Ordinance No. 898 .. 1 ORDINANCE NO. 898 2 3 AN ORDINANCE OF THE CITY OF VERNON AMENDING SECTION 2 OF ORDINANCE NO. 895 PROVIDING FOR RATES TO BE CHARGED FOR ELECTRICAL ENERGY DISTRIBUTED AND SUPPLIED BY SAID CITY WITHIN ITS BOUNDARIES AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH 4 5 6 7 WHEREAS, the City Council of the City of Vernon adopted 8 . Ordinance No. 895 on March 4, 1980; and 9 WHEREAS, the City Council of the City of Vernon finds 10 it necessary to amend Exhibit "H" and add Exhibit "N" to Section 11 2 of Ordinance No. 895, Schedule OL-l (Outdoor Area Lighting 12 Service) and Schedule TC-l (Traffic Control Service), respectively 13 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON 14 DOES ORDAIN AS FOLLOWS: 15 SECTION 1: Section 2 is hereby amended to read as 16 follows: 17 SECTION 2: General Rates 18 Those rates, terms and conditions set forth in the 19 attached exhibits referenced and identified below, are hereby 20 incorporated by reference and made a part hereof as though fully 21 set forth at length and are hereby adopted as the City's rates, 22 terms and conditions for the distribution of the electrical energy 23 supplied by the City for certain classes of service: 24 SCHEDULE NO. Not more than one new wood pole will be installed and no more than one span of conductor per luminaire wil be installed. No new transformer capacity or primary distribution will be installed in order to provide this service. 2. Where the customer requests the installation of other than the standard equipment furnished by the Company and such requested equipment is acceptable to the Company, the Company will install the requested equipment provided the customer agrees to advance the estimated difference in cost installed between such equipment and standard equipment. Advances made for this purpose will not be refunded. Facilities installed in connection with such agreements become and remain the sole property of the Company. 3. This service will be in accordance with Company's specifications as to equipment, installation, maintenance, and operation. 4. The Company will replace lamps on a scheduled basis, and individual lamps will be replaced upon service failure, as soon as practical after notification by the customer, subject to Company's operating schedules. 5. A written contract for a term of one year will be required by the Company when service is first established under this schedule. 6. This service will be furnished only where the in- stallation is considered by the Company to be of a permanent and established character. EXHIBIT "H" 1 7. Removal or Modification of Equipment: Where area 2 lighting service and facilities were ordered removed or modified 3 by a customer and such service and facilities, or their equivalent 4 are ordered reinstalled within 36 months from the date of the 5 order to remove or to modify, the customer shall pay to the 6 Company in advance of reinstallation a nonrefundable amount equal 7 to the cost of removal or modification of the prior facilities and . 8 the estimated cost of each reinstallation. Facilities removed or 9 installed remain the sole property of the Company. 10 8. Energy Cost Adjustment: The rates above for all 11 night service are subject to adjustment as provided for in Part G 12 of the Preliminary Statement. The applicable energy cost ad- 13 justment billing factors and fuel collection balance adjustment 14 billing factor set forth therein will be applied to 10 KWH per 15 16 month per 1,000 lumens for mercury vapor lamps and to 4 KWH per month per 1,000 lumens for high pressure sodium vapor lamps. 17 9. Energy Curtailment Service: 18 a. Where the customer requests the installation and/ 19 or removal of equipment in order to obtain Energy Curtailment 20 Service, and such request is acceptable to the Company, the Compan 21 will comply with such request provided the customer first agrees 22 to advance the estimated cost installed of any additional equip- 23 ment required and/or the removal cost of any equipment currently 24 installed. Such advances will not be refunded. Facilities in- 25 stalled in connection with such requests become and remain the 26 sole property of the Company. 27 b. Under the Company's midnight (PST) or equivalent 28 service operating schedule, approximately 2,090 hours of service EXHIBIT "H" 20 21 23 ?4 25 26 27 28 1 per year will be furnished. 2 c. Facilities charges shall be applicable under this 3 schedule only when the Company has been requested to discontinue 4 the existing service by the customer and the customer has 5 stipulated that the facilities are to be left in place for future 6 use. 7 d. The rates above for midnight or equivalent 8 . services are subject to adjustment as provided for in Part G of 9 the Preliminary Statement. The applicable energy cost adjustment 10 billing factors and fuel collection balance adjustment billing 11 factor set forth therein will be applied to 5 KWH per month per 12 1,000 lumens for mercury vapor lamps and to 2 KWH per month per 13 1,000 lumens for high pressur~ sodium vapor lamps. 14 15 16 17 18 19 22 EXHIBIT "H" ~ 1 VERNON SCHEDULE NO. TC-l 2 TRAFFIC CONTROL SERVICE 3 4 APPLICABILITY 5 Applicable to single-phase service for traffic 6 directional signs or traffic signal systems located on streets, 7 highways and other public thoroughfares and to railway crossing 8 . and track signals. 9 TERRITORY 10 Within the City limits of the City of Vernon. 11 RATES 12 PER METER PER MONTH 13 14 CUSTOMER CHARGE:" $ 4.00 15 16 ENERGY CHARGE (to be added to Customer Charge) : All KWH, per KWH 4.203~ 17 MINIMUM CHARGE: 18 The monthly minimum charge shall be the monthly Customer 19 Charge. 20 21 SPECIAL CONDITIONS 1. Voltage: Service will be supplied at one standard 22 voltage not in excess of 240 volts or, at the option of the 23 Company, at 240/480 volts, three wire, single phase. 24 2. Energy Cost Adjustment: The rates above are subject to adjustment as provided for in Part G of the Preliminary 25 26 Statement. The applicable energy cost adjustment billing factors 27 and fuel collection balance adjustment billing factor set forth 28 therein will be applied to KWH billed under this schedule.
