AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING SECTIONS 16.14, 16.15, 16.18-3
AND 16.18-4 AND ADDING SECTION 16.18 TO THE CODE
OF THE CITY OF VERNON, CALIFORNIA, 1959, TO
CHANGE SPEED LIMITS ON CERTAIN STREETS AND TO
REPEAL ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH

WHEREAS, the Community Services Department of the City of
7
Vernon prepared Speed Zone Surveys dated June 1991 and January
8
1994 as part of the Engineering and Traffic Survey for the purpose
9
of evaluating existing speed limits on streets within the City of
10
Vernon; and
11
WHEREAS, said Speed Zone Surveys recommended amending the
12
Code of the City of Vernon, California, 1959, by retaining
13
existing speed limits on some streets and changing speed limits on

other streets based on the Engineering and Traffic Survey; and
15
WHEREAS, Vehicle Code section 22357 authorizes cities to
16
determine and declare prima facie speed limits greater than 25
17
miles per hour on the basis of such an engineering and traffic
18
survey; and
19
WHEREAS, according to the Engineering and Traffic Survey,
20
the recommendations for prima facie speed limits of 45, 40, 35,
21
and 30 miles per hour on certain streets will facilitate the
22
orderly movement of vehicular traffic and will be reasonable and
23
safe on those streets; and
24
WHEREAS, said Speed Zone Surveys support the enforcement
25
of the prima facie speed limit of 25 miles per hour on certain
26
streets; and
27
WHEREAS, said Code sections need to be amended to reflect

the change in the name of Jewel Avenue to Seville Avenue and to
clarify the location of Alameda Street-West and Alameda Street-
East.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: The City council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are
true and correct.
SECTION 2: Section 16.14 of the Code of the City of
Vernon, California, 1959, is hereby amended to read as follows:
Sec. 16.14. Speed limits on certain streets--Forty-
five miles per hour.
Pursuant to Vehicle Code section 22357, the City
Council hereby determines and declares that the prima
facie speed limit on the following streets shall be
forty-five (45) miles per hour:
BANDINI BOULEVARD From Soto Street to Atlantic
Boulevard.
37TH STREET
From Seville Avenue to Soto
Street.
SECTION 3: section 16.15 of the Code of the City of
Vernon, California, 1959, is hereby amended to read as follows:
Sec. 16.15. Speed limits on certain streets--Forty
miles per hour.
Pursuant to Vehicle Code section 22357, the City
Council hereby determines and declares that the prima
facie speed limit on the following streets shall be
forty (40) miles per hour:

side of the railroad right-of-way
from the north city boundary to
the south city boundary.
DISTRICT BOULEVARD From Downey Road to Atlantic
Avenue.
WASHINGTON BOULEVARD From the north city boundary to
Downey Road and from the next
underpass east of Downey Road to
the east city boundary.
SECTION 4: section 16.18-3 of the Code of the City of
Vernon, California, 1959, is hereby renumbered to section 16.16
and amended to read as follows:
Sec. 16.16 Speed limits on certain streets--Thirty-
five miles per hours.
Pursuant to Vehicle Code section 22357, the City
Council hereby determines and declares that the prima
facie speed limit on the following streets shall be
thirty-five (35) miles per hour:
ALAMEDA STREET-EAST The two-way street on the east
side of the railroad right-of-way
from Slauson Avenue to 27th
Street.
ATLANTIC BOULEVARD From the north city boundary to
the south city boundary.

Vernon, California, 1959, is hereby added to read as follows:
Speed limits on certain streets--Twenty-
five miles per hour.
Pursuant to Vehicle Code section 22357, the City
council hereby determines and declares that the twenty-
five (25) miles per hour prima facie speed limit on the
following streets is supported by the Engineering and
Traffic Survey of the City of Vernon Community Services
Department:

SECTION 6:
Sec. 16.18
From Downey Road to Corona
Avenue; north side (westbound
lanes) .
SECTION 7: Any ordinance, part of an ordinance, or code
section in conflict with this Ordinance is hereby repealed.
SECTION 8: If any section, subsection, sentence, clause,
or phrase or word of this ordinance is for any reason held to be
void or unconstitutional, such decision shall not affect the
validity of the remaining portions of this ordinance; it being the
intention of the city Council of the city of Vernon to adopt and
pass this ordinance and each section, subsection, sentence, clause
or phrase thereof irrespective of the fact that one or more of the
sections, subsections, clauses, sentences or phrases thereof may
be declared void or unconstitutional.

SECTION 9: There being no newspaper printed, published

or circulated in the city of Vernon, the city Clerk is hereby
3
directed to certify to the passage of this ordinance and shall
4
post the same, or cause the same to be posted, within fifteen (15)
5
days after its passage in accordance with Section 36933 of the
6
Government Code, in three (3) of the most public places in the
7
City of Vernon, to wit:
the northwest corner of 38th Street and
8
Santa Fe Avenue, the northeast corner of Leonis Boulevard and
9
Pacific Boulevard, and on the bulletin board in the lobby of the

City Hall of said City, located at 4305 Santa Fe Avenue, all in
11
the City of Vernon, County of Los Angeles, State of California.

SECTION 10: This ordinance shall be in full force and
13 effect thirty (30) days from and after its passage of the same.
