2 AN ORDINANCE OF THE CITY OF VE~~ON FIXING CERTAIN RATES TO BE
C}~RGED FOR ELECTRICAL ENERGY DISTRIBUTED AND SUPPLIED BY SAID
:3 CITY OF VERNON WITHIN ITS BOUNDARIES AND REPEALING CERTAIN ORDI-
NANCES OF THE CITY OF VERNON

5 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS:

SECTION 1: The rates to be charged and collected and
7 the terms, provisions, and conditions respecting the distribution
8 of electrical energy supplied by the City of Vernon for certain
9 classes of service rendered on and after the effective date of
10 this Ordinance, shall be those rates, terms, provisions and con-
11 ditions as set forth in Southern California Edison Company Advice
12 Letter No" 4l5-E, dated December 31, 1975, to the Public Utilitie
13 Commission of the State of California, applicable to the fol-
14 lowing schedules:

SECTION 3: The rates to be charged and collected respecting
the distribution of energy supplied by the City of Vernon for
certain classes of service rendered on and after the effective
date of this Ordinance may include a Fuel Cost Adjustment
Billing Factor to be determined by the City Council of the City
of Vernon..
SECTION 4: Changes in the Fuel Cost Adjustment Billing
Factor shall be made from time to time by resolutions of the
City Council of the City of Vernon when, in the City Council's
opinion, such changes are necessary for the sound financial
operation of the Light and Power Operating Funds. Any Fuel
Clause Adjustment charged, pursuant to Ordinances 849 and 850,
and any resolutions adopted pursuant thereto, shall remain in
full force and effect and the same may be amended pursuant to

this Ordinance"
SECTION 5: The rules and regulations respecting the
distribution of electrical energy sl~plied by the City of Vernon
shall be those rules and regulations of the Southern California
Edison Company applicable to electrical service in the City of
Vernon, and filed with the City Clerk of the City of Vernon on
December 27) 1961, and subsequent thereto, up to and including
the date of enactment of this Ordinanceo
The City Council of the City of Vernon may from time to
time authorize by resolution changes in the rules and regulations
applicable to said electrical service) not in conflict with rate
schedules, relating to conditions of service and application, and
interpretation of rates, and relating to other provisions set
forth in this Ordinance. Any rule or regulation adopted pursuant
to Ordinances 745, 806 and 828, or any resolution pursuant there-
to) shall remain in full force and effect until amended or rescin-
ded by this Ordinance.
SECTION 6: Any provision of the rules and regulations of
the Southern California Edison Company relating to the exercise
of jurisdiction by the Public Utilities Commission of the State
of California shall be deemed to refer to and mean the City
Council of the City of Vernono
SECTION 7: The Rate Adjustment Factor against rates charged
for electrical energy, distributed and supplied by the City of
Vernon to its electrical consumers, may be used as a percentage
of the bill rendered, or any portion thereof, after all other
Rate Adjustment Factors are given as allowed by the applicable
Base Rate Schedules. The amolmt of adjustment to be given shall
be determined by resolutions adopted from time to time by the
City Council when, in its opinion, such credit will not affect
the sound financial position of the Light and Power Operating
Funds 0 Any Vernon Rate Adjustment Factor given ptlrsuant to this

1 Ordinance, or to Ordinance No.749 or Ordinance No. 855, or any
2 resolution a.dopted pursuant -thereto, shall remain in full force
3 and effect until amended or rescinded by the City Council of the
4 City of Vernon"

SECTION 8: Any other ordinance or portion thereof in con-
6 flict with this Ordinance is hereby repealed, excepting Ordi-
7 fiances Nos" 806, 828, 839 and 849, which are partially repealed
8 by this Ordinanceo

SECTION 9: The City Clerk of the City of Vernon is hereby
10 directed to keep and maintain three (3) copies of the above-
11 mentioned rate schedules and rules and regulations applicable to
12 electric service in the City of Vernon in the Office of the City
13 Clerk of the City of Vernon, and make such tariff schedules
14 available on request for examination in said office..

SECTION 10: There being no newspaper printed, ptililished
or circulated in the City of Vernon, the City Clerk is hereby
directed to certify to the passage of thi.s Ordinance and shall
post the same, or cause the same to be posted, in three (3) of
the most public places in the City of Vernon, to wit: the
northwest corner of 38th Street and Santa Fe Avenue; the north-
east corner of Leonis Boulevard and Pacific Boulevard, and on
the bulletin board in the lobby of the City Hall of said City,
located at 4305 Santa Fe Avenue, all in the City of Vernon,
County of Los Angeles, State of California; that this Ordinance
shall be in full force and effect thirty (30) days from and
after the final passage of the same.
