in place for 15 minutes. 30 Foam plastics insulation on walls having a flame spread of 25 or less may be used in a thickness of not more than 4 inches in or on walls when the foam plastic is covered by a thickness of not less than 00032 inch aluminum or 26 gauge galvanized sheet steel and the insulated area is protected with automatic sprinklers. Such walls shall not be used where noncom bustible or fire-resistive construction is required. 4. Foam plastics may be used as a roof covering if the foam plastic is a part of a Class A,B~ or C roofing assembly. S. Agricultural buildings in Fire Zone Noo 3, used exclusively for the storage of farm produce or for housing of -2- 1 livestock or poultry when such buildings have but intermittent 2 and limited occupancy by humans, may employ the use of unpro- 3 tected foam plastics having a flame spread of 25 or less~ 4 SECTION 3: Said Vernon City Code is further amended by 5 the inclusions and changes as follows: 6 (l) Section 4201. (Add a new second paragraph to read:) 7 "Foam plastics shall not be used as interior finish except 8 as provided in Section l7l7." 9 (2) Table No. 42-A. (Change the flame-spread classifica- 10 tion of Class III materials to:) 11 "76-200"0 12 (3) Table No. 42-Bo (Opposite Group J Occupancy add a 13 footnote reference 4 and a footnote 4 to read as follows:) 14 "Foam plastics shall comply with the requirements set 15 forth in Section l7l7." 16 (4) U.B.C. Standard No. 43-1. (Revise U.B.C. Standard 17 No. 43-1 by including Underwriters Laboratories procedures for 18 determining finish rating.) 19 SECTION 4: There being no newspaper printed, published and 20 circulated in the City of Vernon, the City Clerk is hereby direc- 21 ted to certify to the passage of this Ordinance and shall post the 22 same, or cause the same to be posted, in three (3) of the most 23 public places in the City of Vernon, to wit: the northwest corner 24 of 38th Street and Santa Fe Avenue; the northeast corner of Leonis 25 Boulevard and Pacific Boulevard; and on the bulletin board in the 26 lobby of the City Hall of said City, located at 4305 Santa Fe 27 Avenue, all in the City of Vernon, County of Los Angeles, State of 28 California; that this Ordinance shall be in full force and effect 29 30 31 32 the lstday of August , 1975 .
