ORDINANCE NO. 1095
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING ESTABLISHING AND CREATING SEPARATE
FUNDS AND RATIFYING THE ESTABLISHMENT OF SEPARATE
FUNDS WHICH ARE TO BE UNDER THE CUSTODY AND CONTROL
OF THE CITY TREASURER AND ADMINISTERED PURSUANT TO
STATE STATUTES
WHEREAS, the City Council of the City of Vernon on June 2,
1981, established and created certain Separate Funds and transferred
money from the General Fund to the newly created Separate Funds; and
WHEREAS, on April 2, 1985, the City Council of the City of
Vernon adopted Ordinance No. 950 adding Article VIII, Separate Funds, to
Chapter 2, Sections 2.49 through 2.66 of the Vernon City Code; and
WHEREAS, the City Council of the City of Vernon intends to
establish and create additional Separate Funds in accordance with
state statutes and sound public accounting requirements; and
WHEREAS, the City Council of the City of Vernon hereby
intends by this ordinance to ratify the previously established
Separate Funds, to establish and create additional Separate Funds and
to segregate all these funds in accordance with applicable state
statutes.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
amends the Vernon City Code by adding new Sections 2.50-1, 2.50-2 and
2.65-1, in numerical order, to Article VIII of Chapter 2,
Administration, of the Vernon City Code, as set forth in Exhibit "A"

which is attached hereto and made a part hereof by reference.
SECTION 3: The City Council of the City of Vernon hereby
amends Section 2.66 of Article VIII of Chapter 2, by adding the
following funds thereto in numerical order:
056 - Gas
057 — Fiber Optics
095 - Parcel Tax
SECTION 4: Any ordinance or parts of ordinances in conflict
(with this Ordinance are hereby repealed, specifically those portions
(of Ordinance No. 950 that are in conflict.
SECTION 5: If any section, subsection, sentence, clause,
phrase or word of this Ordinance is for any reason held to be void or
unconstitutional, such decision shall not affect the validity of the
remaining portions of this Ordinance; it being the intention of the
City Council of the City of Vernon to pass and adopt this Ordinance
and each section, subsection, sentence, clause or phrase thereof
irrespective of the fact that one or more of the sections,
subsections, clauses, sentences or phrases thereof may be declared to
be invalid or unconstitutional.
SECTION 6: There being no newspaper printed, published or
circulated in the City of Vernon, the City Clerk is hereby directed to
certify to the passage of this ordinance and shall post the same, or
cause the same to be posted, within fifteen (15) days after its passage
in accordance with Section 36933 of the Government Code, in three (3) of
the most public places in the City of Vernon, to wit: the northwest
corner of 38th Street and Santa Fe Avenue, the northeast corner of
Leonis Boulevard and Pacific Boulevard, and on the bulletin board in the
lobby of the City Hall of said City, located at 4305 Santa Fe Avenue,

1 all in the City of Vernon, County of Los Angeles, State of California.
2 SECTION 7: This Ordinance shall be in full force and effect
3 thirty (30) days from and after its passage of the same.

The City Council of.the City of Vernon hereby ratifies the

that will include all parcel tax receipts and expenditures.
Sec. 2.50-2. Fiber Optics Fund.
The City Council of the City of Vernon hereby ratifies the
establishment and creation of a new fund entitled "Fiber Optics Fund"

There are
four new funds that needed to be added. They are as follows:
1.
Fund 056 — Gas Fund - This fund number is already being utilized for the Gas
Utility, but it needs to be adopted by the City.
2.
Fund 057 — Fiber -Optics Fund — 'The fiber-optic system may go into operation
in fiscal year 2003-2004.
3.
Fund 029 — Library Fund — We have a department for Library, but we need a
separate fund for the Library.
4.
Fund 095 - Parcel Tax — This fund will capture all parcel tax receipts and
expenditures.

Department and segregates revenues and expenditures from the
General Fund when operating ,::4aid Water Department and hereby

to establish and create other. Separate Funds in accordance with
state statutes and sound public accounting requirements; and
WHEREAS, the City Council of the City of Vernon hereby
intends by this ordinance to ratify the previously established
Separate Funds, and to establish and create additional Separate
Funds, and to allocate for the exclusive use of the operating
city department or subdivision these Funds hereby segregated all
in accordance with applicable state statutes.
NOW, THEREFORE, BE XT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF' VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby ratifies the establishment and creation of a new fund
