AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING THE CODE OF THE CITY OF VERNON,
CALIFORNIA 1959 BY AMENDING CHAPTER 13, ARTICLE
II, SECTIONS 13.6 AND 13.7 MAKING HEALTH AND
SANITATION PROVISIONS APPLICABLE TO WIPING RAG
BUSINESSES.

WHEREAS, there are currently several wiping rag businesses
7 within the city of Vernon; and
8
WHEREAS, these businesses require handling and cleaning of
9 unsanitized cloths or rags which may contain disease-carrying
10 organisms or vermin and which may attract rodents and other pests;
11 and
12
WHEREAS, the protection of the health, safety, and welfare
13 of the public, of business employees, invitees and guests requires
14 health standards for operation of such businesses; and
15
WHEREAS, the City of Vernon currently does not have health
16 and environmental control regulations or health permit fees for
17 operation of wiping rag businesses.

THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:

SECTION 1: The City Council of the City of Vernon hereby
20 finds and determines that the recitals contained hereinabove are
21 true and correct.

SECTION 2: The City Council of the City of Vernon hereby
23 amends Chapter 13, Article II.
Heal th Permits, section 13.6.
24 Definitions by adding thereto, alphabetically, the definition of
25 "wiping rag" and "wiping rag business" as follows:
26 "Wipinq raq. Any cloth, rag, or towel, used for any or
27 all of the following purposes:

(a) Wiping and cleaning the surfaces of machinery,

machines, tools , locomotives, engines, motor cars,
automobiles, cars, carriages, windows, furniture, and
surfaces of articles, appliances, and engines in
factories, shops, steamships and steamboats.
(b) Generally for cleaning in industrial employment.
(c) Used by mechanics and workmen for wiping soil, grease,
and other grime incident to their employment from
their hands and bodies.
9 "Wipinq raq business. Any place, building or structure,
10 room or portion thereof, where wiping rags other than new
11 materials, are processed, sorted, cut, washed, and/or
12 cleaned for delivery, rental or sale."

SECTION 3: The City Council of the city of Vernon hereby
14 amends Chapter 13, Article II. Health Permits, Section 13.7.
15 Required, of the Code of the City of Vernon, California 1959, by
16 amending the title of Section 13.7. to read "Health Permit Required"
17 and by adding thereto, alphabetically, the following:

"(w) Wiping rag business."
SECTION 4: There being no newspaper printed, published or
20 circulated in the City of Vernon, the City Clerk is hereby directed
21 to certify to the passage of this ordinance and shall post the same,
22 or cause the same to be posted, within fifteen (15) days after its
23 passage in accordance with section 36933 of the Government Code, in
24 three (3) of the most public places in the City of Vernon, to wit:
25 the northwest corner of 38th Street and Santa Fe Avenue, the
26 northeast corner of Leonis Boulevard and Pacific Boulevard, and on
27 the bulletin board in the lobby of the City Hall of said City,
28 located at 4305 Santa Fe Avenue, all in the City of Vernon, County

1 of Los Angeles, state of California.

SECTION 5 :
Any ordinance or parts of an ordinance in
3 conflict with this ordinance are hereby repealed effective on the
4 date this ordinance becomes effective.

SECTION 6: If any section, subsection, sentence, clause,
6 or phrase or word of this ordinance is for any reason held to be
7 void or unconstitutional, such decision shall not affect the
8 validity of the remaining portions of this ordinance; it being the
9 intention of the City Council of the city of Vernon to adopt and
10 pass this ordinance and each section, subsection, sentence, clause
11 or phrase thereof irrespective of the fact that one or more of the
12 sections, subsections, clauses, sentences or phrases thereof may be
13 declared void or unconstitutional.

SECTION 7:
This ordinance shall be in full force and
15 effect thirty (30) days from and after its passage of the same.
