ORDINANCE NO. 904
AN ORDINANCE OF THE CITY OF VERNON ADOPTING
THE UNIFORM FIRE CODE, 1979 EDITION, INCLUDING
APPENDICES A THROUGH I, PRESCRIBING REGULATIONS
GOVERNING CONDITIONS HAZARDOUS TO LIFE AND
PROPERTY FROM FIRE OR EXPLOSION, AND ESTABLISHING
A BUREAU OF FIRE PREVENTION AND PROVIDING
OFFICERS THEREFOR AND DEFINING THEIR POWERS AND
DUTIES, AND REPEALING ALL ORDINANCES AND PARTS
OF ORDINANCES IN CONFLICT THEREWITH
8 WHEREAS, the Uniform Fire Code, 1979 Edition, including
9 Appendices A through I, was copyrighted by the International
10 Conference of Building Officials and Western Fire Chiefs
11 Association; and
12 WHEREAS, George F. Bass, Fire Chief, by memo dated
13 September 2, 1980, has recommended that the City Council of the
14 City of Vernon adopt the Uniform Fire Code, 1979 Edition, in-
15 cluding Appendices A through I, except as provided in this
16 Article, copyrighted by the International Conference of Building
17 Officials and Western Fire Chiefs Association; and
18 WHEREAS, the City Council of the City of Vernon is
19 authorized pursuant to ~50023.2 of the California Government
20 Code to adopt by reference said Code.
21 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
22 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: Section 7.61 of the Vernon City Code is
24 hereby amended to read as follows:

"Section 7.61. Uniform Fire Code-
Adoption by Reference.
The Uniform Fire Code, 1979 Edition,
including Appendices A through I copyrighted

Officials and the Western Fire Chiefs
Association, except as provided in this
Article, is hereby adopted as the Fire Code
of the City of Vernon."
SECTION 2: Section 7.62 of the Vernon City Code is
7 hereby amended to read as follows:

"Section 7.62. Definitions.
(a) Wherever the word 'jurisdiction'
is used in the Uniform Fire Code, it shall
be held to mean the City of Vernon.
(b) Wherever the term 'Corporation
Counsell is used in the Uniform Fire Code,
it shall be held to mean the Attorney for
the City of Vernon."
SECTION 3: Section 7.63 of the Vernon City Code is

"Section 7.63. Establishing of Limits of
Districts in which Storage of
Flammable or Combustible
Liquids in Outside Above Ground
Tanks is to be Prohibited.
The limits referred to in Section 79.201
of the Uniform Fire Code, 1979 Edition, in
which storage of flammable or combustible
liquids in outside above ground tanks is pro-
hibited, are hereby established as follows:
'Within the City Limits of the City of Vernon.'"
SECTION 4: Section 7.64 of the Vernon City Code is

"Section 7.64. Amendments.
The Uniform Fire Code, 1979 Edition, is
hereby amended as follows:
(a) Section 2.302 is hereby amended to
read as follows:
Allowance of Variance or Exception
from Requirements of Code
Section 2.302. All requests for variances
and/or exceptions from the requirements of
the Uniform Fire Code shall conform to the
provisions of Chapter 7, Article IX, of the
Vernon City Code.
(b) Section 79.212 is hereby amended to
read as follows:
Design and Construction of Tanks
Section 79.212. Tanks larger than 50,000
gallons shall be built in accordance with
nationally recognized engineering practice.
Tanks tested and listed as underground
storage tanks by a nationally recognized
testing agency may be considered as meeting
the requirements of this section. Used
tanks shall be approved by the Chief prior
to installation."
SECTION 5: Section 7.65 of the Vernon City Code is
26 hereby amended to read as follows:

"Section 7.65. New Materials, Processes or
Occupancies Which May Require
Permits.

1 The Director of Community Services, the
2 Fire Chief and the Chief of the Bureau of Fire
3 Prevention shall act as a committee to de-
4 termine and specify, after giving affected
S persons an opportunity to be heard, any new
6 materials, processes or occupancies, which
7 shall require permits, in addition to those
8 now enumerated in said Code. The Chief of
9 the Bureau of Fire Prevention shall post such
10 list in a conspicuous place in his office, and
11 distribute copies thereof to interested persons."
12 SECTION 6: Section 7.66 of the Vernon City Code is
13 hereby amended to read as follows:
14 "Section 7.66. Ordinance Repealed.
IS Ordinance No. 878 and all ordinances
16 amendatory thereto and all ordinances or
17 parts of ordinances in conflict with this
18 Ordinance are hereby repealed."
19 SECTION 7: Public Hearing.
20 A public hearing shall be convened by the City Council
21 on September 16, 1980 at 2:00 p.m., or as soon thereafter as the
22 matter may be heard at the Council Chambers of the Vernon City
23 Council located at 4305 Santa Fe Avenue, Vernon, California, for
24 the purpose of considering the adoption of the 1979 Edition of
2S the Uniform Fire Code including Appendices A through I. The
26 City Clerk shall post a notice of said hearing in the same
27 manner as provided for the posting of ordinances, stating that
28 said hearing shall be conducted, the purpose of said hearing, and

1 the copies of said Code are on file with the City Clerk and are
2 available for public inspection. Such notice shall also be
3 published in accordance with Government Code ~6060 in the Los
4 Angeles Daily Journal, which the City Council finds to be a
S newspaper of general circulation nearest to the City most
6 appropriate for this purpose.

SECTION 8: Ordinance Posting.
8 There being no newspaper printed, published and
9 circulated in the City of Vernon, the City Clerk is hereby
10 directed to certify to the passage of this Ordinance and shall
11 post the same, or cause the same to be posted, in three of the
12 most public places in the City of Vernon, to wit: the northwest
13 corner of 38th Street and Santa Fe Avenue, the northeast corner
14 of Leonis Boulevard and Pacific Boulevard; and on the bulletin
IS board in the lobby of the City Hall of said City, located at
16 4305 Santa Fe Avenue, all in the City of Vernon, County of Los
17 Angeles, State of California, that this ordinance shall be in
18 full force and effect thirty (30) days from and after the final
19 passage of the same.
