ORDINANCE NO. 936
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON REPEALING ORDINANCE NO. 913 AND PROVIDING
FOR SALARY AND EXPENSE ALLOWANCE FOR MEMBERS OF
THE CITY COUNCIL OF THE CITY OF VERNON
6 WHEREAS, Ordinance No. 913 was enacted July 21, 1981,
7 which provided that each member of the City Council was to receiv
8 a salary of Two Hundred and One Dollars and Two Cents ($201.02)
9 per month; and
10 WHEREAS, Section 36516 of the Government Code of the
11 State of California provides salaries for the members of the City
12 Council; and
13 WHEREAS, Section 36516.2 of the Government Code of the
14 State of California provides for increases in salaries for the
15 members of the City Council not to exceed five percent (5%) for
16 each calendar year; and
17 WHEREAS, the City of Vernon is a City with fewer than
18 35,000 people in population, and pursuant to Section 36516,
19 paragraph (a) of the Government Code as increased by Section
20 36516.2 of the Government Code may establish a salary by Ordinanc
21 up to and including Two Hundred Twenty-One Dollars and Sixty-Two
22 Cents ($221.62) per month; and
23 WHEREAS, Section 36514.5 of the Government Code of the
24 State of California provides that members of the City Council may
25 be reimbursed for actual and necessary expenses incurred in the
26 performance of official duties; and
27 WHEREAS, the actual and necessary expenses incurred by
28 Councilmen for the City of Vernon in the performance of their
1 official duties is at least equivalent to, if not greater than,
2 One Hundred Seventy-Five Dollars ($175.00) per month.
3 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON
4 DOES ORDAIN AS FOLLOWS:
5 SECTION 1: That the City Council of the City of Vernon
6 does hereby determine and order that each member of the City
7 Council of the City of Vernon shall receive a salary of
8 Two Hundred Twenty-One Dollars and Sixty-Two Cents ($221.62)
9 per month for their duties as members of the City Council.
10 SECTION 2: That the City Council of the City of Vernon
11 does hereby find and determine that the actual and necessary
12 expenses incurred by the City Councilmen for the City of Vernon
13 in the performance of their official duties is at least equal to,
14 if not greater than, One Hundred Seventy-Five Dollars ($175.00)
15 per month and orders that each member of the City Council of the
16 City of Vernon shall receive a monthly expense allowance of One
17 Hundred Seventy-Five Dollars ($175.00) per month as reimbursement
18 for actual and necessary expenses incurred in their duties as
19 members of the City Council.
20 SECTION 3: That pursuant to Section 36516.5 of the
21 Government Code, the change in compensation provided for herein
22 shall not apply to a Councilman during his term in office; how-
23 ever, the City Council of the City of Vernon finds that the terms
24 of office are staggered terms, and upon the occasion of anyone
25 or more members of the City Council of the City of Vernon becoming
26 eligible for the salary increase provided for in this Ordinance,
27 said compensation shall be adjusted for all members of said City
28 Council and the increase in salary provided for herein shall take

1 full force and effect upon said date.

SECTION 4: Ordinance No. 913 and all ordinances or
3 parts of ordinances in conflict herewith are hereby repealed.

SECTION 5: There being no newspaper printed, published
5 and cirulcated in the City of Vernon, the City Clerk is hereby
6 directed to certify to the passage of this Ordinance and shall
7 post the same or cause the same to be posted in three (3) of the
8 most public places in the City of Vernon, to wit: the northwest
9 corner of 38th Street and Santa Fe Avenue, the northeast corner
10 of Leonis Boulevard and Pacific Boulevard, and on the bulletin
11 board in the lobby of the City Hall of said City, located at
12 4305 Santa Fe Avenue, all in the City of Vernon, County of Los
13 Angeles, State of California; that this Ordinance shall be in
14 full force and effect thirty (30) days from and after said
15 posting.
