ORDINANCE NO. 939
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON AMENDING THE CODE OF THE CITY OF
VERNON, CALIFORNIA 1959 BY AMENDING SECTION
2.27 OF SAID CODE TO PROVIDE FOR A WAIVER OF
PURCHASE PROCEDURES AND REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT THEREWITH
7 WHEREAS, Section 2.27 of the Vernon City Code pertains
8 to the inapplicability of Article IV respecting the adoption of
9 a purchasing system to agreements, etc., authorized by the City
10 Council; and
11 WHEREAS, the City Council of the City of Vernon wishes
12 to provide for a waiver of purchase procedures and desires to
13 amend Section 2.27 to implement said change.
14 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
15 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: That Section 2.27 of the Vernon City Code
17 is hereby amended to read as follows:

"Sec. 2.27. Waiver of Purchase Procedures.
The City Council may waive the purchase
procedures set forth herein as follows:
(a) Contracts for contractual services,
insurance or other agreements expressly
authorized by the City Council.
(b) . In the event that the City
Council finds that it is in the public
interest and necessity to purchase supplies,
service or equipment without compliance
with the formal contract procedures set

forth in this section, it may waive
such procedures by so declaring with
a separate motion or resolution.
(c) Purchases made pursuant to
Sections 14814 and 14815 of the
Government Code."
SECTION 2: Any ordinance or portion thereof in conflict
8 with this Ordinance is hereby repealed.

SECTION 3: There being no newspaper printed, published
10 or circulated in the City of Vernon, the City Clerk is hereby
11 directed to certify to the passage of this Ordinance and shall
12 post the same, or cause the same to be posted, in three (3)
13 of the most public places in the City of Vernon, to wit: the
14 northwest corner of 38th Street and Santa Fe Avenue, the
15 northeast corner of Leonis Boulevard and Pacific Boulevard, and
16 on the bulletin board in the lobby of the City Hall of said
17 City, located at 4305 Santa Fe Avenue, all in the City of
18 Vernon, County of Los Angeles, State of California; that this
19 Ordinance shall be in full force and effect thirty (30) days
20 from and after the passage of the same.
