Ordinance No. 10641 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18' 19 20 21 22 23 24 25 26 27 28 ORDINANCE NO. 1064 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING CHAPTER 27 OF THE CODE OF THE CITY OF VERNON TO CONSOLIDATE, AMEND, AND REORGANIZE PROVISIONS PERTAINING TO GRAFFITI AND INSCRIBED MATERIAL AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH WHEREAS, Chapter 12A of the Code of the City of Vernon, entitled "Graffiti and Inscribed Material," establishes an administrative procedure for removal of graffiti and inscribed material from places within public view that should be consolidated with other matters falling within the responsibility of the Department of Community Services; and WHEREAS, it will improve the administration of said Code if Chapter 12A is made a part of Chapter 27, "Community Development" of said Code. THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby amends Chapter 27, "Community Development," of the Code of the City of Vernon as follows: A. Chapter 12A of said Code is hereby reconstituted as Article IV of Chapter 27, entitled "Graffiti and Inscribed Material." B. Sections 12A.1 through 12A.20 shall be renumbered as Sections 27.30 through 27.49. C. Sections 27.24 through 27.29 are reserved for future use. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 D. The word "chapter" wherever it appears in existing Chapter 12A as a reference to Chapter 12A is amended to read "article." Any reference to a specific section number in existing Chapter 12A shall be amended to incorporate a reference to the same section as reconstituted by this Ordinance. SECTION 3: The renumbering of any article or section of the Code of the City of Vernon shall not constitute a change in its intent or purpose, and it shall have the same effect and enforceability as if it had never been renumbered. Any code section numbers not used shall be reserved for future use. SECTION 4: Any ordinance, part of an ordinance, or code section in conflict with this Ordinance is hereby repealed. SECTION 5: If any section, subsection, sentence, clause, or phrase or word of this ordinance is for any reason held to be void or unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance; it being the intention of the City Council of the City of Vernon to adopt and pass this ordinance and each section, subsection, sentence, clause or phrase thereof irrespective of the fact that one or more of the sections, subsections, clauses, sentences or phrases thereof may be declared void or unconstitutional. SECTION 6: There being no newspaper printed, published or circulated in the City of Vernon, the City Clerk is hereby directed to certify to the passage of this ordinance and shall post the same, or cause the same to be posted, within fifteen (15) days after its passage in accordance with Section 36933 of the Government Code, in three (3) of the most public places in the City of Vernon, to wit: the northwest corner of 38th Street and Santa Fe Avenue, the -2- 1 2 3 4 5 6 7 8 9 10 11 12 13' 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of the City Hall of said City, located at 4305 Santa Fe Avenue, all in the City of Vernon, County of Los Angeles, State of California.
