AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON ADDING SECTION 22.89 TO THE CODE OF
THE CITY OF VERNON, CALIFORNIA 1959, ENABLING
THE CITY COUNCIL OF THE CITY OF VERNON TO
ESTABLISH FRANCHISE FEES FROM TIME TO TIME BY
RESOLUTION

7 WHEREAS, the Public Works/Building Director, by letter
8 dated September 5, 1979, has recommended that the City Council of
9 the City of Vernon add Section 22.89 to the Vernon City Code.
10 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
11 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does
13 hereby find and determine that the recitals contained hereinabove
14 are true and correct.

SECTION 2: That Section 22.89 is hereby added to the
16 Vernon City Code and shall read as follows:
17
"Sec. 22.89. Franchises - Fees
18
The schedule of franchise fees shall be those
19
established and adopted by the City Council
20
from time to time. Before a franchise is
21
granted, the franchisee shall deposit with the
22
City Clerk for payment to the City, cash or
23
check, the fee for granting the franchise,
24
in accordance with the franchise. The
25
franchisee shall also deposit annually on
26
the anniversary date of the franchise for
27
each year thereafter during the term of the
28
franchise, with the City Clerk for payment

to the City, cash or check, the annual fee
2
for the franchise for one (1) year, in
3
accordance with the franchise."

SECTION 3: Any person, firm, or corporation violating
5 any of the provisions of this Article shall be deemed guilty of a
6 misdemeanor, and each such person shall be deemed guilty of a
7 separate offense for each and every day or portion thereof during
8 which any violation of any of the provisions of this Article is
9 committed, continued, or permitted, and upon conviction of any
10 such violation such person shall be punishable by a fine of not
11 more than Five Hundred Dollars ($500.00) or by imprisonment for
12 not more than six (6) months, or by both such fine and imprison-
13 ment.

SECTION 4: There being no newspaper printed, published
15 and circulated in the City of Vernon, the City Clerk is hereby
16 directed to certify to the passage of this Ordinance and shall
17 post the same, or cause the same to be posted, in three of the
18 most public places in the City of Vernon, to wit: the northwest
20 of Leonis Boulevard and Pacific Boulevard, and on the bulletin
19 corner of 38th Street and Santa Fe Avenue, the northeast corner
21 board in the lobby of the City Hall of said City, located at 4305
22 Santa Fe Avenue, all in the City of Vernon, County of Los Angeles,
23 State of California; that this ordinance shall be in full force an
24 effect thirty (30) days from and after the final passage of the
26
25 same.
