2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON REPEALING ORDINANCE NO. 954 AND
3 PROVIDING FOR SALARY AND EXPENSE ALLOWANCES
FOR MEMBERS OF THE CITY COUNCIL OF THE CITY
4 OF VERNON
5 WHEREAS, Ordinance No. 954 was enacted on June 27, 1985,
6 which provided that each member of the City Council was to
7 receive a salary of Three Hundred Thirty Dollars and Seventy-Five
8 Cents ($330.75) per month; and
9 WHEREAS, ~36516 of the Government Code of the State of
10 California provides for the salaries for the members of the
11 City Council; and
12 WHEREAS, ~36516(c) of the Government Code of the State
13 of California provides that increases in salaries for the
14 members of the City Council shall not exceed five percent (5%)
15 for each calendar year; and
16 WHEREAS, pursuant to ~36516.6 of the Government Code,
17 a city council, one or more members of which were elected or re-
18 elected to a term of office which commenced on or after
19 January 1, 1984, may, by an ordinance adopted by the council
20' which becomes effective on or prior to December 31, 1986,
21 increase the salaries of all council members in accordance with
22 the schedule prescribed in ~36516 of the Government Code; and
23 WHEREAS, the City of Vernon is a city with fewer than
24 35,000 people in population and, pursuant to ~36516(a) (1) of the
25 Government Code, as modified by ~36516(c) of the Government Code,
26 may establish a salary by ordinance up to and including Three
27 Hundred Forty-Seven Dollars and Twenty-Nine Cents ($347.29) per
28 month; and
1 WHEREAS, ~36514.5 of the Government Code of the State
2 of California provides that members of the City Council may be
3 reimbursed for actual and necessary expenses incurred in the
4 performance of official duties; and
5 WHEREAS, the actual and necessary expenses incurred by
6 Councilmen for the City of Vernon in the performance of their
7 official duties is at least equivalent to, if not greater than,
8 Two Hundred Fifty Dollars and No Cents ($250.00) per month.
9 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON
10 DOES ORDAIN AS FOLLOWS:
11 SECTION 1: That the City Council of the City of Vernon
12 does hereby determine and order that each member of the City
13 Council of the City of Vernon shall receive a salary of Three
14 Hundred Forty-Seven Dollars and Twenty-Nine Cents ($347.29) per
15 month for their duties as members of the City Council.
16 SECTION 2: That the City Council of the City of Vernon
17 does hereby find and determine that the actual and necessary
18 expenses incurred by the City Councilmen for the City of Vernon
19 in the performance of their official duties is at least equal to,
20' if not greater than, Two Hundred Fifty Dollars and No Cents
21 ($250.00) per month and orders that each member of the City
22 Council of the City of Vernon receive a monthly expense allowance
23 of Two Hundred Fifty Dollars and No Cents ($250.00) per month as
24 reimbursement for actual and necessary expenses incurred in their
25 duties as members of the City Council.
26 SECTION 3: That pursuant to ~36516.5 of the Government
27 Code, the change in compensation provided for herein shall not
28 apply to a Councilman during his term of office; however, the

1 City Council of the City of Vernon finds that the terms of office
2 are staggered terms, and upon the occasion of anyone or more
3 members of the City Council of the City of Vernon becoming
4 eligible for the salary increase provided for in this ordinance
5 by virtue of his beginning a new term of office, said
6 compensation shall be adjusted for all members of said City
7 Council and the increase in salary provided for in this ordinance
8 shall take full force and effect upon said date.
9 SECTION 4: Ordinance No. 954 and all ordinances or
10 parts of ordinances in conflict herewith are hereby repealed.

SECTION 5: There being no newspaper printed, published
12 and circulated in the City of Vernon, the City Clerk is hereby
13 directed to certify to the passage of this ordinance and shall
14 post the same or cause the same to be posted in three (3) of the
15 most public places in the City of Vernon, to wit: the northwest
16 corner of 38th Street and Santa Fe Avenue, the northeast corner

17 of Leonis Boulevard and Pacific Boulevard, and on the bulletin
18 board in the lobby of the City Hall of said City located at
19 4305 Santa Fe Avenue, all in the City of Vernon, County of
20' Los Angeles, State of California; that this ordinance shall be in
21 full force and effect thirty (30) days from and after said
22 posting.
