ORDINANCE NO. 969
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF VERNON AMENDING SECTIONS 3.30 AND 3.31 OF
CHAPTER 3 OF THE CODE OF THE CITY OF VERNON,
CALIFORNIA 1959 RELATING TO THE VACCINATIONS
OF DOGS
WHEREAS, Chapter 3 of The Code of the City of Vernon,
8 California 1959 provides for the regulation of animals; and
9 WHEREAS, the City of Vernon has entered into a contract
10 with the Southeast Area Animal Control Authority for the purpose
11 of providing animal control services; and
12
WHEREAS, the providing of said animal control services
13 requires the revising of existing animal control regulations and
14 the collection of licensing; and
15
WHEREAS, due to recent changes in State law pertaining
16 to rabies vaccination and revaccination, Sections 3.30 and 3.31
17 of The Code of the City of Vernon, California 1959 must be
18 revised to bring them in conformity with State law.
19 THE CITY COUNCIL OF THE CITY OF VERNON DOES ORDAIN AS
20' FOLLOWS:

SECTION 1:
The City Council of the City of Vernon
22 hereby amends Section 3.30 of Chapter 3 of The Code of the City
23 of Vernon, California 1959 to read as follows:
24 Sec. 3.30. Rabies: Initial Vaccinations.
25 Every person keeping, harboring, or having a dog over
26 the age of four (4) months in the City shall cause such dog to be
27 vaccinated with a type of canine rabies vaccine approved by the

California Department of Health Services within a period of
thirty (30) days from the date such dog was harbored, kept, or
had within the City, or within thirty (30) days from the date the
said dog attains the age of four (4) months; provided, however,
that the aforesaid provisions shall not apply so as to require
the vaccination of any dog which has been vaccinated within an
approved vaccine by a person licensed by the State of California,
or by any other state or nation, to practice veterinary medicine
where such vaccine has been completed within the period of time
as hereinafter prescribed in this section.
If the dog's vaccination was performed at an age of
under twelve (12) months, it must have been completed within one
year prior to the date such dog was first kept, harbored, or
brought into the City. If the dog was last vaccinated at an age
over twelve (12) months, it must have been completed within
thirty-six (36) months prior to the date such dog was first kept,
harbored, or brought into the City.
SECTION 2: The City Council of the City of Vernon
hereby amends Section 3.31 of Chapter 3 of The Code of the City
of Vernon, California 1959 to read as follows:
Sec. 3.31. Rabies: Revaccination.
Every person keeping, harboring, or having in the
City a dog which has received its initial rabies vaccination
shall cause such dog to be revaccinated twelve (12) months after
the initial vaccination with an approved type of rabies vaccine.
Such dog who has received vaccination after the initial vaccina-
tion, or such dog who has received its initial vaccination over

twelve (12) months of age, shall be revaccinated thereafter no
sooner than twenty-four (24) months with an approved type rabies
vaccine.
SECTION 3: That any ordinance or parts or ordinances in
conflict with this ordinance are hereby repealed.
SECTION 4: I f any section, subsection, sentence,
clause, or phrase or word of this ordinance is for any reason
held to be void or unconstitutional, such decision shall not af-
fect the validity of the remaining portions of this ordinance; it
being the intention of the City Council of the City of Vernon to
adopt and pass this ordinance and each section, subsection, sen-
tence, clause or phrase thereof irrespective of the fact that one
or more of the sections, subsections, clauses, sentences or
phrases thereof may be declared void or unconstitutional.
SECTION 5: There being no newspaper printed, published
or circulated in the City of Vernon, the City Clerk is hereby
directed to certify to the passage of this ordinance and shall
post the same, or cause the same to be posted, within fifteen
(15) days after its passage in accordance with Section 36933 of
the Government Code, in three (3) of the most public places in
the City of Vernon, to wit: the northwest corner of 38th Street
and Santa Fe Avenue, the northeast corner of Leonis Boulevard and

Pacific Boulevard, and on the bulletin board in the lobby of the
City Hall of said City, located at 4305 Santa Fe Avenue, all in
