ORDINANCE NO. 1074
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING ARTICLE II OF CHAPTER 7 OF THE
CODE OF THE CITY OF VERNON; ADOPTING BY
REFERENCE THE 1997 EDITION OF THE UNIFORM FIRE
CODE, VOLUMES 1 AND 2, INCLUDING SPECIFIED
APPENDICES AND THE UNIFORM FIRE CODE STANDARDS;
AND REPEALING ALL ORDINANCES AND PARTS OF
ORDINANCES IN CONFLICT THEREWITH
WHEREAS, the City of Vernon by Ordinance 1038 adopted the
Uniform Fire Code, 1994 Edition, including specified Appendices,
and the Uniform Fire Code Standards; and
WHEREAS, Health and Safety Code section 18938(b) provides
that the most recent edition of the Uniform Fire Code, as
referenced in the California Building Standards Code, shall apply
to all occupancies in the state and shall become effective 180
days after publication in the California Building Standards Code
by the California Building Standards Commission or at a later date
after publication established by said Commission; and
WHEREAS, the 1997 Edition of the Uniform Fire Code
(Volumes 1 and 2), copyrighted by the International Conference of
Building Officials and the Western Fire Chiefs Association, has
been issued and has been published in the California Building
Standards Code as the 1998 California Fire Code; and
WHEREAS, the California Building Standards Commission has
established that the Uniform Fire Code, 1997 Edition, as published
in the California Building Standards Code shall become effective
July 1, 1999; and
WHEREAS, California Health and Safety Code Sections
13143.2(b) and 18941.5 provide for certain amendments to the
Uniform Fire Code, provided findings of necessity can be made; and

WHEREAS, it is in the interest of the public health,
safety and welfare to enact certain amendments to the Uniform Fire
Code because of climatic, geological and topographical conditions,
based upon the following findings:
1. Adverse climatic conditions and strong winds such as
those in existence in the City of Vernon increase the likelihood
of fire spreading (conflagration) from one building to another;
2. General conditions in the City of Vernon are affected
by the nearby location of earthquake faults that can create
tremendous loss of life and structures in the city;
3. Topographical conditions of the City of Vernon coupled
with the density of buildings, limited setbacks, narrow access to
buildings and narrow streets potentially create a problem for
governmental agencies to respond to emergency conditions; and
WHEREAS, the amendments, deletions and additions to the 1997
Edition of the Uniform Fire Code set forth in this ordinance are
intended as amendments, deletions and additions to the
corresponding requirements of the California Building Standards
Code, based upon the findings hereinafter set forth or as
otherwise authorized; and
WHEREAS, the City Council of the City of Vernon is
authorized, pursuant to Section 50022.2, et sea. of the California
Government Code, of the California Health and Safety Code, to
adopt the Uniform Fire Code by reference; and
WHEREAS, pursuant to Government Code Section 50022.3, the
City Council on May 4, 1999, gave a first reading to this
Ordinance and the title of said code and standards, and a duly
noticed public hearing was held on May 18, 1999, for the purpose

of considering the adoption of the 1997 Edition of the Uniform
Fire Code, Volumes 1 and 2, including Appendices I -A, I-B, I-C,
II -A, II-B, II-D, II-E, II-F, II-G,'II-H, II -I, II-J, III -A, III-
B, III-C, III-D, IV -A, IV-B, V-A, VI -A, VI-B, VI-C, VI-E, VI-G,
VI-H and VI -I, and the Uniform Fire Code Standards, copyrighted by
the International Conference of Building Officials and the Western
Fire Chiefs Association.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are
true and correct.
SECTION 2: Article II of Chapter 7 of the Code of the
City of Vernon is amended as follows:
A. Section 7.10 is amended to read as follows:
Sec. 7.10. Uniform Fire Code, 1997 Edition, adopted.
The 1997 Edition of the Uniform Fire Code, Volume 1,
including Appendices I -A, I-B, I-C, II -A, II-B, II-D, II-E,
II-F, II-G, II-H, II -I, II-J, III -A, III-B, III-C, III-D, IV -
A, IV-B, V-A, VI -A, VI-B, VI-C, VI-E, VI-G, VI-H and VI -I,
and Volume 2, with the Uniform Fire Code Standards,
copyrighted by the International Conference of Building
Officials and the Western Fire Chiefs Association, subject,
however, to the amendments, additions and deletions set forth
in this article and by the State of California Building
Standards Commission in the California Fire Code a provided
in this article, are adopted as the Fire Code of the City of
Vernon. In the event of any conflicts between the provisions
of the Uniform Fire Code and a provision applicable to cities

of the California Fire Code s contained in the California
Code of Regulations Title 24, the provisions of the
California Fire Code shall prevail.
B. Section 7.12 is amended to read as follows:
Sec. 7.12. Amendments, additions, and deletions.
The Uniform Fire Code, 1997 Edition, is amended as follows:
(a) Uniform Fire Code Section 101.5 is amended to delete
the clause at the end of the first paragraph which
reads: "and any judgment resulting therefrom shall
be assumed by this jurisdiction."
(b) Uniform Fire Code Sections 103.1.4 and 103.4.6 are
hereby deleted.
(c) Uniform Fire Code Section 105.8 is amended by adding
the following activities to the specified
subparagraphs:
Sec. 105.8. Permit required.
f.6. Fire extinguishing and protection systems of
all types.
f.7. Fire alarm systems - installation and
modification.
h.4. Hazardous materials monitoring system,
underground, aboveground and related work.
p.4. Paint spray booth and stacks.
u.l. Underground or aboveground flammable liquid
storage tank construction, removal and abandonment.
w.2. Waste material handling plant.
w.3. Waste oil tanks.

(d) Uniform Fire Code Section 902.2.2.1 is hereby
amended to read as follows:
Sec. 902.2.2.1. Dimensions.
Fire apparatus access roads shall have an
unobstructed width of not less than 20 feet (6096mm) and
an unobstructed vertical clearance of not less than 15
feet (4572mm).
(e) Uniform Fire Code Section 1003.3 is amended by
adding the following sub paragraph:
Sec. 1003.3.3 combination burglar and fire alarm
systems maybe installed only if they are U.L. certified
and maintained by a U.L. listed Fire Alarm Service
Company. Sec. 1003.3.4 Fire Alarm Systems shall have all
devices tested after new installations or modifications
to the system. A signed test report with Central
Station confirmation shall be submitted to the City
before final approval of the installation permit.
(f) Uniform Fire Code Section 4502.1 is hereby amended
to read as follows:
Sec. 4502.1. Location of spray -finishing operations.
All inside or outside spray -finishing operations
shall be conducted in an approved spray booth constructed
in accordance with all applicable codes.
(g) Uniform Fire Code Section 7701.7 is hereby amended
to read as follows:
Sec. 7701.7. Prohibited and limited acts.
Explosive materials shall not be manufactured,
tested or stored within the limits of the City of Vernon.

(h) Uniform Fire Code Section 7902.2.2.1 is hereby
amended to read as follows:
Sec. 7902.2.2.1. Storage of Class I and Class II
liquids.
Storage of Class I and Class II liquids in
aboveground tanks outside of buildings not exceeding
three (3) 6,000 gallon tanks per parcel in approved
containers is permitted within the limits of the City of
Vernon except within the shaded areas shown on Exhibit
"A", which is attached hereto and made a part hereof by
reference.
EXCEPTION: Storage of Class I and Class II liquids not
exceeding two (2) 1,000 gallon tanks or one (1) 2,000
gallon diesel fuel tank per parcel in approved containers
is permitted in all areas within the limits of the City
of Vernon.
(i) Uniform Fire Code Section 8204.1 is hereby amended
to read as follows:
Sec. 8204.1. Storage of liquified petroleum gases.
Storage and transportation of LP -gas and the
installation and maintenance of pertinent equipment shall
be in accordance with U.F.C. standard No. 82-1. Storage
is permitted within the limits of the City of Vernon
except within the shaded areas shown on Exhibit "A",
which is attached hereto and made a part hereof by
reference.
EXCEPTION: Storage of LP -gas not exceeding 2,000 gallons
per parcel in approved containers is permitted in all

areas within the limits of the City of Vernon.
(j) Uniform Fire Code Appendices II-C, VI-D, and VI-F
are hereby deleted.
SECTION 3: Enactment of Penalty Sections.
Pursuant to Government Code Section 50022.4, the
following penalty sections are specifically enacted and published
as set forth in Exhibit B attached hereto, except as otherwise
amended or deleted in this ordinance: Uniform Fire Code, 1997
Edition, Sections 103.2, 103.3, 103.4, 104 and 105.7.
SECTION 4: Ordinances repealed.
Any ordinance, part of an ordinance, or code section in
conflict with this Ordinance is hereby repealed.
SECTION 5: Violation.
A violation of this ordinance or any part hereof is
punishable by a fine of not more than One Thousand Dollars
($1,000.00) or by imprisonment in the County Jail for a period of
not more than six (6) months, or by both such fine and
imprisonment. Each day or any portion thereof during which any
violation of any provision of this ordinance is committed,
continued or permitted, constitutes a separate and individual
offense.
SECTION 6: Severability.
If any section, subsection, sentence, clause, or phrase
or word of this ordinance is for any reason held to be void or
unconstitutional, such decision shall not affect the validity of
the remaining portions of this ordinance; it being the intention
of the City Council of the City of Vernon to adopt and pass this
ordinance and each section, subsection, sentence, clause or phrase

thereof irrespective of the fact that one or more of the sections,
subsections, clauses, sentences or phrases thereof may be declared
void or unconstitutional.
SECTION 7: Copies on File with City Clerk.
Pursuant to Government Code Section 50022.6, one copy of
the 1997 Edition of the Uniform Fire Code with the Uniform Fire
Code Standards shall be made available for public inspection in
the office of the City Clerk.
SECTION 8: Posting.
There being no newspaper printed, published or circulated
in the City of Vernon, the City Clerk is hereby directed to
certify to the passage of this ordinance and shall post the same,
or cause the same to be posted, within fifteen (15) days after its
passage in accordance with Section 36933 of the Government Code,
in three (3) of the most public places in the City of Vernon, to
wit: the northwest corner of 38th Street and Santa Fe Avenue, the
northeast corner of Leonis Boulevard and Pacific Boulevard, and on
the bulletin board in the lobby of the City Hall of said City,
located at 4305 Santa Fe Avenue, all in the City of Vernon, County
of Los Angeles, State of California.
SECTION 9: Effective Date.
This ordinance shall be in full force and effect on July
1, 1999.

1997 UNIFORM FIRE CODE
GENERAL
ARTICLE 1 -ADMINISTRATION
1032 Authority for Inspection and Enforcement.
103= Authority of the chief and the fire department.
1032.1.1 General. The chief is authorized to administer and en-
force this code. Under the chief's direction, the fire department is
authorized to enforce all ordinances of the jurisdiction pertaining
to:
1. The prevention of fires,
2 The suppression or extinguishment of dangerous or hazard-
ous fires,
3. The storage, use and handling of hazardous materials,
4. The installation and maintenance of automatic, manual and
other private fire alarm systems and equip-
ment,
S. The maintenance and regulation of fine escapes,
6. The maintenance of fire protection and the elimination of
fire hazards on land and in buildings, structures and other proper-
ty, including those under construction,
7. The maintenance of means of egress, and
8. The investigation of the cause, origin and circumstances of
fire and unauthorized releases of hazardous materials.
For authority related to control and investigation of emergency
scenes, see Section 104.
103.2.L2 Fire prevention bureau personnel and police. The
chief and members of the fire prevention bureau shall have the
powers of a police officer in performing their duties under this
code.
When requested to do so by the chief, the chief of police is au-
thorized to assign such available police officers as necessary to as-
sist the fire department in enforcing the provisions of this code.
103.2.2 Organization of the fire prevention bureau.
103.22.1 General. A fire prevention bureau established within
the fire department under the direction of the chief shall consist of
fire department personnel assigned thereto by the chief. The func-
tion of this bureau shall be to assist the chief in the administration
and enforcement of the provisions of this code.
1033 Inspection.
1033.1 General.
1033.L1 Authority to inspect. The fire prevention bureau
shall inspect, as often as necessary, buildings and premises, in-
cluding such other hazards or appliances designated by the chief
for the purpose of ascertaining and causing to be corrected any
conditions which would reasonably tend to cause fire or contnb-
ute to its spread, or any violation of the purpose or provisions of
this code and of any other law or standard affecting firesafety.
1033.L2 Right of entry. Whenever necessary to make an in-
spection to enforce any of the provisions of this code, or whenever
the chief has reasonable cause to believe that there exists in any
building or upon any premises any condition which makes such
building or premises unsafe, the chief is authorized to enter such
building or premises at all reasonable times to inspect the same or
to perform any duty authorized by this code, provided that if such
building or premises is oocupied, the chief shall first present prop-
er credentials and demand entry; and if such building or premises
is unoccupied, the chief shall fast make a reasonable effort to lo-
cate the owner or other persons having charge or control of the
building or premises and demand entry. If such entry is refused,
the chief shall have recourse to every remedy provided by law to
secure entry.
If the owner or occupant denies entry, the chief is authorized to
obtain a proper inspection warrant or other remedy provided by
law to secure entry. Owners, occupants or any other persons hav-
ing charge, care or control of any building or premises shall, after
proper request is made as herein provided, promptly permit entry
therein by the chief for the purpose of inspection and examination
pursuant to this code.
For the purpose of Section 103.3.1.2, the term"dhief" shall in-
clude the chief officer of the fire department serving the jurisdic-
tion and the officers named in Sections 103.2.1.2 and 10322.2.
103.3.13 Stop orders. When any work is being done or a condi-
tion is being established contrary to the provisions of this code, the
fire chief may order the work stopped by notice in writing served
on any persons engaged in doing or causing the work to be done.
Such work shall stop until continuation is authorized by the chief.
10332 New construction and alterations.
103.2.2.2 Fire marshal. The chief is authorized to designate a 1033.2.1 General. Construction or work for which fire de -

Approval as a result of an inspection shall not be construed to be
an approval of a violation of the provisions of this code or of other
ordinances of the jurisdiction. Inspections presuming to give
authority to violate or cancel the provisions of this code or of other
ordinances of the jurisdiction shall not be valid.
It shall be the duty of the permit applicant or contractor or both
to cause the work to remain accessible and exposed for inspection
purposes. Neither the chief nor the jurisdiction shall be liable for
expense entailed in the removal or replacement of any material re-
quited to allow inspection.
1033.2.2 Inspection requests. It shall be the duty of the person
doing the work authorized by a permit to notify the chief that such
work is ready for inspection. The chief is authorized to require that
every request for inspection be filed not less than one working day
before such inspection is desired. Such requests may be in writing
or by telephone at the option of the chief.
It shall be the duty of the person requesting any required inspec-
tions to provide access to and means for proper inspection of such
work.
1033.2.3 Changes in use or occupancy of buildings. Changes
made in the character or use of an occupancy shall be in accord-
ance with the Building Code.
10333 Firesafety during construction and alterations. Fire -
safety during construction, alteration or demolition of a building
shall be in accordance with Article 87.
1033A Records. The fire prevention bureau shall retain for not
less than three years a record of each inspection made showing the
findings and disposition of each inspection made.
103A Enforcement.
103A.1 Authorization to issue corrective orders and notices.
103A.1.1 General. When the chief finds any building, prem-
ises, vehicle, storage facility or outdoor area that is in violation of
this code, the chief is authorized to issue corrective orders.
See also Appendix VI-D.
103.4.1.2 Unsafe heating or electrical equipment and struc-
tural hazards. When the chief deems any chimney, smokestack,
stove, oven, incinerator, furnace or other heating device, electric
fixture or any appurtenance thereto, or anything regulated under a
nationally recognized standard in or upon any building, structure
or premises not specifically mentioned in this code, to be defective
or unsafe so as to create a hazard, the chief is authorized to serve
upon the owner or the person having control of the property a writ-
ten notice to repair or alter as necessary and shall notify any other
authority enforcing codes regulating such equipment. The chief is
authorized to affix a condemnation tag prohibiting the use thereof
until such repairs or alterations are made. When affixed, such tag
shall only be removed by the order of the chief when the hazard to
which the order pertains has been eliminated in an approved man-
ner. Until removed, that item or device which has caused the haz-
ard shall not be used or be permitted to be used.
When an apparent structural hazard is caused by the faulty in-
stallation, operation or malfunction of any of the items or devices
listed in this section, the chief shall immediately notify the build-
ing official to investigate such hazard and cause such hazard to be
abated as required by the Building Code.
103.4.13 Stopping uses, evacuation. The chief is authorized to
order an operation or use stopped or the evacuation of any prem-
ises, building or vehicle or portion thereof which has or is a fire
hazard.
103.4.1A Time limit for corrective orders. Orders or notices
shall set forth a time limit for compliance dependent upon the haz-
ard and danger created by the violation.
103.4.2 Service of orders and notices. Orders and notices au-
thorized or required by this code shall be given or served upon the
owner, operator, occupant or other person responsible for the con-
dition or violation either by verbal notification, personal service,
or delivering the same to and leaving it with a person of suitable
age and discretion upon the premises; or, if no such person is found
on the premises, by affixing a copy thereof in a conspicuous place
on the door to the entrance of said premises and by mailing.a copy
thereof to such person by registered or certified mail to the per-
son's last known address.
Orders or notices which are given verbally shall be confirmed
by service in writing as herein provided.
103A3 Compliance with orders, notices and tags.
103A3.1 Compliance with orders and notices. Orders and no-
tices issued or served as provided by this code shall be complied
with by the owner, operator, occupant or other person responsible
for the condition or violation to which the order or notice pertains.
In cases of extreme danger to persons or property, immediate com-
pliance is required.
If the building or other premises is not owner occupied, under
lease or otherwise, and the order or notice requires additions or
changes in the building or premises which would immediately
become real estate and be the property of the owner of the building
or premises, such orders or notices shall be complied with by the
owner.
EXCEPTION: When the owner and the occupant have agreed
otherwise between themselves, in which event the occupant shalt corn -
Ply.
103.43.2 Compliance with tags. A building, premises or thing
shall not be used when in violation of this code as noted on a tag
-affixed in accordance with Section 103.4.1.
103.433 Removal and destruction of signs and tags. A sign
or tag posted or affixed by the chief shall not be mutilated, de-
stroyed or removed without authorization by the chief.
103A.4 Citations. Persons operating or maintaining an occu-
pancy; premises or vehicle subject to this code who allow a hazard
to exist or fail to take immediate action to abate a hazard on such
occupancy, premises or vehicle when ordered or notified to do so
by the chief shall be guilty of a misdemeanor.
103A5 Unsafe buildings. Buildings or structures which are
structurally unsafe or not provided with adequate egress, or which
constitute a fire hazard or are otherwisedangerous to human life,
or which in relation to existing use constitute a hazard to safety or
health or public welfare, by reason "of inadequate maintenance,
dilapidation, obsolescence, fire hazard, disaster damage or
abandonment as specified in this code or any other ordinance, are,
for the purpose of Section 103.4.5, unsafe buildings. Such unsafe
buildings are hereby declared to be public nuisances and shall be
abated by repair, rehabilitation, demolition or removal. See the
procedure specified in Chapters 4 through 9 of the Uniform Code
for the Abatement of Dangerous Buildings.

SECTION 104—CONTROL'AND INVESTIGATION OF
EMERGENCY SCENES
104.1 Authority at Fires and Other Emergencies.
104.1.1 General. The chief or officer of the fire department in
charge at the scene of a fire or other emergency involving the pro-
tection of life or property or any part thereof; shall have the author-
ity to direct such operation as necessary to extinguish or control
any fire, perform any rescue operation, investigate the existence
of suspected or reported fires, gas leaks or other hazardous condi-
tions or situations or of taking any other action necessary in the
reasonable performance of duty. In the exercise of such power, the
chief is authorized to prohibit any person, vehicle, vessel or thing
horn approaching the scene and is authorized to remove or cause
to be removed or kept away from the scene any vehicle, vessel or
thing which could impede or interfere with the operations of the
fire department and, in the judgment of the chief, any person not
actually and usefully employed in the extinguishing of such fire or
in the preservation of property in the vicinity thereof.
104.1.2 Interference. The operations of the fire department in
connection with extinguishing any fire or other emergency shall
not be obstructed. Lawful commands of the chief or officer of the
fire department in charge at such a scene, or any part thereof, or
any police officer assisting the fire department, shall not be dis-
obeyed.
104.13 Barricades. The chief or officer of the fire department
in charge at the scene of an emergency is authorized tdplace ropes,
guards, barricades or other obstructions across any street, alley,
place or private property in the vicinity of such operation so as to
prevent accidents or interference with the lawful efforts of the fire
department to manage and control the situation and to handle fire
apparatus.
104.2 Investigations. The fire department is authorized to in-
vestigate promptly the cause, origin and circumstances of each
and every fire occurring in the jurisdiction involving loss of life or
injury to person or destruction or damage to property and, if it
appears to the bureau of investigation that such fire is of
suspicious origin, they are authorized to take immediate charge of
all physical evidence relating to the cause of the fire and are
authorized to pursue the investigation to its conclusion.
The chief is authorized to investigate the cause, origin and
circumstances of unauthorized releases of hazardous materials.
The police department is authorized to assist the fire department
in its investigations when requesteti to do so.
1043 Records and Reports.
1043.1 Fire occurrences. The fire department shall keep a re-
cord of fires occurring within its jurisdiction and of facts concern-

quired by the chief.
1043.2 Record retention. The fire department shall retain for
not less than three years a record of each investigation made show-
ing the cause, the findings and disposition of each investigation.
SECTION 105 — PERMITS
105.7 Revocation of Permits. The chief is authorized to sus-
pend or revoke a permit when it is determined after a hearing by
the chief that:
1. The pecrnit has been used by a person other than the person to
whom the permit was issued,
2. The permit has been used for a location other than that for
which it was issued,
3. Any of the conditions or limitations set forth in the permit
have been violated,
4. The permittee failed, refused or neglected to comply with or-
ders or notices duly served in accordance with the provisions of
this code within the time provided therein,
5. There has been a false statement or misrepresentation as to a
material fact in the application or plans on which the permit or
application was based, or
6. The permit was issued in error or in violation of an ordi-
nance, regulation or this code.

Fire Code

The State of California recently adopted the Uniform Fire
Code. This code will become effective on July 1, 1999.
California Health and Safety Code Sections 17958, 17958.5,
17958.7 and 18941.5 allow the local agency to amend the Model
Codes provided a finding of necessity can be made. City staff
believes it is in the interest of Public Health, Safety and
Welfare to enact certain amendments to the model codes because of
climatic, geological and topographical conditions and based upon
the following findings:
1. Adverse climatic conditions and strong winds such as
those in existence in the City of Vernon increase the likelihood
of fire spreading from one building to another;
2. General conditions in the City of Vernon are affected by
the location of earthquake faults that can create tremendous loss
of life and structures in the City; and
3. Topographical conditions of the City of Vernon coupled
with the density of buildings, limited setbacks, narrow access to
buildings, narrow streets potentially create a problem for
Governmental agencies to respond to emergency conditions.
The Uniform Fire Code published by the International
Conference of Building Officials and Western Fire Chiefs
Association has been amended by the State and their various
agencies and was approved by the California Building Standards

Commission. The Code adopted by the City of Vernon is subject to
the amendments, additions and deletions set forth in the
California Building Codes as contained in Title 24 of the
California Code of Regulations. When a conflict between the
provisions of the Uniform Fire Code and a provision applicable to
Cities of the California Fire Code, the provisions of the
California Fire Code shall prevail.
It is recommended that the Uniform Fire Code, 1997 Edition
Volume 1 including appendices I -A, I-B, I-C, II -A, II-B, II-D,
II-E, II-F, II-G, II-H, II -I, II-J, III -A, III-B, III-C, III-D,
IV -A, IV-B, V-A, VI -A, VI-B, VI-C, VI-E, VI-G, VI-H and VI -I, and
Volume 2 with the Uniform Fire Code Standards, copyrighted by the
International Conference of Building Officials and the Western
Fire Chief's Association be adopted with various amendments. The
amendments are regarding the following:
1. Establishment of City Permit Fees.
2. Width and height of access roads.
3. Certification of Fire and Burglar Alarm Systems.
4. Location of spray finishing operations.
5. Prohibition on the manufacturing of testing and storage
of explosive materials.
6. Limitations on the storage of Class I and Class II
liquids in aboveground tanks.
7. Limitations on the storage of liquified petroleum gases.

The State of California recently adopted the latest edition of
the Uniform Codes and the National Electrical Code. The Community
Services Department has reviewed the codes in consultation with the
Fire Department. The 1997 Uniform Codes are substantially the same
as the 1994 Edition and the 1996 National Electrical Code is
substantially the same as the 1993 Edition. City staff has
proposed several minor modifications to certain code sections in
order to further protect the safety of the community.
The City currently has no retrofit standards for tilt -up
concrete wall constructed buildings. These are recognized to be a
hazard due to the potential of collapse in an earthquake. Often
property owners either voluntarily or by a requirement of their
property insurer retrofit their tilt -up concrete buildings. Since
Vernon has no standard the property owners either uses another
City's standard or allows the contractor to install a system that
he feels is appropriate. City staff is of the opinion that the
City should have a minimum standard for a retrofit to insure that
the property owner is obtaining a retrofit that will work in the
event of an earthquake. City staff is recommending that Appendix
Chapter 5 of the 1997 Edition of the Uniform Code for Building
Conservation, published by the International Conference of
Buildings Officials be established as the City standard for the
strengthening of existing tilt -up concrete wall buildings. The
retrofitting of the tilt -up buildings is not a City mandated
program and the standard will act as a minimum guideline for those
property owners who voluntarily retrofit their buildings.
Therefore, it is recommended that the City adopt the following
Codes under Ordinance No. 1073:
(a) Uniform Building Code 1997 Edition published by
International Conference of Building Officials Volumes 1,2 and 3
including Appendices, Chapters 3,4,9,11,12,15,30, 33 and 34 with
various amendments.
(b) National Electrical Code 1996 Edition, copyrighted by
the National Fire Protection Association with various amendments
and the Uniform Administrative Code Provisions for the National
Electrical Code, 1996 Edition, Promulgated by the International
Conference of Building Officials with various amendments.
(c) Uniform Mechanical Code, 1997 Edition, published by
International Conference of Building Officials with various
amendments.
(d) Uniform Plumbing Code, 1997 Edition, published by the
International Association of Plumbing and Mechanical Officials with
various amendments.
(e) Uniform Code for the Abatement of Dangerous Buildings,
1997 Edition, published by the International Conference of Building
Officials with various amendments.
(f) Appendix Chapter 1 and 5 of the Uniform Code for Building
Conservation, 1997 Edition, published by the International
Conference of Building Officials.
Additionally, under Ordinance No. 1074 it is recommenced that
the 1997 Edition of the Uniform Fire Code, Volume 1, including
Appendices I -A, I-B, I-C, II -A, II-B, II-D, II-E, II-F, II-G, II-H,
II -I, II-J, III -A, III-B, III-C, III-D, IV -A, IV-B, V-A, VI -A, VI-
