ORDINANCE NO. 889

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON, AMENDING THE CODE OF THE CITY OF
VERNON, CALIFORNIA 1959, BY AMENDING SECTIONS
7.9-1 and 7.9-4 OF SAID CODE, ESTABLISHING
THE REGULATIONS FOR THE INSTALLATION, ARRANGE-
MENT, ALTERATION, REPAIR, USE AND OPERATION OF
ELECTRICAL WIRING, CONNECTIONS, FIXTURES, AND
OTHER ELECTRICAL APPLIANCES AND EQUIPMENT ON
PREMISES WITHIN THE CITY OF VERNON; ADOPTING
BY REFERENCE THE NATIONAL ELECTRIC CODE 1978
EDITION; PRESCRIBING PENALTIES FOR THE VIOLATION
OF ANY PROVISION OF THIS ORDINANCE AND REPEALING
ALL ORDINANCES AND PARTS OF ORDINANCES IN CON-
FLICT THEREIN

10 WHEREAS, the 1978 Edition of the National Electrical
11 Code was adopted by the National Fire Protection Association and
12 by the American National Standard Institute; and
13 WHEREAS, the Public Works Director by letter dated
14 January 16, 1979, has recommended that the City Council of the
15 City of Vernon amend Section 7.9 of the Vernon City Code and
16 adopt said 1978 Edition of the National Electrical Code; and
17 WHEREAS, the City Council of the City of Vernon is
18 authorized, pursuant to ~50022.2 of the California Government
19 Code, to adopt by reference said code.
20 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
21 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: That Section 7.9-1 is hereby amended to read

23 as follows:
"Section 7.9-1. National Electrical Code-Adoption by
25 Reference.
26 The National Electrical Code, 1978 Edition,
27 copyrighted 1977, by the National Fire Protection
28 Association, except as provided for in this

Article, is hereby adopted as the Electrical
Code of the City of Vernon."
SECTION 2: That Section 7.9-4 is hereby amended to read
as follows:
"Section 7.9-4. Administrative Authority-Designated.
The office of the Administrative Authority
is the City Council of the City of Vernon. The
Director of Public Works/Building is hereby
authorized and directed to enforce all the pro-
visions of this Code. For such purpose he shall
have the power of a police officer.
SECTION 3: All other ordinances or parts of ordinances
thereof in conflict with this Ordinance are hereby repealed.
SECTION 4: Any person, firm, or corporation violating any
of the provisions of this Article shall be deemed guilty of a mis-
demeanor, and each such person shall be deemed guilty of a
separate offense for each and every day or portion thereof during
which any violation of any of the provisions of this Article is
committed, continued, or permitted, and upon conviction of any
such violation such person shall be punishable by a fine of not
more than $500 or by imprisonment for not more than six (6) months
or by both such fine and imprisonment.
SECTION 5: Every violation of this Article is declared
to be a public nuisance.
SECTION 6: A public hearing shall be convened by the
City Council on February 20, 1979 at 2:00 p.m., or as soon there-
after as the matter may be heard, at the Council Chambers of the
Vernon City Council located at 4305 Santa Fe Avenue, Vernon,

California, for the purpose of considering adoption of the 1978
2 Edition of the National Electrical Code. The City Clerk shall

post a notice of said hearing, in the same manner as provided for
4
the posting of ordinances, stating that said hearing shall be
5
conducted, the purpose of said hearing, and the copies of said
6
Code are on file with the City Clerk and are available for
7
public inspection. Such notice shall also be published in
8
accordance with Government Code ~6060 in the Los Angeles Daily
9
Journal which the City Council finds to be a newspaper of general
10
circulation nearest to the City most appropriate for this
11
purpose.

SECTION 7: There being no newspaper printed, published
13 and circulated in the City of Vernon, the City Clerk is hereby
14 directed to certify to the passage of this Ordinance and shall
15 post the same, or cause the same to be posted, in three of the
16
most public places in the City of Vernon, to wit: the northwest
17
corner of 38th Street and Santa Fe Avenue, the northeast corner
18
of Leonis Boulevard and Pacific Boulevard, and on the bulletin
19
board in the lobby of the City Hall of said City, located at 4305
20

Santa Fe Avenue, all in the City of Vernon, County of Los Angeles,
State of California; that this Ordinance shall be in full force
22
and effect thirty (30) days from and after the final passage of
23 the same.
