ORDINANCE NO. 912
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON AMENDING SECTION 2.35 OF THE CODE
OF THE CITY OF VERNON, CALIFORNIA, 1959 TO
PROVIDE FOR THE COMPENSATION OF LIBRARY
TRUSTEES SERVING ON THE BOARD OF LIBRARY
TRUSTEES AND REPEALING ALL ORDINANCES AND
PARTS OF ORDINANCES IN CONFLICT THEREWITH
7 WHEREAS, the City Council of the City of Vernon
8 pursuant to the laws of the State of California and by adoption
9 of Ordinance No. 525 established and provided for the maintenanc
10 of a public library within the city limits of the City of Vernon;
11 and
12 WHEREAS, the Education Code of the State of California
13 has been reorganized by the state legislature and the underlying
14 state law for municipal libraries is provided for in ~~18900-l89 5
15 rather than ~2730l et ~. as indicated in footnote 5 of Chapter
16 2 of Article V of said Code entitled "Public Library"; and
17 WHEREAS, the City Council of the City of Vernon
18 designated the Board of Library Trustees to consist of five (5)
19 members to be appointed by the Mayor by and with the consent
20 of the City Council of the City of Vernon; and
21 WHEREAS, said Trustees hold office for three (3) years;
22 and
23 WHEREAS, ~18911 of the Education Code (reorganized)
24 provides, in part, as follows:
25 "The legislative body of the municipality
may, by ordinance, provide for the compensation
26 of such trustees; provided that the respective
compensation for such trustees shall not exceed
27 fifty dollars ($50) per month."

1 WHEREAS, the City Council of the City of Vernon intends
2 to establish, by ordinance, compensation for such Library
3 Trustees serving on the Board of Library Trustees at fifty
4 dollars ($50) per month in recognition of the time and effort
5 they have expended in serving as said Trustees; and
6 WHEREAS, the City Council of the City of Vernon finds
7 it necessary to amend Section 2.35 of the Code of the City of
8 Vernon, California, 1959 to provide for said compensation to
9 Library Trustees.
10 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON
11 DOES ORDAIN AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon
13 hereby finds and determines that the recitals contained herein-
14 above are true and correct.

SECTION 2: That the City Council of the City of Vernon
16 hereby amends Section 2.35 of the Code of the City of Vernon,
17 California, 1959 to read as follows:

"Sec. 2.35. Board of Library Trustees -
Terms of Office and Compensation.
Library trustees shall severally hold
office for three (3) years, unless removed
before the expiration of three (3) years'
term by resolution of the city council. The
members of the first board appointed shall
so classify themselves by lot that one of
their number shall go out of office at the
end of the current fiscal year, two (2) at the
end of one (1) year thereafter and the other
two (2) at the end of two (2) years thereafter.
Library trustees serving on the Board of
Library Trustees shall be compensated with
the sum of $50.00 per month provided that said
Trustees attend at least one (1) meeting per
month."
SECTION 3: That any ordinance or portion thereof in

1 conflict with this Ordinance is hereby repealed.

SECTION 4: There being no newspaper of general
3 circulation printed, published and circulated in the City of
4 Vernon, the City Clerk is hereby directed to certify to the
5 passage of this Ordinance, and shall post the same, or cause
6 the same to be posted, in three of the most public places in
7 said City, to wit: the northwest corner of 38th Street and
8 Santa Fe Avenue; the northeast corner of Leonis Boulevard and
10 City Hall of said City, located at 4305 Santa Fe Avenue, all in
9 Pacific Boulevard and on the bulletin board in the lobby of the
11 the City of Vernon, Los Angeles County, California.
