AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING THE CODE OF THE CITY OF VERNON,
CALIFORNIA, 1959, BY ADDING ARTICLE III,
INCLUDING SECTIONS 27.20 TO 27.23, TO CHAPTER 27
OF SAID CODE AND CODIFYING SPECIFIED SECTIONS OF
ORDINAN~E NO. 1016 RELATING TO THE INDUSTRIAL
DEVELOPMENT AUTHORITY OF THE CITY OF VERNON AND
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT THEREWITH

WHEREAS, the City Council of the City of Vernon by
9
Ordinance No. 1016 effective November 2, 1993, established the
10
Industrial Development Authority of the City of Vernon and
11
declared itself to be the Board of Directors; and
12
WHEREAS, Ordinance No. 1016 has not been codified as part
13
of the Code of the City of Vernon, California, 1959; and
14
WHEREAS, it would be advantageous to the administration
15
of the City government to have said ordinance provisions added to
16
the Vernon City Code; and
WHEREAS, Chapter 27 of the Vernon City Code pertains to
17
Community Development and would be an appropriate location for an
additional article on the Industrial Development Authority.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: Findings. The City Council of the City of
Vernon hereby finds and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: Establishment of Article III. Industrial
Development. in Chapter 27. Chapter 27 of the Vernon city Code
is hereby amended to add Article III, Industrial Development
Authority of the City of Vernon, which will contain the code
sections hereinafter set forth.
1 SECTION 3: Codification of Ordinance No. 1016. The
2 following sections of Ordinance No. 1016 are hereby made part of
3 Article III of Chapter 27 of the Vernon City Code as follows:
4 A. Section 2 of Ordinance No. 1016 shall become Section
5 27.20 of the Vernon City Code and shall be entitled "Declaration
6 of need for industrial development authority."
7 B. section 3 of Ordinance No. 1016 shall become Section
8 27.21 of the Vernon City Code and shall be entitled "City Council
9 as board of directors."
10 C. section 4 of Ordinance No. 1016 shall become Section
11 27.22 of the Vernon City Code and shall be entitled "Compensation
12 for the board of directors."
13 D. Section 5 of Ordinance No. 1016 shall become Section
14 27.23 of the Vernon City Code and shall be entitled "Appointment
15 of officers."
16 SECTION 4: The remaining provisions of Ordinance No.
17 1016 shall remain in full force and effect, but shall not be
18 codified.
19 SECTION 5: Any ordinance, part of an ordinance, or code
20 section in conflict with this Ordinance is hereby repealed.
21 SECTION 6: If any section, subsection, sentence, clause,
22 or phrase or word of this ordinance is for any reason held to be
23 void or unconstitutional, such decision shall not affect the
24 validity of the remaining portions of this ordinance; it being the
25 intention of the City Council of the City of Vernon to adopt and
26 pass this ordinance and each section, subsection, sentence, clause
27 or phrase thereof irrespective of the fact that one or more of the
28 sections, subsections, clauses, sentences or phrases thereof may

1 be declared void or unconstitutional.

SECTION 7: There being no newspaper printed; published
3 or circulated in the City of Vernon, the City Clerk is hereby
4 directed to certify to the passage of this ordinance and shall
5 post the same, or cause the same to be posted, within fifteen (15)
6 days after its passage in accordance with section 36933 of the
7 Government Code, in three (3) of the most public places in the
8 City of Vernon, to wit: the northwest corner of 38th Street and
9 Santa Fe Avenue, the northeast corner of Leonis Boulevard and
10 Pacific Boulevard, and on the bulletin board in the lobby of the
11 City Hall of said City, located at 4305 Santa Fe Avenue, all in
12 the City of Vernon, County of Los Angeles, State of California.

SECTION 8: This ordinance shall be in full force and
14 effect thirty (30) days from and after its passage of the same.
