AN ORDINANCE OF THE CITY OF VERNON REGULATING THE
DESIGN, CONSTRUCTION, INSTALLATION, QUALITY OF
MATERIALS, LOCATION, OPERATION AND MAINTENANCE
OF HEATING, VENTILATING, COOLING, REFRIGERATION
SYSTEMS, INCINERATORS, AND OTHER MISCELLANEOUS
HEAT-PRODUCING APPLIANCES OR EQUIPMENT ON PREMISES
WITHIN THE CITY OF VERNON, AND ADOPTING THE UNIFORM
MECHANICAL CODE, 1979 EDITION, AND REPEALING ALL
ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT

WHEREAS, the Uniform Mechanical Code, 1979 Edition, was
9
published jointly by the International Association of Plumbing
10
11
and Mechanical Officials and the International Conference of
Building Officials; and
12
WHEREAS, Arthur E. Nelson, Director of Public Works/
13
Building, by memo dated June 4, 1980, has recommended that the
14
City Council of the City of Vernon adopt the Uniform Mechanical
15
Code, 1979 Edition, except as provided in this Article, published
16
jointly by the International Association of Plumbing and Mechanical
17
Officials and the International Conference of Building Officials;
18
and
19
WHEREAS, the City Council of the City of Vernon is
20
authorized pursuant to ~50023.2 of the California Government Code
21
to adopt by reference said Code.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
23
THE CITY OF VERNON AS FOLLOWS:

SECTION 1: Section 7.58 of the Vernon City Code is hereb
25
amended to read as follows:

"Section 7.58. Uniform Mechanical Code-
Adoption by Reference.

The Uniform Mechanical Code, 1979 Edition,
1 published jointly by the International Association
2 of Plumbing and Mechanical Officials and the
3 International Conference of Building Officials,
4 except as provided in this Article, is hereby
5 adopted as the Mechanical Code of the City of
6 Vernon."
7 SECTION 2: Section 7.59 of the Vernon City Code is
8 hereby amended to read as follows:
9 "Section 7.59. Amendments.
10 The Uniform Mechanical Code, 1979 Edition,
11 is hereby amended as follows:
12 (A) Section 203 is hereby deleted.
13 (B) Section 304(b) is hereby amended to
14 read as follows:
15 'PLAN REVIEW FEES'
16 Section 304(b). When a plan or other data
17 are required to be submitted by Subsection
18 (b) of Section 302, a plan review fee shall
19 be paid at the time of submitting plans and
20 specifications for review. The plan review
21 fees for mechanical work shall be equal to
22 65 percent of the total permit fee as set
23 forth in Table No.3-A. When plans are in-
24 complete or changed so as to require ad-
25 ditional plan review, an additional plan
26 review fee shall be charged at the rate
27 shown in Table 3-A.
28 (C) Table No. 3-A - Mechanical Permit Fees

is hereby amended to read as follows:
A fee for each mechanical permit shall be
paid to the City Clerk as set forth by
resolution of the City Council.
(D) Section 806(a) is amended to add as
follows:
3. With clearance from automatic fire
sprinkler heads as specified in the Uniform
Building Code Standard 38-1.
(E) Section 1518 is amended to add as
follows:
Section l5l8(d). Refrigerant Diffuser System.
Refrigerant Diffuser System containing 100
pounds or more of a Group 2 refrigerant shall
be equipped with an approved Fire Department
Diffuser as specified in the Fire Prevention
Code. The discharge system shall be de-
signed and constructed as required by Section
l5l8(a) except that the discharge pipe from
the emergency control box shall connect to
the Fire Department Diffuser. In this case,
the emergency control box required by sub-
section (c) above shall be provided with a
permanent label on the outside cover reading:
'FOR FIRE DEPARTMENT USE ONLY,' and the name
of the refrigerant in the system."
SECTION 3: Public Hearing.
A public hearing shall be convened by the City Council on

July 15, 1980, at 2:00 p.m., or as soon thereafter as the matter
may be heard, at the Council Chambers of the Vernon City Council
located at 4305 Santa Fe Avenue, Vernon, California, for the
purpose of considering adoption of the 1979 Edition of the Uniform
Mechanical Code. The City Clerk shall post a notice of said
hearing, in the same manner as provided for the posting of
ordinances, stating that said hearing shall be conducted and the
purpose of said hearing and stating that the copies of said Code
are on file with the City Clerk and are available for public in-
spection. Such notice shall also be published in accordance with
Government Code ~6060 in the Los Angeles Daily Journal, which
the City Council finds to be a newspaper with general circulation
nearest to the City most appropriate for this purpose.
SECTION 4: Ordinance Posting.
There being no newspaper printed, published and
circulated in the City of Vernon, the City Clerk is hereby directe
to certify to the passage of this Ordinance and shall post
or cause the same to be posted, in three of the most public places
ln the City of Vernon, to wit: the northwest corner of 38th Stree
and Santa Fe Avenue, the northeast corner of Leonis Boulevard and
Pacific Boulevard, and on the bulletin board in the lobby of the
City Hall of said City, located at 4305 Santa Fe Avenue, all in
the City of Vernon, County of Los Angeles, State of California;
and that this Ordinance shall be in full force and effect thirty
(30) days from and after the final passage of the same.

day of October, 1980, at 2:00 o'clock p.m., or as soon thereafter as the matter
may be hea rd, in the City Counc i 1 Chamber of the City of Vernon, 1 oca ted at
4305 Santa Fe Avenue, Vernon, California, for the purpose of considering adoptio
of the 1979 Edition of the Uniform Mechanical Code.
The City Clerk shall post a notice of said hearing, in the same manner as
provided for the posting of ordinances, stating that said hearing shall be con-
ducted, the purpose of said hearing, and the copies of said Code are on file
with the City Clerk and are available for public inspection.
Such notice shal also be published in accordance with Government Code
