Ordinance No. 921 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ORDINANCE NO. 921 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING THE CODE OF THE CITY OF VERNON, CALIFORNIA 1959, BY ADDING SECTION 16.14-1 TO CHAPTER 16 PROHIBITING THE OPERATION, PARKING OR STANDING OF ANY SEMI- TRAILER UPON OR ALONG ANY PUBLIC STREET IN THE CITY OF VERNON, UNLESS THE SAME IS BEING USED IN CONJUNCTION WITH A MOTOR VEHICLE, AND SO OPERATED, PARKED OR STANDING THAT SOME PART OF ITS WEIGHT, AND/ OR THAT OF ITS LOAD, RESTS UPON, OR IS CARRIED BY, ANOTHER VEHICLE, EQUIPPED WITH INFLATED , PNEUMATIC TIRES AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH WHEREAS, persons and businesses owning and operating semi-trailers have been leaving said semi-trailers unattended and parked upon City streets; and WHEREAS, the parking of said semi-trailers on City streets prevents the free flow of traffic; and WHEREAS, there is an urgency in adopting this Ordinance for the immediate preservation of the public peace, health, safety, comfort, convenience and general welfare of the City of Vernon and its inhabitants. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS FOLLOWS: SECTION 1: That Section 16.14-1 is hereby added to Chapter 16 of the Code of the City of Vernon, California 1959 and shall read as follows: "Sec. 16.14-1. Prohibiting the Operation, Parking or Standing of Any Semi-Trailer Upon or Along Any Public Street in the City of Vernon; Exception 1 (a) It shall be unlawful for any person 2 to operate, park or leave standing any semi- 3 trailer upon or along any public street in the 4 City of Vernon, unless the same is at such time 5 being used in conjunction with a motor vehicle 6 and so constructed that some part of its weight 7 and that of its load rests upon or is carried 8 by another vehicle equipped with inflated 9 pneumatic tires. 10 (b) A semi-trailer is defined as a 11 vehicle designed for carrying persons or 12 property and having one or more axles, and 13 one or more wheels, used in connection with 14 a motor vehicle, and so constructed that some 15 part of its weight, and that of its load, 16 rests upon, or is carried by, another vehicle." 17 SECTION 2: Any person, association of persons or 18 corporation who is in violation of any of the provisions set 19 forth in this Ordinance shall be deemed guilty of a traffic 20 infraction, and upon conviction thereof shall be punished upon 21 a first conviction by a fine not exceeding fifty dollars ($50.00), 22 and for a second conviction within a period of one (1) year by 23 a fine not exceeding one hundred dollars ($100.00), and for a 24 third or any subsequent conviction within a period of one (1) 25 year by a fine not exceeding two hundred fifty dollars ($250.00). 26 SECTION 3: That the City Council of the City of Vernon 27 hereby declares that there exists an urgency in adopting this 28 Ordinance, and therefore this Ordinance shall be effective --2- 17 18 19 20 21 22 23 24 25 26 27 28 1 2 3 4 immediately upon the approval of a majority of the City Council of the City of Vernon and thenceforth the same shall be in full force and effect. SECTION 4: All ordinances or parts of ordinances in 5 conflict with this Ordinance are hereby repealed. 6 SECTION 5: There being no newspaper printed, published 7 or circulated in the City of Vernon, the City Clerk is hereby 8 directed to certify to the passage of this Ordinance and shall 9 post the same, or cause the same to be posted, in three (3) 10 of the most public places in the City of Vernon, to wit: the 11 northwest corner of 38th Street and Santa Fe Avenue; the 12 northeast corner of Leonis Boulevard and Pacific Boulevard, 13 and on the bulletin board in the lobby of the City Hall of 14 said City, located at 4305 Santa Fe Avenue, all in the City of 15 Vernon, County of Los Angeles, State of California. 16 APPROVED AND ADOPTED this 1st day of December, 1981. , ~.
