Ordinance No. 888 18 19 20 21 22 23 24 25 26 27 28 1 ORDINANCE NO. 888 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VERNON ADDING SECTION 17.15 TO THE VERNON CITY CODE REGULATING ANGLE PARKING ALONG THE NORTHERLY SIDE OF 30TH STREET EASTERLY OF SANTA FE AVENUE BETWEEN SANTA FE AVENUE AND THE PUBLIC ALLEY 3 4 5 6 WHEREAS, the City Council of the City of Vernon may, 7 pursuant to ~22503 of the California Vehicle Code, provide for 8 angle parking on a public street; and 9 WHEREAS, the Public Works Director has indicated by 10 letter dated November 27, 1978 that there exists a need for 11 angle parking along the northerly side of 30th Street immediately 12 easterly of Santa Fe Avenue within the City limits of the City 13 of Vernon. 14 NOW, THEREFORE, BE IT-ORDAINED BY THE CITY COUNCIL OF 15 THE CITY OF VERNON AS FOLLOWS: 16 SECTION 1: Section 17.15 is hereby added to the Vernon 17 City Code and shall read as follows: "Section 17.15. Angled Parking On 30th Street. That the City Council of the City of Vernon does hereby establish angle parking along the north side of 30th Street easterly of Santa Fe Avenue between Santa Fe Avenue to the Public Alley as more specifically indicated on the map attached hereto as Exhibit "A" and incorporated herein by this reference as though fully set forth at length." SECTION 2: Any person violating any of the provisions of this Article shall be deemed guilty of a misdemeanor, and each 24 25 26 1 such person shall be deemed guilty of a separate offense for each 2 and every day or portion thereof during which any violation of 3 any of the provisions of this Article is committed, continued, or 4 permitted, and upon conviction of any such violation such person 5 shall be punishable by a fine of not more than $500 or by imprison 6 ment for not more than six (6) months, or by both such fine and 7 imprisonment. 8 SECTION 3: There being no newspaper of general circu1a- 9 tion printed, published and circulated in the City of Vernon, the 10 City Clerk is hereby directed to certify to the passage of this 11 ordinance, and shall post the same, or cause the same to be 12 posted, in three of the most public places in said City, to wit: 13 The northwest corner of 38th Street and Santa Fe Avenue; the 14 northeast corner of Leonis Boulevard and Pacific Boulevard; and 15 on the bulletin board in the lobby of the City Hall of said City, 16 located at 4305 Santa Fe Avenue, all in the City of Vernon, Los 17 Angeles County, California. 18 APPROVED AND ADOPTED this~Othday of February, 1979 19 :;th~1-'-U<- u.. 1L:I<t4.'7;'CC-- THOMAS A. CALIFORNIA 90058 November 27, 1978 IN REPLY REFER TO, G-lb Honorable City Council City of Vernon Vernon, California Gentlemen: Recently the City Administrator and the Director of Public Works/Building met with Mr. Patrick Darcy of Olympic Machinery Company Inc., 2916 Santa Fe Avenue, Vernon. The company is located on the northeast corner of Santa Fe Avenue and 30th Street. Mr. Darcy continues to report a parking problem. The building occupies the entire lot and there is no off-street parking at this address. In 1976, there were complaints of impaired access due to perpendicular parking and waiting trucks. In order to improve access to property, manholes, fire hydrants, utility services and comply with the Vehicle Code, 30th Street was signed for parallel parking only. A study showed that there were sufficient off-street spaces to accommodate the difference between parallel parking and perpendicular parking (about twenty spaces) . Arrangements among property owners to accommodate each other in the use of off-street, private parking have not occurred or have changed. Spaces on a public street cannot be assigned to a specific company. However, Vehicle Code Section 22503 provides that local authorities may by ordinance permit angle parking. The Council may desire to instruct the City Attorney to prepare an ordinance to allow perpendicular parking on the north side of 30th Street between Santa Fe Avenue to the public alley, except at doorways the owner wishes to be accessible a distance of approximately 150 feet.
