AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON, STATE OF CALIFORNIA AMENDING CHAPTER 7,
FIRE PREVENTION, OF THE CODE OF THE CITY OF VERNON
AND ADOPTING BY REFERENCE THE UNIFORM FIRE CODE
1985 EDITION, INCLUDING APPENDICES I -C, II -A,
II -B, II -D, III -A, III -B, III -C, IV -A, V -A, VI -A,
AND PRESCRIBING REGULATIONS GOVERNING CONDITIONS
HAZARDOUS TO LIFE AND PROPERTY FROM FIRE AND
EXPLOSION AND UNIFORM FIRE CODE STANDARDS AND
REPLEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT THEREWITH
WHEREAS, Uniform Fire Code 1985 Edition, including
appendices I -C, II -A, II -B, II -D, III -A, III -B, III -C, IV -A, V -A
and VI -A and the Uniform Fire Code Standards copyrighted by the
International Conference of Building Officials and the Western
Fire Chiefs Association; and
Whereas, the City Council of the City of Vernon is
authorized, pursuant to § 50023.2 of the California Government
Code to adopt by reference said Code.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 7.61: Is hereby amended to read as follows:
SECTION 7.61: Uniform Fire Code 1985 Edition, Adopted.
The Uniform Fire Code, 1985 Edition, including Appendices
I -C, II -A, II -B, II -D, III -A, III -B, III -C, IV -A, V -A, VI -A and
The Uniform Fire Code Standards, copyrighted by the International
Conference of Building Officials and The Western Fire Chiefs
Association, except as provide in this article, is hereby adopted
as the Fire Prevention Code of the City of Vernon.
SECTION 7.63: ESTABLISHMENT OF LIMITS OF DISTRICTS IN
WHICH STORAGE OF. FLAMMABLE OR COMBUSTIBLE LIQUIDS IN OUTSIDE
ABOVEGROUND TANKS IS PROHIBITED.
1 The limits referred to in Section 79.501 of the Uniform
2 Fire Code, 1985 Edition in which the storage of flammable or
3 combustible liquids is restricted are hereby established as
4 follows: "within the City Limits of the City of Vernon."
5 SECTION 7.63 -1: ESTABLISHMENTS OF LIMITS OF DISTRICTS IN
6 WHICH STORAGE OF EXPLOSIVES AND BLASTING AGENTS IS TO BE PROHIBITED.

The limits referred to in Section 77.106(b) of the
8 Uniform Fire Code, 1985 Edition in which storage of explosives and
9 blasting agents is prohibited are hereby established as follows:

SECTION 7.64: Is hereby amended to read as follows:
SECTION 7.64: AMENDMENTS
The Uniform Fire Code, 1985 Edition is hereby amended as
follows:
SECTION 2.302(U.F.C.): Is hereby deleted.
SECTION 4.108(U.F.C.): A new section is added to the
Uniform Fire Code to read as follows:
SECTION 4.108(U.F.C.): All applications for permits to
construct as required under the provisions of the Uniform Fire Code
shall be accompanied by plan check and permit fees established in
a fee schedule adopted by the City Council.
(a) To obtain a permit, the applicant
shall first file an application therefor in writing on a form
furnished by the code enforcement agency for that purpose.
(b) Plans, engineering calculations,
diagrams, and other data shall be submitted in a minimum of three
(3) sets with each application for a permit as required by the Fire
Prevention Bureau. The Fire Chief may require plans and

1 calculations to be prepared and designed by an engineer licensed by
2 the State to practice as such.
3 (c) Permit issuance shall be in
4 accordance with the provisions of the Uniform Building Code as
5 adopted by the City Council of the City of Vernon.
6 (d) Permits shall be obtained for the
_7 following work:
8 (1) All Fire Protection Systems
9 (2) Fire Alarm Systems
10 (3) Paint Spray Booths and Stacks
11 (4) Underground flammable or
12 combustible liquid storage tanks. (installed, removed, abandoned)
13 (5) Waste Oil Tanks
14 (6) Hazardous Material Monitoring
15 System, Underground /Aboveground and related work
16 (7) Bulk LPG Tanks
17 (8) And other work that shall in the
18 opinion of the Fire Chief be required to be under a permit.
19 SECTION 10.207(f)(U.F.C.): Is hereby amended to read as
20 follows:
21 SECTION 10.207(f)(U.F.C.): VERTICAL CLEARANCE.
22 All fire apparatus access roads shall have
23 clearance of not less than 15 feet.
24 SECTION 10.309(U.F.C.): Is hereby amended to read as
25 followg:
26 SECTION 10.309(U.F.C.): When serving 100 or more
27 sprinklers, automatic sprinkler systems shall be supervised by an
28 approved central or remote station which will give an audible

signal at a constantly attended location. This is in addition to a
local alarm.
(a) No fire alarm system that
automatically telephones the fire department shall telephone the
department on any public emergency telephone line. Any such system
shall telephone the department on specific lines and telephone
numbers that shall be designated for such purposes by the Fire
Chief.
(b) Complete plans and /or diagrams
shall be submitted to the Fire Prevention Bureau for approval and
peLUiit issuance for the installation of any fire alarm system as
required by this section. Approval shall also be obtained from
the Electrical Division of the Community Service Department.
SECTION 45.202(U.F.C.): Is hereby amended as follows:
Add a new subsection (c).
SECTION 45.202(c)(U.F.C.): No spraying or dipping
operations shall take place outside except in an approved spray
booth constructed in accordance with all applicable codes.
SECTION 7.65: Of the Vernon City Code is hereby deleted.
SECTION 7.66: ORDINANCE REPEALED
Ordinance No. 904 and all ordinances amendatory thereto and all
ordinances or parts of ordinances in conflict with this Ordinance
are hereby repealed.
Public Hearing.
A public hearing shall be convened by the City Council on
August 18, 1987 at 5:00 p.m.,', or as soon thereafter as the matter
may be heard at the Council Chambers of the Vernon City Council
located at 4305 Santa Fe Avenue, Vernon, California, for the

purpose of considering the adoption of the 1985 Edition of the
Uniform Fire Code including Appendices I -C, II -A, II -B, II -D,
III -A, III -B, III -C, IV -A, V -A, and VI -A. The City Clerk shall
post a notice of said hearing', in the same manner as provided for
the posting of ordinances, stating that said hearing shall be
conducted, the purpose of said hearing, and the copies of said
Code are on file with the City Clerk and are available for public
inspection. Such notice shall also be published in accordance
with Government Code §6060 in the Los Angeles Daily Journal, which
the City Council finds to be 'a newspaper of general circulation
nearest to the City most appropriate for this purpose.
Ordinance Posting.
There being no newspaper printed, published and circulated
in the City of Vernon, the City Clerk is hereby directed to certify
to the passage of this Ordinance and shall post the same, or cause
the same to be posted, in three of the most public places in the
City of Vernon, to wit: the northwest corner of 38th Street and
Santa Fe Avenue, the northeast corner of Leonis Boulevard and
Pacific Boulevard, and on the bulletin board in the lobby of the
City Hall of said City, located at 4305 Santa Fe Avenue, all in
the City of Vernon, County of Los Angeles, State of California,
that this ordinance shall be in full force and effect thirty (30)
days from and after the final passage of the same.

Please take further notice that
said hearing will be held on the
18th day of August, 1987, at 5:00
p.m., or as soon thereafter as the
matter may be heard, in the City
Council Chamber of the City of
Vernon, located at 4305 Santa Fe
Avenue, Vernon, California, for
the purpose of considering adop
tion of the above mentioned
Codes.
The City Clerk shall post a
notice of said hearing, in the
same manner as provided for in
posting of ordinances; stating
that said hearing shall be con-
ducted, the purpose of said hear
ing, and that copies of said Code
are on fife with the City Clerk and
are available for public inspec-
tion.
Such notice shall also be
published in accordance with
Government Code Section 6060 in
the Los Angeles Daily Journal,
which the City Council finds to be
a newspaper of general circula-
tion nearest to the City most- ap-
propriate for this purpose.
