ORDINANCE NO. 937
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON AMENDING THE CODE OF THE CITY OF
VERNON, CALIFORNIA 1959 BY REPEALING SUBSECTION
(b) OF SECTION 4A.5 AND SECTION 4A.6 AND ADDING
A NEW SUBSECTION (b) TO SECTION 4A.5 AND A NEW
SECTION 4A.6 REGULATING EMERGENCY BURGLAR AND
ALARM SYSTEMS; PROVIDING FOR THE ISSUANCE OF
PERMITS AND COLLECTION OF FEES THEREFOR, AND
PROVIDING FOR PENALTIES AND REPEALING ALL
ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
THEREWITH
9 WHEREAS, the City Council of the City of Vernon adopted
10 Ordinance No. 935 on May 17, 1983; and
11 WHEREAS, the City Council of the City of Vernon finds
12 it unnecessary to require that an alarm user disclose information
13 pertaining to conviction of a felony, or any crime involving
14 theft or embezzlement or to deny said alarm user an alarm system
15 permit if said alarm user has been convicted of a felony, or any
16 crime involving theft or embezzlement; and
17 WHEREAS, the City Council of the City of Vernon finds
18 and determines that the elimination of the restrictions contained
19 in Ordinance No. 935, Section 4A.5(b) (3) and Section 4A.6 (2)
20 are unduly restrictive and are unnecessary.
21 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
22 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: That the City Council of the City of Vernon
24 hereby finds and determines that the recitals contained herein-
25 above are true and correc t .

SECTION 2: That Section 4A.5(b) of the Code of the
27 City of Vernon, California 1959 shall read as follows:

"(b) Application: The alarm user applying

for the permit required in paragraph (a) of
this section shall state on a permit
application form, to be prepared by the police
department and approved by the city attorney,
the following information:
(1) Applicant's name, address and
telephone number where helshe can be reached
at any time, for the purposes of responding
to an alarm signal and opening the premises
in which the system is installed;
(2) The address of the residence or
business or businesses in or upon which the
alarm system has been or will be installed;
(3) The type of alarm system, local,
direct connect, central station, burglar,
robbery, silent, audible, etc.;
(4) The name of the alarm business or
business selling, installing, monitoring,
inspecting, responding to or maintaining the
alarm system;
(5) The name and telephone number of
at least one other person (in the case of a
corporate alarm user applicant, at least two
persons) who can be reached at any time, who
is authorized to respond to an alarm system
signal and who can open the premises in which
the system is installed."

SECTION 3: That Section 4A.6 of the Code of the City
2 of Vernon, California 1959 shall read as follows:

"Sec. 4A.6. Alarm System Permit
Grounds for Denial.
An application for an alarm system permit
may be denied if:
(1) The applicant knowingly made any false,
misleading or fraudulent statement of a material
fact in an application for a permit or in any
report or record required to be filed with the
City, pursuant to the provisions of this Chapter;
(2) The applicant has had a similar type
permit previously revoked for good cause within
the past year unless the applicant can show a
material change in the circumstances since
the date of revocation."
SECTION 4: Any other ordinance or portion thereof in
18 conflict with this Ordinance, is hereby repealed.

SECTION 5: There being no newspaper printed,
20 published or circulated in the City of Vernon, the City Clerk
21 is hereby directed to certify to the passage of this Ordinance
22 and shall post the same, or cause the same to be posted, in
23 three (3) of the most public places in the City of Vernon, to
24 wit: the northwest corner of 38th Street and Santa Fe Avenue,
25 the northeast corner of Leonis Boulevard and Pacific Boulevard,
26 and on the bulletin board in the lobby of the City Hall of
27 said City, located at 4305 Santa Fe Avenue, all in the City of
28 Vernon, County of Los Angeles, State of California; that this

1 Ordinance shall be in full force and effect thirty (30) days
2 from and after the passage of the same.
