AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON IMPLEMENTING PROPOSITION C ON
NOVEMBER 7, 1986 PURSUANT TO GOVERNMENT CODE
SECTION 36516.6
WHEREAS, the electors of the City of Vernon approved
Proposition C on August 12,
1986, which increased the salary
of City Council members to $694.50 per month to conform to

amounts provided in Government Code Section 36516 for cities over
8
75,000 in population; and
WHEREAS, Government Code Section 36516.5 restricts the
effective date of said change until April 19, 1988; and
WHEREAS, Government Code Section 36516.6 approved by
the
state legislature on June 26,
1985,
provides
that
notwithstanding Government Code Section 36516.5, an ordinance may
implement an increase in salaries to be effective prior to
December 31, 1986, provided that one or more members of the City
Council were elected or re-elected to a term of office which
commenced on or after January 1, 1984; and
WHEREAS, three City Council members were re-elected to
a term of office which commenced on April 15, 1986; and
WHEREAS, said fact permits the City Council of the City
of
Vernon to implement Proposition C in accordance
with
Government Code Section 36516.6.
THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS
FOLLOWS:

That Proposition C, approved by the
electors of the City of Vernon on August 12, 1986, providing that
salaries of City Council members would be increased to $694.50 to

conform to amounts provided for in Government Code Section 36516
for cities over 75,000 in population,
as adjusted,
shall be
effective in accordance with Government Code Section 36516.6 on
November 7, 1986.

That any ordinance or parts of ordinances
in conflict with this ordinance are hereby repealed.

If any section,
subsect.ion,
sent.ence,
clause,
or phrase or word of this ordinance is for any reason
held to be void or unconstitutional,
such decision shall not
affect the validity of the remaining portions of this ordinance;
it being the intention of the City Council of the City of Vernon
to adopt and pass this ordinance and each section, subsection,
sentence, clause or phrase thereof irrespective of t.he fact that
one or more of the sections,
subsections,
clauses, sentences or
phrases thereof may be declared void or unconstitutional.
8s~IIQ~_~: There being no newspaper printed, published
or circulated in the City of Vernon, the City Clerk is hereby
directed to certify to the passage of this ordinance and shall
post the same, or cause the same to be posted, within fifteen
(15) days after its passage in accordance with Section 36933 of
the Government Code, in three (3) of the most public places in
the City of Vernon, to wit: the northwest corner of 38th Street
and Santa Fe Avenue, the northeast corner of Leonis Boulevard and
Pacific Boulevard, and on the bulletin board in the lobby of the
City Hall of said City, located at 4305 Santa Fe Avenue, all in
the City of Vernon, County of Los Angeles, State of California;
that this ordinance shall be in full force and effect thirty (30)

days from and after its passage of the same.
